Problem setting. The status of the state and private partnership in Ukraine and the prospects of its development under conditions of the healthcare reform were examined. The cooperation of the state and private sector becomes increasingly important in a social sense, however the existing practice does not demonstrate the efficiency of the fulfillment of the assigned tasks. The conducted analysis allowed to determine the risks and problems of the implementation of the state and private partnership in the sphere of healthcare under current conditions in Ukraine. It was substantiated that the fulfillment of the concept of the state and private partnership in the healthcare system of Ukraine is one of the key issues of the state policy. Recent research and publications analysis. The involvement of a private partner in the field of healthcare is highly common in many countries of the world. The effectiveness of such cooperation is confirmed and described in a number of various studies. At the same time, authors' publications fail to mention the aspects of involving the private sector in the activities of municipal and state healthcare facilities, including under conditions of healthcare reform in Ukraine. Highlighting previously unsettled parts of the general problem. At the modern stage of reforming of the healthcare system which is an integral part of socioeconomic transformations in Ukraine, the problem of the state regulation of investment support for the development of healthcare sector is becoming ever more important. The main goal of the reform is to build such a model of the healthcare system which would ensure equal and fair access of all members of society to necessary medical services, their high quality and cost-effectiveness while maintaining socially expected volume of state guarantees. The purpose of this article is to reveal the prospects of the state and private partnership under conditions of implementation of the healthcare reform. Paper main body. Ministry of Economic Development and Trade of Ukraine continues to play a key role in the institutional support of the state and private partnership in Ukraine. According to the regulatory document (Decree on the Ministry) it is entrusted with various functions related to the implementation of the state policy in this sector, and namely: monitoring the efficiency of the central, regional and municipal authorities in the field of the state and private partnership; verification of the fulfilment of the signed contracts on the state and private partnership; preparation and provision of information on the results of the state and private partnership to the public; monitoring and evaluation of various types of risks (and namely, general risk) of state partners within the framework of the contracts on the state and private partnership; accounting of contracts on the state and private partnership; organizing and conducting training in order to form and implement the contracts on the state and private partnership; monitoring of compliance with the requirements of current laws on the state and private partnership with respect to existing and new contracts. As of today, the development of the concept of the state and private partnership in the field of healthcare of Ukraine, unfortunately, is not a matter of priority of the state policy and modern budgeting system creates high financial risks for the state and private partnership which are related to short-term (yearly) budget cycles of planning and their annual approval procedures which are sometimes unnecessarily prolonged. Joint activities, distribution of products etc. may be forms of implementation of the projects of the state and private partnership and they may be financed from the funds of the state and local budgets, financial resources of the private partner, loaned funds and other sources which are not prohibited by laws. In this case, the legislation foresees the provision of support to projects of the state and private partnership through state guarantees, provision of funds from state and local budgets and other sources within the framework of the state-wide and local programmes. There are also preconditions for organizing high-tech centres for treating various types of diseases while using financial instruments of investors and staff capacity of the state healthcare facilities. However, presently there are certain doubts on the side of potential private partners regarding the possibility of implementation of long-term mutually beneficial cooperation. It resulted in the absence of transparency and clarity in the normative and legal regulation of the state and private partnership in Ukraine. Therefore, state and private partnership must ensure: The use of the mechanism for planning and funding projects of the state and private partnership because it contributes significantly to the interest of private domestic and foreign investors in participating in the state and private partnership. Normative and legal regulation of implementation of projects of the state and private partnership. Successful introduction of infrastructure projects of the state and private partnership into the activities of healthcare facilities. Construction of high-tech centres for treatment of various types of diseases. Increasing the accessibility of health services for the population and supporting the development of the private sector. Conclusions of the research and prospects for further studies. The majority of projects were implemented in order to reduce the expenses incurred by state and municipal healthcare facilities and neither to increase the quality of provision of health services nor to optimize the expenditure for upgrading material and technical equipment. As a result, the efficiency of such state and private cooperation is one-sided and, as a rule, it has a positive impact solely on the private partner or a short-term result for a healthcare facility where such cooperation is implemented. In this case, the primary task laid as part of implementation of the state policy within the framework of healthcare reform, and namely improving the quality and accessibility of health services for the population of Ukraine, remains uncompleted on the side of the state and municipal healthcare facilities. However, there is a positive experience of involvement of private business in the process of introduction of infrastructure projects of the state and private partnership into the activities of healthcare facilities; confirmation of the relevance of the development for practical introduction of infrastructural projects of the state and private partners into the activities of facilities of the system of emergency medical care of Ukraine. Introduction of the mentioned infrastructural forms of the state and private partnership into the activities of emergency medical care facilities in Ukraine may be an effective instrument for reducing the share of the non-market sector in the field of healthcare while simultaneously increasing the efficiency of the state management. The involvement of the private sector helps to resolve several issues at once: Involvement of personnel oriented towards the provision of services which will contribute significantly to the competitive ability of the state and municipal facilities. Management which reacts quickly to changes on the market of health services which is somewhat