Once having a sufficient degree of competition, liberalized market can guarantee the optimal allocation of economic goods to the society. Liberal framework of the electricity market is a customer's right to choose their electricity supplier and price. In electricity market appears competition and that is always better than the cost of regulation principle and this allows manage electricity production and supply more efficiently. Aim: To evaluate impact of Lithuania market liberalization to electricity prices. Object: electricity market. Tasks: 1) To provide theoretical aspects of electricity market liberalization; 2) To execute the analysis of the electricity market opening in the European Union; 3) To execute the analysis of the electricity market liberalization process in Lithuania; 4) To examine the technical-economic opportunities of trading electricity to Latvia, Estonia, Russia, Scandinavia and the European Union; 5) To forecast electricity price in Lithuania liberalized market. The Work consists of three parts. In the first part theoretical justification of electrical energy market opening is made: the disclosure of the electricity market characteristics is examined, the possible electricity market models of various authors are overviewed, the nature of energy regulation and the importance is provided and the formation of different pricing strategies is analyzed and summarized. In the second part the analysis in the electricity sector is carried out: firstly the EU's policy and legislations of electricity market liberalization are analyzed, as well as the situation of Lithuania electricity market opening in terms of implementation is examined. In the third part of the work are carried out the study of impact to electricity prices after the market liberalization in Lithuania as well as. The technical-economical opportunities of the electricity commerce to Latvia, Estonia, Russia, Scandinavia and Poland markets are examined and expected trade scenarios and possible electricity price in Lithuanian is modeled. Today's EU policy for the development of electricity and the entire energy sector seeks to provide system modernization, stability, reinforcement of the single market, and implementation of climate change policy with an emphasis on the decarbonization of energy sources and the increase of energy efficiency. After all of the EU efforts to form an electricity sector in member states, it is necessary to assess the efficiency of the policy implemented and to identify the results achieved in shaping a sustainable electricity sector. The purpose of this article is to carry out a sustainability assessment of the electricity sector in the EU countries. A set of eight indicators designed to assess the sustainability of the electricity sector of different EU countries in 2017 has been drawn up. The assessment is made using the multi-criteria decision-making method (MCDM) Technique for Order Preference (TOPSIS). The assessment shows that the electricity market of Slovenia is the most sustainable, with Luxembourg in the second position in the EU.

The paper deals with the greening of tax systems in the European Union (EU), and reviews the achievements of the Baltic States in relation to greening their tax systems and implementing the sustainable energy development goals set by the EU's energy policies. Environmental taxes promote sustainable energy development, as they allow internalizing the external costs of atmospheric pollution in the energy sector. Energy production and consumption are a major source classical pollutants and greenhouse gas (GHG) emissions. Almost of the all EU member states (MS) apply pollution taxes as the most important economic tool for mitigating the environmental impacts of various economic activities. Considering the importance of the energy sector in terms of its contributions to total atmospheric emissions in the EU, it is supposed that environmental taxes are important drivers of sustainable energy development. Environmental taxes, as the main tool for the integration of negative externalities that are related to atmospheric pollution, are imposed to create incentives for reducing fossil fuel consumption and switching to renewable energy sources or fuels that have a lower carbon content and thus cause less pollution. The paper presents a comparative assessment of the impact of environmental taxes on sustainable energy development indicators in three selected countries from the Baltic region (Lithuania, Latvia, and Estonia) during the period 2005–2015, and reveals the role that the greening of tax systems has had on implementing sustainable energy development targets in the Baltic States.
