The material offered to the readers is not a review in the literal meaning of this word. The collection of works is just an excuse for S.Barsukova to discuss the phenomenon of corruption in general and Russian corruption in particular. When analyzing the reasons of wide-spread corruption in the third world countries and in Russia Barsukova uses the logic behind the interpretation of corruption as a political process proposed by one of the authors of this collection. She convincingly shows that the channels of political influence stopped at the «entrance» to the legal space are inevitably formed at the «exit» taking the form of corruption. At the same time in her opinion the level of the corruption discourse exploitation is quite weakly related to the scale of this phenomenon. The image of the «corruption at the top» as the incarnation of the model of the «usurpation of the state» by business plays the role of a smoke screen that covers the cardinal change of the line and the transfer to the «usurpation of business» by the state. Under the new conditions it would be wrong to interpret the «gifts» of business in the terms of corruption since they are built into the power economic vertical of the new Russian order and the big business does not buy the right to use the power for their interest (the essence of corruption) but a place in the system «power-property».
Накануне присоединения России к Всемирной торговой организации (ВТО) в 2012 г. наиболее критическую позицию занимали аграрии. Причины этого лежали на поверхности и сводились к неконкурентоспособности аграрной экономики России на фоне хорошо отлаженной системы государственной поддержки зарубежных производителей. По прошествии двух лет имеет смысл обсудить, какие прогнозы бизнеса оправдались, а какие нет; что привнесло в практику бизнеса членство в ВТО; насколько бизнес и государственные органы научились использовать инструменты Всемирной торговой организации для защиты интересов отечественных производителей. В статье изложены результаты исследования, основу которого составили полуформализованные интервью с руководителями аграрных ассоциаций и топ-менеджерами крупных агрохолдингов,. Систематизированы стратегии бизнеса накануне вступления в ВТО и в ходе адаптации к новым условиям, выявлены основные трудности адаптационного процесса. ; This article focuses on debates about Russia's accession to the World Trade Organization (WTO) which have unfolded among Russian agricultural producers. On the eve of Russia's accession to the WTO they took the most critical position. The reasons for this were quite apparent and stemmed from the lack of competitiveness of the Russian agrarian economy compared with the well-functioning system of state support in foreign countries. After two years of membership in WTO, it makes sense to discuss which predictions came true, and which did not; what the membership has brought in terms of changing business practices, and how business and government mastered the tools the WTO provides to protect the interests of domestic producers. The article presents the results of a study carried out via semi-formal interviews with the heads of agricultural associations and top managers of large agricultural holdings. It also attempts to systematize business strategies prior to Russia's accession to the WTO, the main challenges, and adaptation strategies. Contrary to its most active opponents, Russia's accession to the WTO was far from a catastrophe for Russian agricultural producers. However, it is just to highlight that most of the advantages mentioned by supporters (the increase in foreign investment, better consumer prices, greater access to foreign markets, etc.) did not materialize as well. Adaptation was reduced to either 'defensive' or 'offensive strategies, i.e. minimizing negative or maximizing positive impacts of the accession, with 'defense' being a more frequent case among domestic producers. After the accession, Russian agricultural producers attempted to turn their skepticism into a legitimate form of lobbying in order to demand more state support and preferences to mitigate the losses from WTO. They have also made every effort to manipulate public opinion in favor of these demands by asserting the devastating effects of the WTO accession for the Russian economy.
В статье осуществляется анализ коррупции с позиций теории Дж. Скотта, который рассматривал ее как политический процесс. Автор исследует особенности коррупции в современной России. Особое внимание уделяется анализу различных форм политического участия бизнеса, типов политической системы, электоральной коррупции. В статье исследуются причины теневого характера «политических инвестиций», который предполагает, что бизнес, не имеющий теневой составляющей, исключается из политического процесса. Автор делает вывод о том, что не имеет смысла обсуждать теневизацию бизнеса в России вне политического аспекта анализа. ; The corruption is analyzed in the article in the network of the theory of J. Scott, who regarded it as a political process. The author examines the characteristics of corruption in modern Russia. Particular attention is paid to the analysis of various political participation forms of business, types of political systems, electoral corruption. The shadow-nature causes of the «political investment», which suggest that the business without a shadow component is excluded from the political process, are investigated in the article. The author concludes that it makes no sense to discuss shadowed business in Russia beyond the political analysis.