restricted under conditions of budgetary legislation on the side of the state and municipal healthcare facilities and is sufficiently important for constantly adapting the needs of the population to the modern global requirements. Raising funds from partners for upgrading material and technical equipment, on the one hand, may significantly reduce financial losses with the involvement of the most up-to-date technologies or give the facilities an opportunity to receive modern services and equipment with the use of the funds of private partners. Reducing financial burden of expenses on local authorities and the state budget of Ukraine in general while keeping a healthcare facility in a satisfactory condition and corresponding level of provision of health services. Improvement of socioeconomic standard of living on account of an increase in accessibility of healthcare to the population of Ukraine in accordance with global requirements. All of this will finally result in a change of the situation in the healthcare sector, will help to build trust in the domestic medicine and increase the health of the nation in the overall perspective. Further research prospects in this direction should include the study of successful foreign experience for strengthening the state and private partnership and determining the feasibility of implementation of the best foreign practices under current conditions in Ukraine on account of development, adaptation and introduction of changes into the legal framework. ; Розглянуто стан державно-приватного партнерства в Україні та перспективи його розвитку в умовах реформи охорони здоров'я. Problem setting. Ukraine has significant regional imbalances in attracting investment. The most attractive for investors is Kyiv city, where almost 50% of foreign investments are accumulated. At the same time, other regions remain unattractive for investors. The unsatisfactory situation in the regions is a reflection of unfavorable investment climate and requires the use of new tools to attract investment. The use of marketing tools can stimulate the inflow of investment into small cities and communities. Given these, the issue of using marketing tools to attract investment in local communities remains unexplored and relevant.Recent research and publications analysis. An important contribution to the study of territory marketing and investment attraction was made by: S. Ankholt, V. Bondarenko, D. Vizghalov, M. Hovorukhina, N. Hrynchuk, K. Dinni, O. Ignatenko, F. Kotler, O. Osovets, A. Pankrukhin, S. Smerichevskyi, R. Fedorov, O. Fedorovych, D. Frolov, O. Khymych, and others.Highlighting previously unsettled parts of the general problem. An analysis of the literature on this issue has shown that domestic researches are quite narrowly specialized and most English-language works on this topic are written in the form of study of real situations and have non-scientific characters.The purpose of the article is to reveal the essence of marketing tools and justify the feasibility of their use to attract investment in local communities, and improve the investment climate in Ukraine.Paper main body. In recent years, Ukraine has taken significant steps to decentralize its power and resources. And although decentralization is a complicated reform, it is also one of the most successful reforms in Ukraine. This reform provides the transfer of powers and finances for their implementation from the central government to local authorities. The starting point of the reform is the thesis that local authorities are better oriented at local problems and can use funds more effectively to solve them.However, in the context of the economic crisis caused by the spread of the COVID-19 pandemic, the government is cutting transfers to support infrastructure and urban development in general. The local authorities in Ukraine suffer from an austerity policy pursued by the government. With this in mind, communities need to work to create a positive image of the area, to diversify sources of capital, and attract new investors.Taking into account the limited budgets and the specifics of activities at the local level, the minimum set of tools for attracting investment in local communities should include: development of investment strategy and program, brand formation of the territory, development of investment passport, formation of industry reviews, construction of investor's roadmap, distribution of investment proposals, creation and updating of investment website, work in social networks, development of interactive investment map, press kit formation, preparation of multimedia presentations, participation in road-shows, investment seminars, conferences, forums and exhibitions, targeted search for new investors and formation of existing investors database.Conclusions of the research and prospects for further studies. The results of the study confirm that in the conditions of competition for investment funds, marketing tools for attracting investments come to the fore. Although the marketing of territories is a relatively young area of research, it can contribute to the successful promotion of local communities to attract investment and improve the image of the territory. The skillful use of marketing tools can help attract investment to local communities.In further research, we plan to study tax instruments to stimulate investment activity to improve the investment climate in Ukraine. ; Розкрито сутність маркетингових інструментів залучення інвестицій у територіальні громади. Сформовано рекомендації для територіальних громад щодо використання інструментів маркетингу для покращення інвестиційного клімату на місцевому рівні. Проаналізовано різні підходи до трактування сутності поняття "публічні послуги" і на основі цього представлено авторське розуміння згаданого поняття. Розглянуто класифікаційні підходи до розуміння публічних послуг. Представлено алгоритм надання публічних послуг у сфері публічного управління. Обґрунтовано процедуру здійснення публічних послуг, враховуючи надавачів та споживачів у сфері публічного управління. The Institute of Public Services is a determining factor in the development of civil society and an indicator of the effectiveness and efficiency of public administration. An aspire of the Ukrainian state to implement the European integration course involves significant reforming in the system of public services performance, as the absence of democratic traditions in the relationship between government structures and society and also the shortcomings of the public administration system lead to levelling the overall image of the state on the world stage and the decrease of social and economic development of society. Therefore, the regulation of public services, their content and types within the context of public administration requires completeness in accordance with contemporary challenges and the need for reforming pursuant to the European integration aspirations of the Ukrainian state.Recent research and publications analysis. Sharov and other. However, the development of scientific idea, the expansion of terminological tools and the need to take into account the world's experience encourages the deepening of research works on understanding of the public services and their place in the system of public administration at the present stage of Ukrainian society development.Highlighting previously