Determination of a comprehensive assessment of the effectiveness of the activities of regional structures for managing the development of a territory is a topical issue at the federal level. Recently, the Government of the Russian Federation, together with the Ministry of Economic Development of the Russian Federation, has been carrying out reforms in the administrative sphere. The indicators for evaluating the effectiveness of the heads of the constituent entities of the Russian Federation, as well as the calculation methods, are being improved and adjusted. All this is aimed at obtaining an objective assessment of the socio-economic state of the region and reducing the risk of distorting the data obtained. Given the trends in the transition to the digital space and the introduction of digital platforms, artificial intelligence into human activities, it is relevant to use new tools to assess the effectiveness of regional structures, which in turn include indicators not only quantitative, but also qualitative. The problem area is the imbalance of the data array. The article considers new approaches to solving this problem area.

During the period of reforming the system for assessing the effectiveness of the regional management system and taking into account the shortcomings of past methods, the article substantiated the need to develop a methodological approach to determining the aggregated performance indicator, which would reflect the state of the socio-economic system of the region and managerial indicators of state authorities. The work presents the results to determine the effectiveness of the work of state bodies on the example of the Krasnodar Territory, applicable to Fuzzy Logic.

Currently, society has moved to an active stage of globalization - digital transformation and socio-political processes, primarily under the influence of a large increase in cross-border data. Digitalization has penetrated into all spheres of activity and is an integral part of world society. It represents the widespread introduction of digital technologies in all spheres of human life, namely: industry, economy, social spheres, everyday life. The digitalization of state authorities is primarily aimed at improving the well-being of society, facilitating the process of obtaining public services, and simplifying the state management system as a whole. The article discusses the main results of digital transformation and proposes a project to create a unified database for the state and municipal levels using integrated digital control systems. The budget efficiency of the project was made by using the toolkit as fuzzy logic.
