Статья посвящена исследованию новейших тенденций в системе государственного регулирования рынков финансовых услуг в странах Евросоюза. В работе проанализированы основные достижения выдающихся зарубежных ученых, посвященные оценке преимуществ и недостатков создания интегрированной модели надзора за рынками финансовых услуг. Сделано сравнение действующих систем государственного надзора в странах ЕС. Доказано, что за период 2008-2013 гг. состоялся рост количества тех стран, центральные банки которых наделены функциями микропруденционного регулирования. ; The article concerns the study of the newest trends in the system of state financial market regulation in the countries of the European Union. The author analyzed the main achievements of prominent foreign scientists concerning the evaluation of advantages and disadvantages of creation of an integral model for controlling financial service markets. Active state control systems in the EU countries have been compared. It is proven that for the period of 2008-2013 the number of countries the banks of which are charged with functions of microprudential regulation increased.
У статті досліджено питання посилення довіри до інституту зовнішнього аудиту в Європейському Союзі шляхом проведення системних реформ, спрямованих на забезпечення якості аудиторських послуг. Представлено основні напрями реформ аудиторської діяльності в Європейському Союзі. Оцінено якість та достовірність аудиторських послуг в Угорщині за період 2014-2018 рр. Зроблено висновок про те, що процес контролю якості аудиту був реформований в Угорщині відповідно до вимог нової Директиви та Регламенту Європейського Союзу, а створення органу за контролем аудиторської діяльності і трансформація основ попередньої системи привели до підвищення якості у сфері забезпечення цих послуг в Угорщині. ; The article explores the issues of confidence increase to the institution of European Union's external audit through systematic reforms aimed at ensuring the quality of audit services. The main directions of auditing reforms in the European Union are presented. The reform of the EU audit regulation has started in order to increase confidence in the integrity of the financial statements. In recent years, international and domestic corporate and audit scandals have emphasized the importance of auditing, so auditor independence and the quality of audit work have become a central issue again. On the one hand, companies and financial institutions went bankrupt, and on the other, the reputation of the audit profession and public confidence in the audit were shaken. During these years there were professional conferences, discussions, rethinking of laws and norms, which are generally needed to restore confidence in the institute of auditors.The assurance system of audit quality by the Chamber of Hungarian Auditors is based on its internal quality control rules. The tasks of ward control are to audit the quality assurance system of auditors, to control the quality of specific components of audits and audit findings. The quality and reliability of the audit services in Hungary for the period 2014-2018 are evaluated. External quality control is provided by a professional body of institutional regulation, whose reliable functioning ensures increasing confidence in the audit profession by maintaining uniform standards and quality of audit work that meets public expectations. The existence of three external quality control subsystems have been proven: a monitoring system, a peer review system and a mixed system, which is a combination of the last two.It's found that the audit reform has broaden the role and powers of Audit Chambers, which are essential for effective implementation of the new audit rules.It is concluded that the audit quality control process has been reformed in Hungary in accordance with the requirements of the new directive and regulation of the European Union. Thus creating an audit control authority and transforming the foundations of the previous system have led to the improvement of the quality assurance system. According to the Chamber of Hungarian Auditors' data on quality assurance, the audit problem requires the implementation of a regulatory oversight package that will enhance the credibility and value of audit activity in Hungary and other EU Member States. The experience of audit quality assurance in developed countries can be implemented in the current realities of Ukraine's European integration process.

In the financial market, non-state pension funds are not a priority, as banking institutions are most important. This is a reason for distrust and vigilance of the population to the appropriate institutions, which limits the development of non-state pension funds. Therefore, the activity of non-state pension funds necessitates close supervision of the state, which in turn actualises the need to investigate the problem of optimal and rational organization of accounting in order to ensure timely control, management and full legal and impartial information on the activity of non-state pension funds. The article investigates the peculiarities of accounting organization in non-state pension funds. It is established that non-state pension funds in accounting are guided by the general legislative and regulatory framework and specific normative legal acts. Taking into account that non-state pension funds do not have targeted financing, their activity is limited to a small number of business operations, so three main stages of accounting organization in the following funds are distinguished: methodiological accounting stage, which is characterized by the choice of special techniques: documentation, double entry, analytical and synthetic accounts, property valuation, costing, inventory, reporting; technical stage of accounting, which consists in the choice of the method of accounting; stage of accounting management, which is the organization of accounting management and is responsible for the complex operation of the accounting apparatus. The peculiar features of accounting policy formation in non-state pension funds (corporate, professional and open), which are based on the provisions of international financial reporting standards, are determined. The types of non-state pension fund assets and securities have been identified – cash and its equivalents, deposits, debt securities, equity instruments, accounts receivable, which have the ability to accumulate and subsequently be used for investment activities. ; На фінансовому ринку недержавні пенсійні фонди не є пріоритетом, оскільки найбільшу вагомість мають банківські установи. Це є причиною недовіри та пильного нагляду населення до відповідних установ, що обмежує розвиток недержавних пенсійних фондів. Тому діяльність недержавних пенсійних фондів зумовлює пильний нагляд держави, що, в свою чергу, актуалізує необхідність дослідження проблеми оптимальної та раціональної побудови організації бухгалтерського обліку задля забезпечення своєчасного контролю, управління та надання повної правової і неупередженої інформації про діяльність недержавних пенсійних фондів. У статті досліджено особливості організації бухгалтерського обліку у недержавних пенсійних фондах. Встановлено, що недержавні пенсійні фонди під час ведення бухгалтерського обліку керуються загальною законодавчо-нормативною базою і специфічними нормативно-правовими актами. Враховуючи, що недержавні пенсійні фонди не мають цільового фінансування, їх діяльність обмежується невеликою кількістю господарських операцій, тому виокремлено три основні етапи організації бухгалтерського обліку в таких фондах: методичний етап обліку, якому характерне обрання спеціальних прийомів (документування, подвійний запис, аналітичні та синтетичні рахунки, оцінка майна, калькулювання, інвентаризація, звітність), технічний етап обліку, який полягає у здійсненні вибору способу ведення бухгалтерського обліку; етап управління бухгалтерією, який зводиться до організації управління бухгалтерією та відповідає за комплексну роботу облікового апарату. Визначено особливості формування облікової політики у недержавних пенсійних фондах (корпоративні, професійні та відкриті), які базуються на положеннях міжнародних стандартів фінансової звітності. Ідентифіковано види активів грошових коштів та цінних паперів недержавних пенсійних фондів – грошові кошти та їх еквіваленти, депозити, боргові цінні папери, інструменти капіталу, дебіторська заборгованість, які мають здатність накопичуватися та в подальшому використовуватися для інвестиційної діяльності.
