AbstractIn this article, I focus on the context in which levees were constructed on the Lower Danube, along the Bulgarian–Romanian border. I argue that after World War II, while the two states shared the management of the river in this region, Romania pursued a techno-nationalist hydraulic policy, which led to the complete damming of the left bank of the Danube with levees. Bulgaria also succeeded in building levees on its side of the Danube, that is the right bank of the common border; however, Bulgaria used different technologies and its building works proceeded at a different pace. Techno-nationalism as delineated in this article considers nation-states as basic units in the analysis of technologies. Technological development is not a flowing process, as it becomes entangled with the interests of nation-states seeking legitimation. Hydraulic technology may strengthen nation-states, and in some circumstances leads to the emergence of nationalistic ideologies.

The aim of the article is to reframe the political ideas Dimitrie Gusti has been expressed alongside two decades of the interwar period, through the conservative political doctrine. Dimitrie Gusti did not relate his political perspective to the conservative label. Still, his political commitments and ideas, as these have been summed up in 1932-1933, when he was Ministry of Public Education in a Government led by National Peasant Party, allow seeing him amongst the leading personalities who has resumed the prewar conservatism in Romania. My arguments revolve around this latter thesis.

The modernization inside each European country has been generated socio-economic and cultural tensions, which increased by the sudden constraint of the mass politics. The main cause for this state is the acceptance of the homogenous nation model as a fundamental landmark of modernization. In this respect, the Romania's province of Dobroudja represents an extreme revealer of the problems and conflicts of this modernizing program. It is significant that at the Berlin Congress in 1878 the Romania's government preferred to integrate Dobroudja, a province where the Romanian population was outnumbered by the Slavs and Moslems, instead areas with a majority Romanian-speaking population, like Timok Valley. This solution had ample economic consequences, but fueled too the political conflicts between central government and local politics. The theme of the article, beyond its strictly historic character, is important as it sends us to research a vaster problem, the long term changing of the South-Eastern European regions on Danube Valley.

Together, they follow a rhetoric of "correcting nature," a desire to exploit the natural environment and put its resources to work for the sake of developing the economies and infrastructures of modern states. They reveal an eagerness among newly established nation-states, after centuries of imperial economic and political impositions, to import scientific knowledge and new technologies from Western Europe that would aid in their economic development, and how those imports and ideas about nature ultimately shaped local projects and policies"--
