К ВОПРОСУ О РЕЗУЛЬТАТАХ АТТЕСТАЦИИ ГОСУДАРСТВЕННЫХ ГРАЖДАНСКИХ СЛУЖАЩИХ
Вносится предложение о дополнении перечня результатов аттестации, поскольку закрепленные в настоящее время варианты решений аттестационной комиссии не способствуют учету индивидуальных особенностей каждого государственного служащего и не дают возможности ориентироваться на потребности конкретного государственного органа при реализации кадровой политики. Предлагается закрепление дополнительных стимулирующих результатов, не связанных с повышением государственных гражданских служащих в должности, и совершенствование механизма увольнения с государственной гражданской службы в случае признания государственного гражданского служащего не соответствующим замещаемой должности, при отсутствии должности, на которую государственный гражданский служащий может быть переведен при таком результате аттестации. ; The purpose of this work is the research of the results of the civil servants certification provided by the current legislation. The fact is that the versions of the decisions made by results of certification existingtodayareobviouslyinsufficientinorderifwewantcertification not to be some formal procedure, but to serve as an efficient lever of personnel policy. The author makes a proposal dealing with the addition of the certification results list since the currently fixed versions of solutions of the certifying commission do not promote taking into account all specific features of each civil servant and do not give the chance to be guided by requirements of a specific state body while personnel policy realizing. The author offers both fixing the additional stimulating results which are not connected with civil servants promotion and perfecting the mechanism of civil servants dismissal in case of civil servants lack of correspondence to a work status, or a change of a work status according to the results of the certification. The insertion of the suggested additions into the current legislation could increase the role of the certification and create conditions for an additional motivation of civil servants.
