The article presents the analyzed changes that relate to the suffrage of Ukraine, which entered into force on January 1, 2020. The article examines the essence of the principle of equal suffrage in accordance with national constitutional and European standards, in particular the positions of the European Commission for Democracy through Law (Venice Commission), the Office for Democratic Institutions and Human Rights (ODIHR / OSCE). It is stated that the traditional approach involves equality of content and volume of voting rights for voters, as well as equality of opportunities for subjects of passive voting rights. Problems and violations of equality of suffrage during implementation of active and passive electoral rights are singled out. For example, they include restrictions on the voting rights of a certain category of voters based on their place of residence (stay); the introduction of an exclusively proportional electoral system"; "Jerri-mendering" (artificial change of the districts of the"electoral geometry" in favor of a separate candidate); the prohibition of "double balloting" in different types of elections that takes place simultaneously. It is noted that the introduction of a pure proportional system will lead to the full dependence of candidates to the people's deputies of Ukraine from political parties, which will supersede the voters' interests. Therefore, resolving the issue of violating the principle of equality of voters during voting in a foreign constituency is seen in the development and standardization of the mechanism for the pre-registration of such voters with the fixation of their place of permanent residence and the possibility of voting for candidates in their constituency. The content of the electoral and procedural equality of candidates is formulated, that is, the equality of opportunities for the registered candidates in the election process, which may concern equal opportunities for campaigning, registration, prevention of the use of administrative resources, fair counting of votes, etc. ; У статті проаналізовані зміни, які стосуються виборчого права України та набрали чинності 1 січня 2020 р. Аналіз суті правових інститутів і їх розуміння в різних правових системах є стартовою платформою для проведення заходів із вдосконалення вітчизняного законодавства, що постійно зазнає змін через нестабільність суспільних відносин. Важливу роль у суспільстві відіграє виборче законодавство, адже саме вибори як одна з форм безпосередньої демократії шляхом формування вищих органів державної влади реалізує право народу на управління державою. Виокремлюються проблеми та порушення рівності виборчого права під час реалізації активного та пасивного виборчого права. Наприклад, до них належать обмеження обсягу права голосу окремої категорії виборців на підставі їхнього місця проживання (перебування); запровадження суто пропорційної виборчої системи; «джеррімендеринг» (штучна зміна меж округів «виборчої геометрії» на користь окремого кандидата); заборона «подвійного балотування» на різних видах виборів, які відбуваються одночасно. Зауважується, що введення чистої пропорційної системи призведе до повної залежності кандидатів у народні депутати України від політичних партій, котрі витіснять втілення інтересів виборців. Тому вирішення питання порушення принципу рівності виборців під час голосування в закордонному виборчому окрузі вбачається у розробленні й унормуванні механізму попередньої реєстрації таких виборців із фіксацією місця їхнього постійного проживання та надання можливості проголосувати за кандидатів свого виборчого округу. Формулюється зміст виборчо-процесуальної рівності кандидатів, тобто рівності можливостей діяльності зареєстрованих кандидатів у виборчому процесі, що може стосуватися й рівних можливостей для агітації, реєстрації, недопущення застосування адміністративного ресурсу, чесного підрахунку голосів тощо.

The basis for constructing scientific models of constitutional and legal status of judges should put the following provisions: First, constitutional and legal status of judges should not be considered outside the context of the constitutional powers of man and citizen, meaning and scope of rights, fundamental freedoms and duties enshrined in the Constitution of Ukraine, which is the foundation, foundation special legal status of judges;Secondly, the Law of Ukraine "On the Judicial System" has given judges the status of official state (judicial) authorities, indicating the need to take into account the peculiarities of the legal status of this category of persons in determining the structure and nature of the legal elements of constitutional and legal status of judges.Thus, the constitutional and legal status of judges of courts of general jurisdiction is the system of general, fundamental principles by which the Constitution and other laws determined the actual position of judge in the state and society. In other words, the constitutional and legal status of judges of courts of general jurisdiction, including rules of the Constitution and other sources of constitutional law and requires further research to disclose the content and nature of this legal category.An important aspect of the study of constitutional and legal status of judges of courts of general jurisdiction is to analyze its structure. As for the structure of constitutional and legal status of the subjects of constitutional and legal relations, among the lawyers there is no unity of opinion on the range of its main components. Thus, proponents of a narrow approach to include such elements only rights and obligations, sometimes competent subjects of constitutional law and consider this phenomenon as one of the main means of influencing the constitutional right to social relations.