В данной статье на примере рынков зерна, мяса и соков анализируется роль дискурса о патриотизме в функционировании российского продовольственного сектора. Предметом исследования являются меры, при помощи которых государство проводит политику импортозамещения и повышения экспортного потенциала агробизнеса. Опираясь на данные экспертных интервью и официальную статистику, автор развивает идею о том, что за понятием патриотизма скрывается поле интерпретационных возможностей, опираясь на которые производители продовольствия пытаются заручиться помощью правительства как ресурсом развития бизнеса. ; The role of patriotism conception in the functioning of the Russian food-sector is analyzed in this article for example in grain, meat and juice markets. The subject of the study is measures by which the government carries out a policy of import substitution and increase the export potential of agribusiness. Based on data from expert interviews and official statistics, the author develops the idea that the field of interpretive possibilities, relying on that food producers are trying to enlist the help of the government as a resource for business development, is hiding behind the notion of patriotism.
В статье дается обзор земельной реформы в новейшей истории России. Анализ земельной реформы, начавшейся в 1990 году, показывает, какие действия и какие логики привели земельную сферу в то состояние, в котором она оказалась на финише четвертьвекового реформенного марафона. Процесс реформирования не был линейным, в нем выделяются этапы, различающиеся целями и стратегиями их достижения. Земельная реформа представлена как борьба различных политических сил, что выражалось в перераспределении функций между ведомствами, в лоббировании при назначении на руководящие должности выдвиженцев различных команд. Делается вывод о постепенном вытеснении государства из регулирования земельных отношений, о целенаправленном разрушении сферы землеустройства как основы развития земельных ресурсов. ; The paper provides an overview of the land reform in Russia's recent history. Analysis of land reform, which started in 1990, shows what actions and what logic led the land sector in the state in which it was at the finish line of the quarter-century reform marathon. The reform process was not linear, it highlighted the steps differing objectives and strategies to achieve them. Land reform is presented as a struggle of different political forces, which were reflected in the redistribution of functions between agencies in lobbying for appointment to senior positions promoted various commands. The authors conclude about the gradual displacement of state regulation of land relations, the deliberate destruction of the land management as a basis for the development of land resources.
Вышедшая в 2022 году книга Д.О. Стребкова и А.В. Шевчука «Что мы знаем о фрилансерах? Социология свободной занятости» посвящена набирающей популярность форме нестандартной занятости независимых профессионалов и является самым полным эмпирическим описанием деятельности фрилансеров. Авторы исключают представителей физического труда, ограничивая фрилансеров теми, чья деятельность сводится к обработке и творческому использованию информации. Книга написана преимущественно на основе анкетного опроса, проведенного в 2009, 2011, 2014 и 2019 годах на платформе удаленной занятости.
Представленная рецензия посвящена книге «Родные земли. Очерки трансформации земельных отношений в России», написанной на материалах двухлетнего исследования в Тюменской области коллективом авторов: О. Фадеевой, Е. Быстровым, О. Збаницким, А. Шелудковым.В 1990-е годы авральная приватизация земель рассматривалась либеральными реформаторами как необходимый элемент перехода страны на рыночные рельсы. В конце 1991 года президент Б.Н. Ельцин начал быстрый раздел земель между бывшими колхозниками. Однако зарегистрировать миллионы новых участков земли оказалось технически невозможно, поэтому было принято решение выдать специальные сертификаты, свидетельствующие о владении земельными долями. Предоставление сертификатов на землю, но не самой земли, дало основания рассматривать такой сценарий как полуприватизацию. Авторы книги доказывают, что в России эта приватизация привела к множеству проблем, которые остаются нерешенными по сей день. Представляется, что необходимо завершить регистрацию земельных участков с выделением их в натуре и внесением информации о них и их границах в государственный кадастр недвижимости. Нынешняя ситуация, когда 80% сельскохозяйственных угодий не зарегистрированы в кадастре, то есть у них нет установленных границ, затрудняет их вывод на рынок. Также важно свести воедино кадастровую оценку земельных участков и их рыночную стоимость.