unsettled parts of the general problem. The purpose of this article is to assess the degree of scientific development of the concept of public services, clarify the concept and essence of these services, as well as the algorithm for their implementation, and determine the role of public services in ensuring the quality of public administration.Paper main body. Public services are provided not only by public authorities, but also by regional and local, as well as various organizations and associations, which are established by legislation that determines their universality, flexibility and complexity. It is the regionalization that makes it possible to distinguish public services from purely state ones, significantly expanding the understanding of given concept and enabling consumers to receive more specific types of services.The concept of "public services" is much more wide-ranging and involves much more components and interactions than "state services", as they can be provided by both governmental and non-governmental structures. The process of providing the public services is a complex system based on components that harmonize with each other. At the same time, it is necessary to follow the sequence of decision-making, providing particular services to the consumers. The peculiarity of this process is that the managers in such case are not only the state and its authorities, but also non-governmental structures, but all of them must act in a coordinated and purposeful manner for the interests of the state and its population.Public services in the field of public administration should be considered as a set of focused actions of state and municipal government authorities, enterprises, citizens and their associations, public organizations and other state entities, which are authorized under the applicable law to provide services, the aim of which is to meet requirements and basic needs of natural and legal persons and full-fledged social and economic development of the state.The availability of public services provides the cooperation of public authorities and those entities that receive such services by purposeful, full-fledged and reasonable public administration, which is intended to guarantee high-quality consumer services. The quality of administrative public actions in this particular case provides the result, which is expressed in meeting the basic requirements of those who need them, regardless of political, economic, social, cultural, mental and other circumstances, the development of the legal framework, etc.Public services is a complex concept that can be viewed from many points of view and different perspectives by many scientists and researchers. The existence of this concept is due to the objective circumstances of the development of modern society, whereby it must operate on the basis of democracy and taking into account the interests of all members of society. Service consumers must have guarantees of receiving all necessary services from the state, which will give them confidence in the future meeting of their requirements and successful self-perfection. A wide range of public services in a particular country testifies to its civilized and progressive development and also the ability to confidently face up to the challenges that constantly arise at the present stage of civilization development.Conclusions of the research and prospects for further studies. The complex procedure of providing public services in the field of public administration permits to claim that they are aimed to solve many problems that modern society faces. Meanwhile, they are not a strictly prerogative of the state, as this concept is more wide-ranging than the state services. The ability of non-governmental entities to provide public services indicates a high level of public administration and steady development of the state as a whole.

Public services are provided not only by public authorities, but also by regional and local, as well as various organizations and associations, which are established by legislation that determines their universality, flexibility and complexity. It is the regionalization that makes it possible to distinguish public services from purely state ones, significantly expanding the understanding of given concept and enabling consumers to receive more specific types of services.The concept of "public services" is much more wide-ranging and involves much more components and interactions than "state services", as they can be provided by both governmental and non-governmental structures. The process of providing the public services is a complex system based on components that harmonize with each other. At the same time, it is necessary to follow the sequence of decision-making, providing particular services to the consumers. The peculiarity of this process is that the managers in such case are not only the state and its authorities, but also non-governmental structures, but all of them must act in a coordinated and purposeful manner for the interests of the state and its population.Public services in the field of public administration should be considered as a set of focused actions of state and municipal government authorities, enterprises, citizens and their associations, public organizations and other state entities, which are authorized under the applicable law to provide services, the aim of which is to meet requirements and basic needs of natural and legal persons and full-fledged social and economic development of the state.The availability of public services provides the cooperation of public authorities and those entities that receive such services by purposeful, full-fledged and reasonable public administration, which is intended to guarantee high-quality consumer services. The quality of administrative public actions in this particular case provides the result, which is expressed in meeting the basic requirements of those who need them, regardless of political, economic, social, cultural, mental and other circumstances, the development of the legal framework, etc.Public services is a complex concept that can be viewed from many points of view and different perspectives by many scientists and researchers. The existence of this concept is due to the objective circumstances of the development of modern society, whereby it must operate on the basis of democracy and taking into account the interests of all members of society. Service consumers must have guarantees of receiving all necessary services from the state, which will give them confidence in the future meeting of their requirements and successful self-perfection. A wide range of public services in a particular country testifies to its civilized and progressive development and also the ability to confidently face up to the challenges that constantly arise at the present stage of civilization development.Conclusions of the research and prospects for further studies. The complex procedure of providing public services in the field of public administration permits to claim that they are aimed to solve many problems that modern society faces. Meanwhile, they are not a strictly prerogative of the state, as this concept is more wide-ranging than the state services. The ability of non-governmental entities to provide public services indicates a high level of public administration and steady development of the state as a whole.
