Problem setting. Promotion of personnel security is one of the most important directions of public service reform due to the fact that the level of government decisions' implementation depends on the cadre personnel of career servants with the necessary qualities of state and public service, and the effectiveness of their official activities. Provision of public service with highly qualified and professionally trained personnel is impossible without the application of effective personnel tools and technologies. The management and personnel services of the government authorities should significantly modernize the applied methods of working with cadre personnel on the basis of the latest scientific and practical achievements, synthesized and enriched by the experience of personnel practices of state and commercial structures in order to solve the problems connected with the formation of the personnel and promotion of its security. In this connection, more and more attention is paid to studying the practice of applying the latest and innovative personnel technologies in recent years, as well as to identifying the basic trends in promotion of personnel security in the public service sphere.Recent research and publications analysis. Personnel security issues have been revealed in the works of V. Krasnomovets, I. Migus, V. Panchenko, O. Soroka, O. Yaremenko. The matter of personnel security in government authorities has been investigated by numerous authors in the domestic scientific literature, among which such scholars, as: A. Alaverdov, S. Vasylchak, A. Hrechyshkina, S. Dembitska, M. Kyzym, V. Karkovska, T. Korzh, R. Nazarova, N. Pidluzhna, V. Svitlychna, O. Soroka, P. Chernyak, N. Shvets, should be noted. The studies of K. Vashchenko, Ya. Zhovnyrchyk, Yu. Kovbasyuk, T. Korolyuk, V. Lukyanenko, N. Plakhotnyuk, I. Pohodyn, Yu. Surmin center around the fundamental principles of personnel tools' application in the sphere of public administration.Highlighting previously unsettled parts of the general problem. Taking into account that there are enough scientific investigations on the subject matter specified, nevertheless, numerous theoretical and practical aspects have not been elaborated; in particular, this concerns studying the directions of personnel security's promotion in government authorities. Paper main body. The basic approaches to understanding the essence of the "personnel security" concept have been highlighted: in terms of economic efficiency; target management; public administration. The features of personnel security in the authorities have been formed, namely: it should be regulated by law as a legal phenomenon; it should be acceptable by all civil servants of government authorities as a social phenomenon; compliance of threats to personnel safety with the directions of authorities' activities in the sphere of counteraction to personnel security; introduction of employees' liability for violation of personnel security requirements. The author's definition of the category "personnel security" has been proposed. It has been emphasized that the staffing of government authorities in the regions of Ukraine, as part of personnel policy in the public service, should be carried out in interrelated areas, namely: providing public administration and local government with highly qualified, competent staff; development of the formation mechanism of civil servants' new generation, capable to work effectively in the conditions of European integration and formation of the information society in the state. The conditions for ensuring personnel security in the government authorities of Ukraine have been determined. In order to promote the personnel security of the public service, it is recommended to introduce the following structural units into the existing staff of the government authorities, namely: the staff selection department (planning, professional suitability testing, concluding contracts); the department of studying, evaluation and placement of human resources; the department of personnel education, training and retraining, career guidance and adaptation; the security oversight department. Directions for promotion of personnel security in government authorities have been developed. To implement the developed directions, the need for the introduction of the following innovative technologies has been determined, namely: the formation of "assistance to new employees in mastering their functions" institute, or in other words the institute of professional adaptation of civil servants; creation of an ordered system of professional training and educational support for senior officials at the state and regional levels; introduction of intermediate certifications of civil servants in order to stimulate real achievements and increase the effectiveness of their activities. Conclusions of the research and prospects for further studies. Thus, the issue of security provision becomes very urgent in the conditions of unstable economic and political situation of our state on the world arena. On the one hand, there is an exacerbation of problems in personnel security, in accordance with the processes of globalization, on the other hand, the possibility of attracting unique staff to public authorities, regardless of territorial affiliation increases. It is necessary to change the attitude towards a professional (public servant) in these conditions, in order to promote personnel security in government authorities. The analysis of personnel security in EU authorities is one of the prospects for further research. ; Висвітлено основні підходи до сутності поняття "кадрова безпека".
