Turizmo plėtra Rusijos Federacijos Kaliningrado srityje XXI amžiuje ; The 21st century trends of tourism development in the Kaliningrad region of Russian Federation
During the Soviet period the Kaliningrad Region (KR) was a heavily militarized Russian territory with weak social economical infrastructure. Since the beginning of 21st century all perspective documents of the Region's development focus on tourism, and currently tourism is even considered one of priority directions of the Region's economic development. On both regional and federal (Moscow) levels, it is believed that the Kaliningrad Region has enormous potential for the development of tourism sector. Throughout the last decade two major projects related to tourism and recreation, have been carried out, and several tourism development in KR program documents have been prepared. The documents show plans to convert the region into a place of massive tourism with annual number of tourists increasing to 2.5 m people (reserved scenario) or even to 7 m tourists (optimistic scenario). Sea cruise and yacht tourism are planned to be expanded side-by-side with recreational, health, water, ecological and other kinds of tourism. High hopes to attract foreign tourists are linked to the 2018 world football championship, when matches of one sub-group will be played in Kaliningrad. However, the statistical data shows that the set goals have not been achieved yet. Due to unrealistic project parameters and investment unattractiveness, the project of tourism and recreation zone in the Curonian Spit has not been implemented, and the future of gambling zone construction works which commenced only in 2014, is still unclear (following the optimist scenario, the establishment of gambling zone alone should increase tourist flow in the region up to 3 m people by 2025). Although the tourist flow has increased recently (in 2015 KR was visited by more than 1m tourists), it was not the result of consistent and sustainable policy but rather that of a commemorative and favourable conjuncture.
