The paper examines the impact of the COVID-19 pandemic on the economy and the corresponding atypical economic crisis, the role of the economic ability of the government during this crisis, aspects of financial support for the economy and the peculiarities of the zombie economy. The aim of the study is to research the actions of the economic ability of the government as an independent factor of production in the context of the COVID-19 pandemic, contributing to the unfolding of the process of zombie-ing the economy. The research uses the methods of deduction and induction, analysis and synthesis, analogy and abstraction. The special functions of the government are considered within the context of the economic crisis caused by the COVID-19 pandemic; particularly, we refer to the recognition of the fifth factor of production of the economic ability of the government. The main features of this atypical crisis are characterized. It is shown that the process of deglobalization during the COVID-19 pandemic characterizes the deglobalization of the economic ability of the government and that this process is temporary, since overcoming the global phenomenon of the pandemic and the economic crisis caused by it requires exclusively global efforts and measures. Particular attention is focused on the financial support of the economy from the economic ability of the government within the context of this economic crisis. The conclusion is that this support contributes to the process of zombie-ing the economy which took on a global character during the global financial and economic crisis of 2007–2009 and continued after its completion. Zombie-ing the economy is the result of a conflict between the political interests of the government and its economic ability when the latter is not able to overcome the barrier created by the former. A solution to this problem is possible through changes in bankruptcy legislation when its main principle of avoiding the unwanted bankruptcy of firms will be replaced by the principle of liquidation of unviable firms. Such a change in bankruptcy legislation can be implemented only during the economic upswing. ; В статье рассмотрены вопросы влияния пандемии COVID-19 на экономику и на соответствующий атипичный экономический кризис, а также роль экономической способности государства во время этого кризиса, аспекты финансовой поддержки экономики и особенности зомбирования экономики. Цель исследования — изучение действий экономической способности государства как самостоятельного фактора производства в условиях пандемии COVID-19, способствующих разворачиванию процесса зомбирования экономики. В исследовании использованы методы дедукции и индукции, анализа и синтеза, аналогии, абстрагирования. На основе признания пятым фактором производства экономической способности государства рассматриваются ее особые функции, особенно в условиях экономического кризиса, вызванного пандемией COVID-19. Охарактеризованы основные особенности этого атипичного кризиса. Показано, что процесс деглобализации во время пандемии COVID-19 характеризует деглобализацию экономической способности государства и что этот процесс имеет временный характер, так как преодоление глобального явления пандемии и вызванного ею экономического кризиса требует исключительно глобальных подходов и мер. Особое внимание сосредоточено на финансовой поддержке экономики со стороны экономической способности государства в условиях данного экономического кризиса. Сделан вывод, что финансовая поддержка способствует процессу зомбирования экономики, принявшего глобальный характер во время экономического кризиса 2007–2009 гг. и продолжавшегося после его завершения. Зомбирование экономики является результатом конфликта между политическими интересами государства и его экономической способностью. Решение данной проблемы возможно путем изменений законодательства о банкротстве. Основной его принцип избежания нежелательного банкротства фирм необходимо заменить на принцип ликвидации нежизнеспособных фирм. Такое изменение в законодательстве может быть реализовано лишь в условиях, когда экономика находится на подъеме.

The paper analyzes inflation targeting which used in many countries as a tool for the monetary policy of central banks. The study of the experience of inflation targeting over the past quarter century shows a number of shortcomings. The important one is that inflation targeting is powerless in relation to import inflation. This problem is particularly acute for import-dependent countries. The authors summarize the failure of inflation targeting to influence the import of inflation regarding inflation caused by the increase in production costs. The problem is studied by the example of post-communist Georgia (that uses inflation targeting) and its major trading partners. The authors analyze various modifications of the inflation indicator, such as agflation, munflation, and imflation. It is shown that the first two reflect price fluctuations on the nutrition, medical care, medication and utilities. Imflation reflects the dynamics of import prices on the domestic market, in the formation of which the exchange rate of the national currency is of great importance. The indicators of agflation and munflation together with the traditional indicator of inflation should become one of the important macroeconomic indicators for governments that develop economic and social policies. The authors propose a new approach to monetary policy, called complex inflation targeting. In this case, monetary policy targets are not only inflation, but also imflation. As for the exchange rate of the national currency, it should be influenced by the actual level of the imflation indicator. ; В работе анализируется режим инфляционного таргетирования, который используется во многих странах как инструмент монетарной политики центральных банков. Изучение накопленного за последние четверть века опыта использования этого режима свидетельствует о наличии целого ряда недостатков. Среди них важное место занимает то, что инфляционное таргетирование бессильно в отношении импорта инфляции. Эта проблема особенно остро встает в импортозависимых странах. В статье проблема неспособности режима инфляционного таргетирования влиять на импорт инфляции обобщается в отношении инфляции, которая вызвана ростом издержек производства. Рассматриваемая проблема изучается на примере посткоммунистической Грузии (в которой используется режим инфляционного таргетирования) и ее основных торговых партнеров. Анализируются различные модификации показателя инфляции, такие как агфляция, манфляция и имфляция. Показано, что первые два отражают динамику цен на продовольствие, на медицинское обслуживание и основные медикаменты и на основные виды коммунальных услуг. Что же касается имфляции, то этот показатель отражает динамику на внутреннем рынке цен на импорт, в формировании которых большое значение имеет обменный курс национальной валюты. Показатели агфляции и манфляции должны стать совместно с традиционным показателем инфляции одними из важных макроэкономических индикаторов для правительств, разрабатывающих экономическую и социальную политику. В статье предлагается новый подход к монетарной политике, называемый комплексным инфляционным таргетированием. В этом случае целевыми показателями монетарной политики являются не только инфляция, но и имфляция. Что же касается обменного курса национальной валюты, то на него возлагается функция влияния на фактический уровень показателя имфляции.
