Zbornik obuhvaća većinu radova izloženih na istoimenom 15. znanstveno-stručnom skupu "Vukovar '91. - dvadeset i jedna godina poslije" održanom 15.11.2012. te dio radova priopćenih na 14. znanstveno-stručnom skupu "Vukovar '91. - dvadeset godina poslije", koji se o temi "Dva desetljeća hrvatskoga pamćenja i razvoja" održao u Vukovaru 15. studenoga 2011. godine. "... nije neutemeljena pretpostavka da je vukovarska paradigma trebala biti ključnim impulsom i svojevrsnim obrascem razvoja Hrvatske u najširem smislu te riječi. Jer, da se Hrvatska razvijala i gradila na vrednotama na kojima se branio Vukovar (a što neki i danas ne razumiju) sigurni smo da bi današnji problemi u našoj zemlji bili puno manji i neizmjerno lakši u odnosu na realnost u kojoj živimo".
Cilj skupa bio je osvijetliti žrtvu i mučeništvo Vukovara 1991. godine kroz različite vidove - religijski, sociološki, psihološki, žrtvoslovni, antropološki, humanitarni..., pa je stoga okupio ugledne znanstvenike (teologe, psihologe, sociologe, viktimologe, antropologe) koji su svojim priopćenjima i kroz plodnu, na trenutke i polemičnu, raspravu prepoznali važnost i aktualnost ove teme za život današnjeg Vukovara, pa i Hrvatske.
According to a number of relevant demographic and statistical indicators, Croatia is in a deep demographic crisis in all aspects of demographic dynamics and structural-demographic development. Total depopulation, natural decline, negative migration balance, demographic aging, and spatial polarization of the population – are fundamental long-term and current demographic trends and processes that, thanks to available data from census, vital and migration statistics can be monitored almost continuously from the middle of last century until today. The current demographic picture of Croatia is marked by natural and mechanical population losses, which means more deaths from birth and more emigration than immigration, with significantly disturbed relations between large (functional) age groups that threaten further collapse of bio reproductive potential and economic activity of the population. Croatian demographers warned of this circumstance during socialist Yugoslavia, especially after reaching independence in 1991. In their research, they were especially committed to the design and implementation of active and stimulating population policies, which had a certain impact in the formation of some decisions and documents of Croatian state policy during the 1990s. In this sense, it is scientifically relevant to valorize Dr. Tuđman's attitude towards Croatian demographic issues, because demographic challenges have been and still are in significant discrepancy with socially desirable demographic pro-cesses and trends as key factors in the development and progress of the Croatian state and society, especially from 1991 and onwards. Therefore, in the context of Tuđman's work as a politician (president of the Croatian Democratic Union from 1989 to 1999) and statesman (president of the Republic of Croatia from 1990 to 1999), but also as a scientist and public figure (director of the Institute for the History of the Labor Movement from 1961 to 1967) it is useful to investigate whether and to what extent there is a consistent attitude towards the demographic situation and problems of Croatia and, accordingly, whether we find the issue of Croatian demography at the center or on the margins of interest in his public work. ; According to a number of relevant demographic and statistical indicators, Croatia is in a deep demographic crisis in all aspects of demographic dynamics and structural-demographic development. Predmet istraživanja u ovom radu su prirodno i mehaničko kretanje stanovništva kao demografsko-migracijske odrednice osnovnoga školstva u Vukovaru. Svrha je istraživanja primjenom deskriptivne i komparativne analize prikazati suvremene trendove, trenutno stanje i perspektive u bioreprodukciji i migracijama, te ih dovesti u vezu s brojčanim stanjem djece u vukovarskim osnovnim školama. Analiza provedena na temelju službenih podataka popisne, vitalne i migracijske statistike, pokazala je da su trendovi u bioreprodukciji i migracijama promatrane gravitacijske zone vukovarskih osnovnih škola (Grad Vukovar i Općina Bogdanovci) u proteklom dvadesetogodišnjem razdoblju (1997.-2018.), vrlo nepovoljni, te da procesi ukupne depopulacije, prirodnoga smanjenja i mehaničkoga gubitka, zbog negativnoga salda migracije, čine sve lošijim demografski okvir učeničkoga potencijala vukovarskih osnovnih škola, uz još nepovoljnije izglede u budućnosti. Potrebna stabilizacija i poboljšanje demografskih prilika mogući su samo uz dugoročnu i cjelovitu provedbu poticajnih pronatalitetnih, imigracijskih i redistributivnih mjera populacijske, obiteljske i gospodarske politike, riječju, sveobuhvatne demografske revitalizacije Hrvatske i svakoga njezinoga dijela. ; This study on the natural and mechanical population movements and demographic-migration determinants of elementary education in Vukovar identifies contemporary trends, current situation and perspectives in bioreproduction and migration, using descriptive and comparative analysis, in relation to the numerical situation of the children in the Vukovar elementary schools. This analysis, based on official census data, together with vital and migration statistics, has demonstrated that the trends in the bioreproduction and migration in the gravitational zone of the Vukovar primary schools, City of Vukovar and Municipality of Bogdanovci, during the past twenty years, 1997‒2018, are highly unfavorable, and that the processes of overall depopulation, natural decline and mechanical loss, owing to the negative migration balance, have created an increasingly poor demographic framework for the student potential of Vukovar primary schools, with an even more unfavorable outlook in the future. The needed stabilization and improvement of the demographic situation are only possible with the long-term and comprehensive implementation of pro-natal, immigration and redistribution incentives in population, family and economic policies, which would entail the comprehensive demographic revitalization of Croatia and each of its parts.

