The urgency of carrying out the scientific researches, connected with the influence of military actions on the accounting system is grounded.The basic directions of accounting development in the conditions of military operation conducting are singled out (accounting for the entities conducting military operations; accounting in the enterprises that perform the providing function in the course of military conflicts; accounting of the property of enterprises, which activities were directly influenced by military actions; accounting as a political tool for military conflicts). It is substantiated that the occurrence of military operations leads to the transformation of the accounting system in the direction of its simplification, both for the entities of their implementation, and in the enterprises that perform a providing function during military conflicts. It is revealed that the most important function of accounting during the war is a control function, the implementation of which allows to mobilize the resources needed to effectively counteract the aggressor country. It is established that in conditions of hybrid war domestic enterprises adjust the value of assets over which control has been lost. A perspective area of research is the consideration of accounting as a political tool in the conditions of military operation conducting. ; Обґрунтовано актуальність проведення наукових досліджень, пов'язаних з впливом воєнних дій на систему обліку. Виокремлено основні напрями розвитку бухгалтерського обліку в умовах проведення військових дій (облік у суб'єктів проведення воєнних дій; облік на підприємствах, які виконують забезпечуючу функцію під час воєнних конфліктів; облік майна підприємств, діяльність яких опинилася під прямим впливом воєнних дій; облік як політичний інструмент під час здійснення військових конфліктів). Обґрунтовано, що виникнення воєнних дій призводить до трансформації облікової системи в напрямі її спрощення, як у суб'єктів їх здійснення, так і на підприємствах, які виконують забезпечуючу функцію під час воєнних конфліктів. Виявлено, що найважливішою функцією бухгалтерського обліку під час війни стає контрольна функція, виконання якої дозволяє мобілізувати ресурси, необхідні для ефективної протидії країні-агресору. Встановлено, що в умовах гібридної війни вітчизняні підприємства коригують вартість активів, над якими було втрачено контроль. Перспективним напрямом досліджень є розгляд бухгалтерського обліку як політичного інструменту під час здійснення воєнних конфліктів.

The article is devoted to the issues of assessing the consequences of military operations and the occupation of state territories in accounting. The analysis of the researches concerning the problems of estimation in accounting is carried out. The normative and legal regulation concerning the options for assessing the objects with which the consequences of hostilities and the occupation of state territories may be related, namely: non-current assets, current assets and receivables. The paper determines the properties of the consequences of military operations and the occupation of state territories, which must be taken into account when evaluating the accounting method as an element. The author develops the register of objects that are connected with military operations and the occupation of state territories, and the form of the act on revaluation of the object of non-current assets. The procedure for the assessing the consequences of emergencies and the occupation of state territories is proposed; the procedure takes into account the six stages and provides for the application of different types of assessment. ; Досліджено питання оцінки наслідків бойових дій та окупації державних територій в бухгалтерському обліку. Проведено аналіз досліджень щодо проблем оцінки в бухгалтерському обліку. Досліджено нормативно-правове регулювання щодо варіантів оцінки об'єктів, з якими можуть бути пов'язані наслідки бойових дій та окупації державних територій, а саме: необоротні активи, оборотні активи та дебіторська заборгованість. Визначено властивості наслідків бойових дій та окупації державних територій, які необхідно враховувати при оцінці, як елементу методу бухгалтерського обліку. Розроблено реєстр об'єктів, які пов'язані із бойовими діями та окупацією державних територій, форму акту про переоцінку об'єкта необоротних активів. Запропоновано процедуру оцінки наслідків надзвичайних ситуацій та окупації державних територій, яка враховує шість етапів та передбачає застосування різних видів оцінки.

The theoretical framework of public procurement through the definition of the concept of «ublic procurement»is analyzed, the role of analysis in the public finance management system, the principles of analysis of public procurement and its functions are studied. The article offers to interpret the public procurement as a component of public financial management system that constitutes a standardized mechanism of financial and economic relations between the government and business entities on the implementation of the state order for the goods, services, works on the principles of fair competition among participants, maximum economy and efficiency, the targeted use of budget funds, openness and transparency at all stages of procurement, equality of participants, objective and impartial evaluation of tender proposals, prevention of corruption actions and abuses to achieve the goals of state social and economic policies to meet public needs. The system of analysis principles of public procurement is reasonably presented: accuracy; completeness; adequacy of information; consistency; relevance; usability; specificity; complexity; consistency; regularity; objectivity; efficiency; economic feasibility; comparativeness; scientificity. The functions of the analysis of public procurement are the following: informative, control, evaluative and diagnostic, search, prognostic, protective, scientific and cognitive. The basic tools will make it possible to build a scientifically based mechanism for the analysis of public procurement. ; Опрацьовано теоретичні засади аналізу публічних закупівель через визначення власне поняття «публічні закупівлі», ролі аналізу в системі управління державними фінансами, принципів аналізу публічних закупівель та його функцій. Пропонується під публічними закупівлями розуміти складову СУДФ, що являє собою унормований механізм фінансово-економічних відносин між державою та суб'єктами господарювання з приводу реалізації державного замовлення на товари, послуги, роботи на засадах добросовісної конкуренції серед учасників, максимальної економії та ефективності, цільового використання бюджетних коштів, відкритості і прозорості на всіх стадіях закупівель, рівноправності учасників, об'єктивної та неупередженої оцінки пропозицій конкурсних торгів, запобігання корупційним діям і зловживанням на досягнення цілей державної соціально-економічної політики з метою задоволення відповідних суспільних потреб. Умотивовано представлено такий склад принципів аналізу публічних закупівель: достовірність; повнота; достатність інформації; відповідність; значущість; зручність; конкретність; комплексність; системність; регулярність; об'єктивність; дієвість; економічна доцільність; порівняність; науковість. До функцій аналізу публічних закупівель віднесено: інформаційну, контрольну, оціночно-діагностичну, пошукову, прогностичну, захисну, науково-пізнавальну. Представлений базовий інструментарій уможливить розбудову науково-обґрунтованого механізму аналізу публічних закупівель.
