The role of the fuel and energy complex is significant in the Russian Economy, and hydrocarbon resources occupy one of the leading positions in the domestic market not only to meet the needs of all industries, but also an important export item. The prospects for its development are given great attention in a number of government projects and documents. The article сonsidereds oil, the price of which on the world market fluctuates depending on the situation and a number of other factors. Crude oil, on whose exports the country's federal budget income depends, is positioned in the Сommodity nomenclature of foreign economic activities and is determined by commodity properties. In this regard, its composition, density and other properties have been studied, and the main brands of Russian oil exported are specified. Its characteristics were compared with shale oil produced by different technologies. The price of oil also depends on the mode of transportation, the profitability of this process will increase when the markets of the EAEU member states are integrated. The development of Russia's fuel and energy complex, as in other oil-producing countries, should take into account the environmental factor, and stabilization within the global energy market will depend on the ability of these countries to reach consensus. ; В экономике Российской Федерации углеводородные ресурсы занимают одну из ведущих позиций не только на внутреннем рынке, обеспечивая потребности всех отраслей производства, но и являются важной статьей экспорта. Перспективам его развития уделяется большое внимание в ряде государственных проектов и документов. В статье рассматривается нефть, цена на которую на мировом рынке колеблется в зависимости от конъюнктуры и ряда других факторов. Нефть сырая, от экспорта которой зависят доходы федерального бюджета страны, позиционируется в ТН ВЭД и определяется товароведными свойствами. В связи с этим изучены ее состав, плотность и другие свойства, указаны основные бренды поставляемой на экспорт российской нефти. Проведено сравнение ее характеристик со сланцевой нефтью, добываемой по разным технологиям. Цена нефти зависит также от способа транспортирования, по прогнозам рентабельность этого процесса повысится при интеграции рынков стран-участниц ЕАЭС. Развитие топливно-энергетического комплекса России, как и в других нефтедобывающих странах, должно происходить с учетом экологического фактора, а стабилизация в рамках глобального энергетического рынка будет зависеть от способности этих стран к достижению консенсуса.

The institute of a customs representative is spread all over the world, and each state has its own unique experience in the functioning of this system. This article discusses the progressive approach of the United States and Singapore, the experience of applying the European Community research institute, which is largely taken into account in the formation of the legislative framework for regulating the activities of customs representatives in the Russian Federation, as well as the experience of the EAEU member states with a modern approach to rating and improving the existing legislation. ; Институт таможенного представителя распространен по всему миру, и каждое государство имеет свой уникальный опыт функционирования данной системы. В данной статье рассмотрены: прогрессивный подход США и Сингапура, опыт применения исследуемого института Европейского Сообщества, который во многом учтен при формировании законодательных основ регулирования деятельности таможенных представителей в Российской Федерации, а так же опыт стран-участниц ЕАЭС с современным подходом к рейтингованию и совершенствованием действующего законодательства.