Ustavnu odluku o suverenosti i samostalnosti i Deklaraciju o proglašenju suverene i samostalne Republike Hrvatske, čime je objavio i formalizirao volju hrvatskoga naroda i građana Republike Hrvatske izraženu na referendumu održanom pet tjedana prije. Usvajanjem navedenih dokumenata, a u nemogućnosti postizanja novog političkog dogovora kojim bi se razriješila jugoslavenska državna i politička kriza, Hrvatska je ušla u završnu fazu procesa osamostaljenja. No, unutarjugoslavenske i međunarodne prilike i odnosi nisu predstavljali povoljan okvir hrvatskoga osamostaljenja, nego je u tom procesu Hrvatska nailazila na brojne prepreke, opstrukcije, nerazumijevanja, pa i otpore. Dio međunarodnih aktera, pritisnut odlučnošću hrvatskog političkog vodstva kao i brutalnošću srbijanske oružane agresije, postupno je gradio afirmativan stav prema odluci o izlasku Hrvatske iz SFRJ kao jedinom racionalnom odgovoru na jugoslavensku krizu i rastući velikosrpski nacionalizam i ekspanzionizam. Tri desetljeća nakon sudbonosnih odluka Hrvatskoga sabora prigoda je da podsjetimo na ključne državno-političke i međunarodnopravne akte koji su doveli do priznanja te međunarodne i diplomatske afirmacije Republike Hrvatske, kao i da ukratko ukažemo na one unutarnje i međunarodne dionike koji su se tom procesu odupirali, ali i na one koji su ga podržavali.

In doing so, the Parliament declared and formalized the will of the people and citizens of the Republic of Croatia, which was expressed at a referendum held five weeks earlier. By adopting these documents, and without the possibility of reaching a new political agreement that would dissolve the Yugoslav state and solve the political crisis, Croatia entered the final phase of its independence-gaining process. However, inner Yugoslav and additional international circumstances and relations did not provide a favourable framework for the Croatian independence. In this process, Croatia had to overcome a number of obstacles, an overall lack of understanding, even resistance. Having understood the pressure of decisive Croatian political leadership and the brutality of the Serbian armed aggression, a number of actors on the international stage gradually built their acceptance of the Croatian decision to leave the SFRY. They saw it as the only rational answer to the Yugoslav crisis and the growing Greater Serbian nationalism and expansionism. Three decades after these historic decisions of the Croatian Parliament, it is now a good time to remember the key national political and international legal acts that have led to the international and diplomatic affirmation, as well as the recognition of the Republic of Croatia. This is an opportunity to highlight the local and international stakeholders who resisted this process, as well as those who supported it.
The purpose – The purpose of this paper is to understand the meaning of dark and memorial tourism better, as well as to create basic preconditions for relatively new concept of tourism in Croatia, as dark and memorial tourism is well defined subject internationally. Design – The theoretical background of the topic is been presented, and further institutional support for the development of memorial tourism. The special focus is given to analysis of the factors that influence the implementation of memorial tourism in area of regional economic development strategy according to the principles of triple helix but also quintuple helix cooperation – this type of tourism rely on support from the institutions, official tourism associations and local communities. Methodology/approach – Recent scientific literature analyzed in the paper (memorial tourism, dark tourism, thanatourism, phoenix tourism) present new advances and research results in the field of memorial tourism as theoretical reflection of good (best) international practice. It determines the views of the authors referring to the new trends of modern tourism consumers. Vukovar-Srijem County as a space of political and cultural importance allows, through its touristic production and consumption, for a ritual space that exists outside of time ("heritage that hurts", "life-changing points of shock", Stone, 2014). After identifying and analysing both the existing resources of the region and institutional requirements for potential development of memorial tourism a management proposal will be made for the development of a new concept of tourism in Croatia. Findings – According to the data of the Ministry of War Veterans of the Republic of Croatia (2013), up to May 18, 2011, 143 mass graves have been found in the Republic of Croatia, most of them in Vukovar-Srijem County. Inadequate cooperation between the tourism stakeholders and university sector, at regional i.e. national level and veterans' associations as the main drivers of development of memorial centres resulted in inadequately developed tourism product. Originality of the research – In the paper marketing is used as a mechanism to achieve strategic objectives of destination regions and thus, should be guided by the policies for regional development. The triple helix and quintuple helix innovation paradigm is based on the integration of commercialization, empirical knowledge, public good and civil society. To facilitate the development of memorial tourism, it is recommended to strengthen the cooperation with scientific institutions both in regional and national level in order to establish the facts and prevent further dissemination of occasionally false information about war time events and as a return measure suggest an acceptable marketing mix of memorial tourism product. Furthermore, tourism businesses, especially tourist agencies, have to become involved in receptive tourist programmes as soon as possible. Namely, the majority of tourist agencies are oriented towards emissive business operations. It is evident, though, that nothing can be done without a source of financing and coordination that can be provided by regional administration.
