Straipsnyje nagrinėjamos viešųjų bibliotekų funkcijos krizinėse situacijose, aktualizuojant COVID-19 pandemijos kontekstą. Mokslinės literatūros analizė atskleidžia, jog COVID-19 pandemijos metu greta viešųjų bibliotekų vykdomų informacijos išteklių ir kultūrinių paslaugų aktualizuotojų (leidinių skolinimas, renginių organizavimas), partnerių (bendradarbiavimas su kitomis organizacijomis) ir vidinių planuotojų (sėkmingas bibliotekų funkcionavimo palaikymas) funkcijų ypač aktualus informacijos skleidėjų (dalijimasis šviečiamąja informacija, kova su infodemija), bendruomenės rėmėjų (bendruomenių, kuriose veikia bibliotekos, narių telkimas ir pagalba jiems) bei edukatorių ir ugdytojų (krizinėje situacijoje reikalingų kompetencijų ugdymas) funkcijų vykdymas. Straipsnyje pateikiami Šiaulių regiono bibliotekose atlikto tyrimo rezultatai, leidžiantys iš empirinės perspektyvos išnagrinėti viešųjų bibliotekų atliktas funkcijas COVID-19 pandemijos kontekste, įvertinti atskirų funkcijų vykdymo situaciją, palyginti šiuos duomenis su užsienio šalių bibliotekose atliktų tyrimų rezultatais bei numatyti galimybes pandemijos metu aktualizuotoms funkcijoms stiprinti. Atliktas tyrimas yra reikšmingas ne tik COVID-19 pandemijos, bet ir kitų krizinių situacijų kontekstuose.

The article theoretically and practically analyses principles of Good Governance and their implementation at the level of local self-government. The multiplicity of good governance conception, the specificity of principles of Good Governance in the local self-government are revealed by the insights of foreign and Lithuanian scientists, official international documents. Practically we tried to investigate the implementation of principles of Good Governance in Siauliai city municipality preparing a hypothetical model of implementation of principles of Good Governance in local self-government. Invoking the experts of Siauliai city municipality in the context of self-evaluation, the implementation of Good Governance principles in the municipality was analysed emphasising the problems and foreseeing possible trends of governance improvement. The research has showed that the equivalents of principles of Good Governance are established in legal acts of the Republic of Lithuania that the representatives of self-government institutions must follow in their activities, but often their implementation faces lack of a clear strategic vision, prevailing manifestations of governance conservatism that do not stimulate initiatives and changes in local self-government.

The article presents the assessment of the implementation of the Civil Servants' Training Strategy for 2007- 2010 in the Case of Telsiai District. Connections are determined by use of document analysis between goals and tasks outlined in the Civil Servants' Training Strategy for 2007-2010 and the trainings trends and pri­ori­ties set by public sector institutions. Analysis of departmental statistics enabled assessment of the changes in the number of civil servants participating in trai­ning as well as the funding sources for civil servants in trai­ning. Expert interviews helped to perform the assessment of the strategy's implementation regarding the strategic goals of specific institutions which have to do with matters regarding the quality of civil servants' training and implementation of priorities and tasks. The assessment of the strategy was performed according to three criteria: service, result and effect.

The article deals with the process of modernization of Lithuanian public sector in the aspect of development of management of electronic documents. In order to ascertain the reasons why institutions of the Lithuanian public sector still hesitatingly move to means of management and administration of electronic documents and to identify the possibilities and trends of development of management of electronic documents in public sector, we carried out the analysis and structuring of scientific publications by Lithuanian and foreign authors, also of published research results, the Republic of Lithuania legislation, strategic plans, reports, international standards, European Union directives, online sources. We also did a qualitative empirical study in institutions of Šiauliai city state administration and local self-government. The research carried out by the authors has shown that current system of management of electronic documents and exchange of information by electronic means in Lithuanian public sector in laws and in theoretical insight is clearly different from the implementation of practical solutions. Therefore, in order for Lithuanian public administration system to be in line with the European levels of public administration by the year 2010, more attention should be paid to the rapid deployment of systems of information exchange by electronic means, to transferring of documents to electronic carriers and to strategic development of electronic documents.

