И российское руководство, и руководство ЕС первоначально были положительно настроены в отношении интеграции интеграций – создания единого экономического и политического пространства от Лиссабона до Владивостока. C 2014 г. ситуация поменялась. Значительный вклад в расшатывание основ европейской безопасности внесли крупнейшие западные и российские СМИ. Мюнхенская конференция по безопасности 2018 г. показала значительную дивергенцию мнений европейских политиков по поводу набора общих угроз, в том числе таких, как рост политического радикализма, ненормированная миграция, проведение гибридных операций, влияющих на результаты выборов. Россия использует в своей внешней политике целый набор инструментов, который может быть охарактеризован, как «острая сила». В статье продемонстрировано, что накал противостояния между Россией и Западом продолжает негативно сказываться на состоянии европейской безопасности и процессах евразийской интеграции. ; The article demonstrates that the most important agreements underpinning the European security since the end of the preceding century stopped being implemented in the second decade of the 21st century. The Russian leaders and EU leaders initially favorably viewed the idea of «integration of integrations»: creating a common economic and political space from Lisbon to Vladivostok. This has changed since 2014. Powerful Western and Russian media made a substantial contribution to undermining the foundations of the European security. Munich Security Conference 2018 demonstrated an essential diversion of the European politicians' opinions on the number of common threats, including the growth of political radical-ism, the abnormal migration and conducting of hybrid operations, which could influence the elections' results. The Russian Federation uses in its foreign policy a number of tools, which could be described as «sharp power». The article demonstrates that the level of confrontation between Russia and the West persistently negatively affects the situation in European security and the development of the Eurasian integration.

В статье проведен сравнительный анализ обещаний и заявлений Д. Трампа как кандидата в президенты и как новоизбранного президента США. Рассматриваются первые внешнеполитические шаги республиканской администрации Д. Трампа в отношении НАТО, Ирана, России, Китая, Сирии, экономических мегапартнерств. Показано, что ожидаемого переноса приоритетов с интервенционизма на изоляционизм не произошло. Основной особенностью внешнеполитического курса Д. Трампа стала непоследовательность заявлений и принимаемых решений. Эта непоследовательность особенно ярко проявила себя в отношениях США с Китаем и Россией. В первом случае жесткие заявления кандидата в президенты ввести санкции против китайского импорта и защитить Тайвань обернулись поддержанием ровных отношений с Пекином. Во втором случае предвыборные обещания наладить контакты с Россией не привели к отмене американских санкций, по ряду позиций они были даже усилены. На основе проведенного анализа сделан вывод о том, что особенности внешнеполитического курса республиканской администрации связаны с «невстроенностью» Д. Трампа в традиционную систему сдержек и противовесов, характерную для политического истеблишмента страны, внешнеполитические акции проводятся исходя из популистских соображений и собственного взгляда на конфигурацию вызовов и угроз на международной арене. ; In the article a comparative analysis of the election promises and statements of presidency candidate Donald Trump and his statements and actions as an elected President of the country is undertaken. The article deals with the first foreign policy steps of the Republican Administration of D. Trump in relations to NATO, Iran, Russia, China, Syria, economic megapartnerships. It is indicated that there was no expected transfer of priorities from interventionism to isolationism. Inconsistency of statements and decisions taken becomes the main feature of the Trump"s foreign policy. This inconsistency is particular evident in the US relations with China and Russia. In the first instance, the hard promises of the presidential candidate to intro-duce sanctions against Chinese imports and to defend Taiwan turned into maintaining steady relations with Beijing, in the second instance, election campaign promises to establish contacts with Russia did not lead to objurgating of the American sanctions, they were even strengthened in some aspects. The author comes to the conclusion that the characteristics of the Republican administration"s foreign policy are determined by the lack of D. Trump"s affiliation with the traditional system of the country political establishment"s checks and balances, foreign political actions are conducted based on populist considerations and own view of the configuration of challenges and threats in the international arena.

Автор подчеркивает, что реализация концепции «интеграции интеграций» является наиболее действенной, несмотря на неоднозначные оценки в Европейском союзе, США, КНР. Автор отмечает, что евразийская интеграция, в отличие от европейской, является мультицивилизационной, мультиполитической, мультискоростной. В этих условиях автору представляется, что в Европейском союзе необходимо продолжать обсуждать концепцию «интеграции интеграций» параллельно с усилиями по урегулированию украинского кризиса. = The article is devoted to the integration of the Eurasian and European integration – the creation of a common Eurasian economic space from Lisbon to Vladivostok, system of partnership of the Eurasian Economic Union and the European Union. The author analyzes the conditions under which the implementation of the Eurasian integration will be possible. The author emphasizes that the implementation of the concept of «integration of integration» is the most effective, despite the a mixed assessments in the European Union, the USA and China. The author notes that the Eurasian integration, as opposed to European, is multicivilizational, multipolitical, multispeed. In these circumstances, the author underlines that the European Union should continue to discuss the concept of «integration of integrations» in parallel with the efforts to resolve the Ukrainian crisis.
