The article studies the basic principles of regional self-government , stipulated by the draft of European Charter of Regional Democracy, which involves democraticgovernance, goodgovernance, subsidiary nature ofgovernance, cohesion, civil paticipation, loyalty to national goverments, etc. The author makes the conclusions regarding the possibility to standardize the above principles and incopporate them into the system of regionalgoverment of the states, including post-Soviet states. The author outlines the main models of regional self-goverment in European states and the evolution of regionalgovernance. ; Исследуются основные принципы регионального самоуправления, закрепленные в проекте Европейской Хартии региональной демократии, в том числе демократического правления (democratic governence), хорошего администрирования (good governence), субсидиарности, сплетения (cohesion), гражданского участия, лояльности к национальному правительству и др. Делаются выводы о возможности их стандартизации и внедрения в систему регионального управления, в том числе постсоветских государств. Problem setting. The interaction of state executive bodies and local self-government bodies at the regional and local levels is one of the main problems in the development of public administration in Ukraine. In recent years, there have been many examples of problematic situations that, in some cases, have resulted in an open conflict between two types of public administration. As the analysis of the events taking place in Kyiv, Vinnytsia, Zaporozhye, Mariupol, Mykolaiv, Odessa, and in latent form — almost in all cities that are the centers of regions or districts, the general reason for the confrontation was the lack of clear regulation of powers and responsibilities, the territorial dualism and financial and economic bases of exercising the competence of both local self-government bodies and state executive bodies at the local level. In a number of cases, there was a personal conflict that was aggravated by reasons of ideological and political nature. All this influenced the system of both local and state (first of all, regional levels) management. As a rule, the system of social protection suffers most from such facts, since the decisions made in this area are most closely related to the inhabitants of the territorial communities.Recent research and publications analysis. showed that the problems of interaction between public authorities and local self-government bodies are analyzed in the works of a number of well-known Ukrainian scientists and practitioners: V. Bakumenko, V. Kampo, V. Karpenko, A. Krusian, P. Nadolishniy, N. Nyzhnyk, L. Prykhodchenko, S. Sahanienko, P. Shevchuk and others.Highlighting previously unsettled parts of the general problem. An analysis of the publications of scientists on the interaction between public authorities and local self-government bodies suggests that studies have a theoretical character. At the same time, the question of studying the types and models of interaction of these bodies in certain branches is not sufficiently studied, in particular, the question of interaction between public authorities and local self-government in the conditions of decentralization of power, on the example of management of the sphere of social protection of the population, requires additional research.Paper main body. The article deals with the actual issues of interaction between state executive authorities and local self-government bodies at the regional and local levels, outlines the main models of such relationships ("partnership model", "agency model", "concept of interdependence"), investigated kinds of structural connections ( subordination, coordination and reorientation). The article analyzes the changes in the system-organizational links of these bodies in the conditions of decentralization of power on the example of management of the sphere of social protection of the population. The authors provided recommendations for the creation of an effective mechanism for interaction between state executive authorities and local self-government bodies.Conclusions of the research and prospects for further studies. The system of public administration needs to be improved in the area of delimitation of the powers of local bodies of executive power and local self-government, in fact there is no clear mechanism for the distribution of state and self-government services, while both power centers are responsible to the inhabitants of the region, and it forces them to look for certain forms and methods of cooperation. This is especially true of local self-government bodies, since they are closest to the population. The main goal of local self-government, based on European experience, is the formation of viable territorial communities that will provide citizens with a high quality of life at the expense of full use of local resources, wide involvement of all citizens in solving local issues.In our opinion, in order to organize an effective mechanism for interaction between public authorities and local self-government bodies, it is necessary to develop a draft model memorandum on cooperation between public authorities and executive bodies of local self-government. ; Розглянуто актуальні питання взаємодії органів державної виконавчої влади і органів місцевого самоврядування на регіональному та місцевому рівнях, окреслено основні моделі таких взаємовідносин, досліджено види структурних зв'язків.