The research results have revealed that citizens' trust in local government is still low and participation lacks activeness. Civic participation is more active than political participation. According to the research results, the main reasons of absence of participation in local governance are lack of information and knowledge about public participation, lack of information about participation opportunities, lack of communication and response to expressed opinion and suggestions. The results of quantitative research showed that participation and trust dimensions are related. Absence of clear communication and response to citizens expressed opinion and suggestions causes distrust and lower participation. However, the research revealed the weak relationship between the trust in local government and participation in local governance. This fact requires further research.

This research aims at analysing maritime spatial planning (MSP) development in the countries of the Baltic Sea Region through the lens of the concept of a multi-use approach to maritime space. Special focus is on the offshore wind energy and coastal and offshore tourism sectors. The goal is to contribute to the progress of a sustainable blue economy. The research methods used include analysis (using such techniques as monographic, dogmatically comparable, and special analytical) and synthesis through examination of marine plans, regional and national policy documents, and MSP-related legislation in the European Union Member States of the Baltic Sea Region. The results of the research confirm that in a contemporary understanding a holistic multi-use approach to maritime space forms an integral part of MSP for resource and space sharing between two or more activities with the aim of benefiting all users. Conceptually, it evidences the emergence of the multi-use principle in the MSP process. However, while offshore wind development is prominently prioritised in the currently adopted marine plans, accentuation of applying the multi-use principle is rather cautious. In this aspect, knowledge transfer from countries with longerestablished experience in offshore wind development and its combination with other activities, such as tourism, is crucial. At the same time, it should be borne in mind that large-scale offshore renewable energy and the concept of multi-use maritime space will also mark the long-term future development of MSP in line with global and European Union targets for achieving carbon neutrality and zero pollution, promoting the circular economy, and restoring biodiversity by 2050.

This chapter reveals the relevance and novelty of a new approach to the ethics management of local government institutions - municipalities in the context of their modernisation. The ethics of local government representatives become the essential requirement and interest of civil society in the context of New Public Governance theories. At present, there is an increasing significant relationship between the state, local government institutions and civil society. Local governments are particularly oriented towards efficient public service which are not separable from their operation to methods and results, as well as their connections with society. Thus, measures of ethics management in municipalities are usually supplemented by special initiatives of civil society organisations, and representatives of civil society are becoming members of ethics management structures and activities. There emerges a scientific problem - what model of ethics management in municipalities could meet the expectations of civil society and follow the trends of local government modernisation? The aim of this chapter is to represent the model of ethics management in municipalities in the context of local government modernisation. For the purpose of implementation, the following objectives were used: (1) conceptualising the ethics management in public administration organisations; (2) identifying the main ethics management dimensions in the context of local government modernisation; (3) explaining the practice of ethics management that is relevant for Lithuanian municipalities; and (4) representing the empirical model of ethics management in Lithuanian municipalities. The object of this chapter is the model of ethics management, and the subject is the model of ethics management in municipalities.

Having performed literary analysis, the aspects of improvement of local self-government in the context of new public governance have been theoretically substantiated. Referring to theoretical insights, the provisions of programmes of the biggest political parties of the Republic of Lithuania related to local self-government have been analysed covering period from December 12, 2012 to March 31, 2014. In addition, the agendas and reports of the meetings of the Government of the Republic of Lithuania have been analysed in order to determine main tendencies of improvement of local self-government that receive biggest attention from the political parties in decision making process. The research has shown that improvement of local self-government in the programmes of political parties is oriented to 4 tendencies: 1) independence/autonomy; 2) strengthening of democracy and civil society; 3) improvement of governance; 4) quality of public sector services. In the agendas of the meetings of Government of the Republic of Lithuania mainly the issues related to efficiency, effectiveness, legitimacy of local self-government, strengthening of abilities of civil servants have been analysed.

This paper analyzes the scientific discourse of governance and university governance within the framework of the existing concepts, it also deals with alternation of university governance in the context of European higher education regulations and directives, presents analysis of the traditional and entrepreneurial university governance models of the content aspect. It also presents the results of "International Comparative Research on University Governance Models" carried out by the paper authors emphasizing the context of Finland's higher education and university governance and the case of Lapland University. Although traditional higher education values dominate in many missions and visions of Finnish universities, internal institutional governance of the University of Lapland has recently become entrepreneurial. Good governance of the university is associated not only with distinction of administrative and academic functions, reduction of bureaucratic processes, but also with the openness of the university, good communication and understanding of the academic culture.
