Определены основные факторы, противодействующие выходу белорусских субъектов хозяйствования на отдаленные рынки сбыта с целью минимизации их влияния на развитие внешней торговли между странами. = The article is devoted to a substantiation of the main principles and strategic directions of interaction of the Republic of Belarus as small open economy with the Russian Federation, the European Union, the countries of the Asian, Arabian, Latin American vectors of the foreign trade cooperation. The major factors counteracting the access of the Belarusian economic subjects of managing to remote commodity markets, with the purpose of minimization of their influence on development of foreign trade between the countries are identified.
Статья посвящена обоснованию основных принципов и стратегических направлений взаимодействия Республики Беларусь как малой открытой экономики с Российской Федерацией, Евросоюзом, странами азиатского, арабского, латиноамериканского векторов внешнеторгового сотрудничества. Обозначены приоритеты развития стратегического партнерства Беларуси в рамках восточно- и западноевропейского векторов внешнеторгового взаимодействия, выделены позитивные аспекты развития восточноазиатского, арабского и латиноамериканского направлений внешнеэкономической деятельности республики. Определены основные факторы, противодействующие выходу белорусских субъектов хозяйствования на отдаленные рынки сбыта с целью минимизации их влияния на развитие внешней торговли между странами. = The article is devoted to substantiation of the main principles and strategic directions of interaction of the Republic of Belarus as small open economy with the Russian Federation, the European Union, the countries of Asian, Arabian, Latin American vectors of the foreign trade cooperation. Priorities of development of strategic partnership of Belarus within the limits of East-European and the West-European vectors of the foreign trade interaction are designated, positive aspects of development of the East-Asian, Arabian and Latin American direction of foreign trade activities of republic are outlined. The major factors counteracting the access of the Belarusian economic subjects to remote commodity markets, with the purpose of minimization of their influence on development of foreign trade between the countries are identifi ed.
Раздел "Международные экономические отношения" ; Статья посвящена изучению развития Европейского союза как модели международной экономической интеграции, определению особенностей построения и оценке возможностей использования его опыта на постсоветском пространстве, что крайне актуально в условиях углубления евразийской интеграции, а также на фоне кризисных явлений в Евросоюзе в настоящее время. Проведен анализ динамики основных экономических показателей стран и регионов Европейского союза за последние 13 лет (до и после вхождения в ЕС), что позволило обосновать взаимовлияние и взаимозависимость участников объединения, включенных в единый организм — европейскую интеграцию. Проведенный анализ выявил характерные особенности построения интеграции, которые способствовали успеху Евросоюза на мировой арене, а также ряд ключевых проблем Европейского союза на данном этапе, на основании которых была проведена аналогия с развитием евразийской интеграции. Доказано, что для ЕАЭС возможно лишь частичное использование европейского опыта из-за ряда внутренних и внешних факторов. В то же время необходимо учитывать положительные аспекты и уроки ЕС в процессе дальнейшего формирования Евразийского экономического союза. = This article is dedicated to the analysis of the EU development as a model of international economic integration, to indicating the key distinctive features of its formation and to the assessment of the possibility to use its experience by post-soviet countries. This topic is becoming one of current interest in the conditions of further development of Eurasian integration — EAEU, and against the background of the present European crisis. To achieve the goal a thorough analysis has been carried out to study the dynamics of the main economic indicators of the EU member countries and regions over the last 13 years before and after the EU accession, which allowed to substantiate the mutual influence and interdependence of the EU members included in a single organism — European integration. The analysis performed identified the main characteristics of integration building, which contributed to the success of the European Union in the world arena, as well as a number of key problems that are currently experienced by the EU. Based on them, it helped to draw an analogy with the development of Eurasian integration. Thus, it was proved that EAEU can use the European experience only partially due to a number of internal and external factors. At the same time, it is necessary to take into account the positive aspects and experience of the EU in further formation of the Eurasian Economic Union.
Раздел "Международные экономические отношения" ; Данная статья посвящена исследованию основного предмета переговоров любой страны при вступлении во Всемирную торговую организацию (ВТО), а именно: определению максимально возможной степени защиты внутреннего рынка от иностранной конкуренции с помощью тарифного и нетарифного регулирования, а также созданию импортозамещающих производств. В соответствии с правилами ВТО ключевую роль в процессе защиты внутреннего рынка республики должен иметь грамотный и сбалансированный таможенный тариф, а нетарифные ограничения доступа на внутренний рынок должны быть трансформированы в тарифы и в дальнейшем сокращены. Беларусь уже существенно (на 22 %) снизила уровень таможенных тарифов и провела их унификацию (в настоящее время действуют 7 тарифных уровней от 0 до 30 %). Как показал проведенный нами анализ, несмотря на то, что средний и средневзвешенный белорусский тариф до сих пор выше, чем в США и Евросоюзе, он зачастую является менее дискриминационным из-за значительно более низкого процента используемых неадвалорных ставок. За последние три года доля нетарифных ограничений во внешней торговле товарами сократилась более чем в 7 раз, хотя задача построения транспарантной и простой системы нетарифного регулирования до сих пор остается актуальной. В значительном совершенствовании нуждается и финансовое стимулирование импортозамещающих проектов. Наиболее актуальным в данном направлении является приведение критериев включения проекта в государственную программу импортозамещения в соответствии с требованиями ВТО, т. е. обеспечения большей нейтральности и объективности, а также эффективности предлагаемых проектов с учетом полных затрат. В результате применения на практике норм и требований ВТО республика будет серьезно ограничена в средствах для поддержки импортозамещающих производств. А потому необходима их переориентация на финансирование НИОКР, освоение производств наукоемкой продукции, а также активное привлечение частных и иностранных инвестиций. = The article is devoted to the study of the main subject of negotiations of any country at entering the WTO, and namely focuses on defining the highest possible level of protecting the domestic market from international competition with tariff and non-tariff regulation as well as with establishing of import substitution production. According to the WTO rules the key role in the process of protecting the domestic market of the country is played by reasonable and balanced custom tariff; meanwhile non-tariff restrictions of access to the domestic market should be transformed to the tariff ones and abolished in future. Belarus has already cut down the level of custom tariffs significantly (to 22 %) and realized their unification (currently 7 tariff levels from 0 to 30 % exist). The author's analysis showed that the current average Belarusian tariff is less discriminating due to lower ad valorem duty rate, despite still being higher than in the US and the EU. During the last three years the share of non-tariff restrictions in foreign trade of goods decreased by 7 times though the objective of creating a transparent and simple system of non-tariff regulation still remains urgent. Financial stimulation of import substitution projects requires radical improvement too. The most topical measures in this sphere are bringing the criteria for participation of projects in the governmental programme of import substitution to the WTO requirements, thus providing higher neutrality and objectivity, as well as the efficiency of the proposed projects with regard to full costs. The country will face significant limitations in the support of import substitution production after the implementation of the WTO norms and requirements. Therefore, reorientation of production to the financial support of scientific research, science-based production and active attraction of private domestic and foreign investment is needed.
