After the process of application to different funds, and upon the approval of the project, many institutions and organizations encounter unexpected situations of implementation difficulties. Starting with the fact that those institutions and organizations are full of ideas for implementing their goals and objectives, and the only factor standing between them and their results is the lack of funds, gain of those funds seems as a full green light for accomplishing what they imagined and worked on. But after the notice of approved funding, they are stepping into a complicated web of problems they often do not expect and face situations which make it impossible to implement their planned activities. Even though the funds are approved, beneficiaries will soon begin to realize that the access to those funds is far from reach. Most of activities will again depend of the financial resources of the organization on its own, which will put enormous risk on the implementation itself. Financial difficulties are the ones that are always felt the most, but other problems that will appear suddenly during the preparation of activities will show to be also very hard to manage, such as institutional, legislation and project problems. Each group of problems will demand full attention of the manager and participation and cooperation of a wider group of subjects connected to the implementation process depending on the nature of the problem. Article will categorize the problematics and explore the experiences of Croatian project managers coping with problems in their work according to statistical results gathered through an on-line survey. The research was performed in June and July 2016 and reached a span of 50 Croatian project managers

Membership in the European Union implies adjustment of EU projects to the rules of Structural Funds, but also adoption of legal regulations, thus influencing the process of implementation of the public procurement in EU funded projects. Each successful applicant who expressed the need for procurement of goods, services and works of a certain value, must respect the principles of public procurement. Irregularities in the procurement process can lead to the failure of returning the EU funds even several years after the end of the project. Therefore, the knowledge and proper implementation of public procurement is the main precondition for the correct implementation of each project. In order to obtain information about the current absorption capacity of the public procurement liable parties, and to identify key obstacles that stakeholders face in procurement procedures, the research was conducted by surveying 30 entities that are subject of public procurement in Croatia. Research results imply the poor quality of public procurement in the implemented projects, which often results in financial corrections, disapproving project reports, etc.

EU funds are all financial and operative programs funded by the European Union, either in the Member States (Union Programs and instruments of the Cohesion, Agriculture and Fisheries Policies), or outside of them (pre-accession funds, other country programmes). In order to develop the regions, cities and villages of Croatia, the programme of strategic investment is established by the regional policy which promotes economic and social growth and improves the living standard. It gives support for less developed areas and rural regions as an expression of solidarity. Regional policy is a strategic investment programme, with aim to develop all regions and cities and villages in Croatia, in order to promote their economic and social growth and improve the quality of living. It is also an expression of solidarity because it gives support for less developed areas and rural regions. Purpose of this research paper is to identify level of knowledge about EU funds in rural area with survey method. There is a practical example of a survey of the respondents on the impact of EU funds on reducing rural regional inequalities as a result of this paper.

People learn their whole life due to acceleration pace of life. Lifelong learning in that sense is all learning activity undertaken throughout life, with the aim of improving knowledge, skills and competences within a personal, civic, social and/or employment-related perspective. The European Union helps fund projects and organisations which contribute to the implementation of EU programs and policies. About 80% of EU funding is granted through programmes managed in the EU countries themselves. This paper provides more detailed information on Operational programmes 2014 – 2020 in Croatia and relevant EU funds. Within this paper, a survey of young people about getting acquainted with EU funds was conducted. This survey was carried out among 85 students of Polytechnic of Pozega, which intended to establish how familiar people are with the topic of EU funds and possibilities afforded by those funds. The methodology used is questionnaire. The aim of the research is to show awareness of the opportunities that EU funds offer and to emphasize the importance of lifelong learning.
