The growing interest in the development of the Russian Federation's Arctic territories affects various aspects of space exploration, including technological, legal, geopolitical, social and economic aspects. At the same time, when studying the Arctic's economic development, little attention is paid to the issues of financial efficiency and imbalance of the various territories development, especially in the context of municipalities. Therefore, this study aims to develop a methodology for assessing the formation of the value added in the territories belonging to the Russian Federation's Arctic belt, based on the International System of National Accounts (SNA). This system enables both the comparisons within the Russian Federation and between different countries. The paper summarizes the Russian and international practice in developing a methodology for calculating the value added in the local-level territories (municipalities) as close to the SNA methodology as possible. Based on the author's model for building the System of Territorial Accounts, taking into account special features of the financial development of Arctic municipalities', I have developed an original method for calculating the value added in the local territories. That method is based on using regional accounts tables for generating income by type of economic activity and including taxes on products (excise duties and mineral extraction tax) into income composition. The calculations for all Arctic municipalities for the period from 2013 to 2016 resulted in the main conclusions for the Russian Federation's regions. I have revealed that almost half of the Gross Value Added of the Russian Federation's Arctic Zone is formed in the municipalities of the Yamalo-Nenets Autonomous Okrug. The territory of Krasnoyarsk Krai is in second place, and municipalities of Murmansk oblast are in third place (exactly 10 %). The Republic of Komi, Sakha and Nenets Autonomous Okrug contribute to Gross Domestic Product (GDP) by about 7 %. In general, according to the presented data, in 2016 the municipalities formed value added in the amount of 4,272.3 billion rubles, which is about 5 % of Russia's GDP. At the same time, the share of paid taxes on products is much higher and amounted to almost a quarter of all the Russian budget's revenues, or more than 687 billion rubles. The study's results can be applied by federal and regional governments, as well as local authorities in the Arctic territories when making management decisions on the development of Arctic's municipalities, taking into account their influence on the formation and distribution of the value added in the territories. © 2019 Institute of Economics, Ural Branch of the Russian Academy of Sciences. In the XXI century, a strategic approach to the management of individual territories development is becoming increasingly popular worldwide. The creation of scenarios and targets for large urban agglomerations is the most difficult aspect of strategic planning, as the complex structure of economy and social relations generates a variety of interests of different population groups. For such territories, it is inadvisable to use a unified planning template, because the conditions and demands of local communities require individual planning process and approaches. In this context, we decided to compare the development strategies of the Russian city Ekaterinburg and the English city Birmingham. Firstly, they have similar industrial, social and cultural, and demographic characteristics. Secondly, both cities strategic development plans are aimed at increasing their individualization. We demonstrate the necessity and feasibility of individual city development strategies, suggesting a methodology for its creation. Development strategies vary depending on technological and social progress. While technological progress increases the productive forces of cities, social progress ensures individualization of their development strategies by creating specific mentality, sociocultural, ethical and other values. We hypothesise that individual city development strategies depend on the territorial specificity of social progress, based on the needs of a city's residents. Thus, the emergence of new needs requires updated strategies, adjusting resources in accordance with these new needs. Based on the study and comparison of strategic plans of two cities, we have suggested methodological approaches to the individualization and implementation of city development strategies. We have determined a system of measures ensuring individualization. It includes the establishment of a list of needs, an analysis of the structure and volume of resources, as well as of the ways to satisfy specific needs for achieving the selected goal. For updating a strategy, it is necessary to consider both growing needs and resources to satisfy them. We have concluded that the individualization of city development strategies improves itself through its implementation and focus on satisfying the needs of a specific community, which depend on the characteristics of its social progress. We have proved that the mentality of residents and their social imprinting greatly influence the individualization of cities and their strategies. The scientific, technological and sociocultural progress increase the individuality of a city. Наибольшие трудности в стратегическом планировании возникают при формировании планов и целей развития крупных городских агломераций, поскольку сложная структура экономики и социальных отношений определяет разнонаправленность интересов различных групп населения. Использование шаблонов стратегического планирования для таких территорий достаточно ограниченно, поскольку различные условия и потребности местных сообществ требуют индивидуализации как самого процесса планирования, так и применяемых подходов. В данном контексте авторы статьи обратились к идее сравнить стратегии развития двух городов, российского Екатеринбурга и английского Бирмингема, во-первых, потому что многие производственные, социально-культурные и демографические характеристики этих городов близки, а во-вторых, оба эти города стремятся развивать свои территории на основе стратегических планов, ориентированных на усиление их индивидуализации. В статье впервые обоснованы необходимость и возможность индивидуализации стратегий развития городов, предложена методология ее формирования. Показано, что своеобразие стратегий их развития зависит от технологического и социального прогресса. При этом технологический прогресс ведет к повышению общего уровня производительных сил городов, а социальный прогресс через формирование менталитета, социокультурных, этических и других ценностей обеспечивает индивидуальность стратегий их развития. Выдвинута гипотеза, согласно которой индивидуальность стратегического развития городов зависит от территориальной специфики социального прогресса, а базой формирования индивидуализации городов являются потребности их жителей. Возникновение новых потребностей ведет к необходимости актуализации стратегий, что выражается в приведении ресурсов в соответствие с новыми потребностями. На основе изучения и сопоставления опыта стратегического планирования двух городов предложены авторские методологические подходы к индивидуализации и актуализации стратегий развития городов. Определена система мероприятий по решению вопросов обеспечения индивидуализации, включающих установление перечня потребностей, анализ структуры и объемов ресурсов, а также способов реализации потребностей для достижения избранной цели. Обозначены условия, необходимые по актуализации стратегии, состоящие в учете как нарастающих потребностей, так и ресурсных возможностей для их удовлетворения. В работе делается вывод, что индивидуализация стратегий развития территорий самосовершенствуется через свою актуализацию и выражается в удовлетворении конкретных необходимых для данного сообщества потребностей, которые зависят от специфики социального прогресса. Обосновано, что индивидуальность городов и их стратегий базируется на ментальности жителей и их социальном импринтинге. Повышению индивидуальности способствует развитие научно-технологического и социально-культурного прогресса.