В статье анализируется то, как официальные концепции «модернизации», «рынка», «патриотизма» воспринимаются и используются предпринимателями; как участники рынка артикулируют рыночные правила и как оценивают протекционистские меры правительства. Мы утверждаем, что представление о «правильном рынке» и допустимых методах его регулирования в России неоднородно и имеет специфику в разных секторах экономики. Выбор в пользу либерализма, его победа над экономическим патриотизмом не является безусловной целью или ценностью среди бизнесменов и политиков. Равно как нет консенсуса по поводу патриотизма, – разные агенты конструируют это понятие на разных основаниях. В статье представлена попытка изучить представления предпринимателей о базовых конструктах реформы в России – рынке, патриотизме, инновациях исходя из их опыта ведения бизнеса. ; In this article we argue that concepts such as "market competition", or "national economy", or "economic partiotizm" do not exist per se. Instead they are intertwined into much broader strands that are classified into three different models, which are used to legitimatize economic action: the market model, the strategic model, and the innovation model. Each model has its own and inner coherence but each of them embodies different conceptions and visions of the state and economic policy. The present article, focusing on micro-level and on grass-root representations, examines how those official conceptions (market, patriotism, innovation) are perceived and reformulated by entrepreneurs and professionals. We pay greater attention to the different ways in which actors articulate the various market rules and protection measures implemented in Russian economy. One of the main contributions of this article is to show the way interviewees articulate various models. The market model is consistent, powerful and legitimate in actors' rhetoric; it strongly supports their autonomy from the state. We show, however, that the strategic model promoted by the elites' discourse is characterized by unsustainability, porosity and inefficiency. That does not mean that business actors eschew patriotism per se, but rather that they reject its official definition, with the ensuing state domination of business. Patriotism is, instead, reformulated and integrated into another space of meaning, the innovation model, built up from below, which distinguishes it from public programmes promoting innovations. Patriotism, as demonstrated, is invoked when dealing with public authorities, thereby allowing private interests to be introduced into the public sphere. The market model, which refers to the core liberal theory profound dichotomy between state and economy. State intervention per se is ineffective and illegitimate, whereas the market is more efficient, but also morally superior to all other forms of social transactions. Many of our interviews illustrate this great divide between state and business. This rhetoric is specific to small entrepreneurs deprived of any access to state support and subsidies. Market boundaries are totally dissociated from national borders. The relevant economic space is that of each specific commodity market in which the different actors are specialised. However, there are significant differences between the attitudes and opinions of representatives of the various sectors: the agricultural business as more national oriented contradict to the sector of electronics as more global oriented. There is no consensus at all about the positive role of patriotism in the economy as has been demonstrated in this article. On the contrary, patriotism is seen as being unrealistic, ineffective and often illegitimate. In actors' rhetoric, the market discourse is dominant. We examine how actors articulate liberal market values and situations of protection. In the interviews, two forms of protection from competition are sharply distinguished: protection is seen as illegitimate when it is bound up with the political sphere, but legitimate when it springs from productive structures and is shaped, for example, by natural impediments. Although patriotism is presented as incompatible with the market model, it can be endorsed by actors playing the role of citizen. This discourse express great tensions between the economic efficiency promoted by the market model and the patriotic rhetoric espoused by political leaders. Patriotism endorses a larger vision, one that encompasses the global interests of Russia in all their diversity. In practice, business actors are very wary about the leitmotif of patriotism, which seems to be a mere political label. The discourse of business actors undermines the rhetoric of the authorities, which vacillates between strategic interests and market rules. Such discourse is used to accuse large corporations of benefitting from vested interest positions, unlike small firms which are bound by market rules. The political rhetoric of economic patriotism, instead of bringing communities together, and then consolidating them, has the opposite effect: it splits society into blocs, opposing powerless people to elites, bureaucrats and business professionals. We would like to shows how different interests can be combined, how heterogenous actors succeed in building appropriate justifications and in bringing them onto the public scene. The strategic rhetoric is often accused of masking real corporate interests. Economic patriotism comes across as a hollow concept. Actors' discourse promotes liberalization on the global scale and protectionism in more specific contexts. This contradiction does not mean that the actors are insincere: their discourses are not false in themselves, it is just that they are pronounced in different spaces and contexts. Such multi-level discourse explains why it is so difficult to identify a coherent rhetoric of economic transactions.
Статья посвящена финансовому участию российского бизнеса в избирательных кампаниях. На основе интервью с политтехнологами, представителями законодательной и исполнительной власти, предпринимателями выявлены различные формы и логики вовлечения бизнеса в избирательный процесс. Финансовое участие бизнеса в избирательных кампаниях может трактоваться как "политические инвестиции" бизнеса. Эти инвестиции могут носить как пассивный (вынужденный), так и активный (добровольный) характер. В статье приводится пример Ульяновской области, где смена губернаторов приняла форму борьбы различных финансово-промышленных групп за доступ к ресурсам региона. Однако эта стратегия сопряжена с риском ввиду соблазнов выдвиженца со временем расторгнуть прежние договоренности. Для минимизации подобных рисков, а также ввиду потребности обеспечить себе защиту, завязать полезные знакомства или расширить экономические возможности бизнеса, предприниматели пытаются получить депутатские мандаты. Авторы делают вывод, что электоральный процесс является для бизнеса и тяжелой ношей, и окном возможностей.
