В статье анализируется отношение населения к неравенству в старшем возрасте в европейских странах и России. Актуальность исследования обусловлена различиями в представлении о неравенстве и фактических его показателях, что оказывает влияние на востребованность государственных инструментов политики выравнивания, особенно старшим поколением. Целью исследования является оценка взаимосвязи фактического и воспринимаемого неравенства у старшего поколения в ЕС и РФ. Методы исследования: метод описательных статистик на выборках 8 волны Европейского социального исследования (ESS-2016) для возрастной группы 60+ лет в России и европейских странах. Для оценки фактического неравенства использовались данные World Inequality Database (2017) и данные ОЭСР (2018). Для оценки взаимосвязи субъективных и фактических показателей неравенства применен корреляционно-регрессионный анализ. Результаты: комплексная оценка восприятия неравенства у пожилых людей в РФ близка к средним значениям по странам ЕС. Между тем существуют отличия от среднеевропейских значений по оценкам равенства возможностей и уровню толерантности к неравенству, обусловленному личными усилиями и возможностями. Проведенные оценки корреляции между фактическими и субъективными показателями неравенства показали, что существует обратная корреляция между оценками стандартов жизни и легитимностью талантов и усилий, коэффициентом Джини и показателем уровня жизни (GDP per capita). Показатели фактического неравенства демонстрируют тесную прямую связь с рисками бедности пожилых людей. Не выявлена статистически значимая взаимосвязь дифференциации доходов и комплексной оценки восприятия неравенства. ; The article describes the attitude of the population to inequality by the elderly in European countries and Russia. The relevance of the study is caused by the to differences in the perception of inequality and its actual indicators, which affects the demand for state equalization policy tools, especially for older adults. The purpose of this study is to assess the relationship between actual and perceived inequality among the older generation in the EU and the Russian Federation. Methods. We have used the method of descriptive statistics on the samples of the 8th wave of the European social research (ESS-2016) for the age group of 60+ years in Russia and European countries. Data from the World Inequality Database (2017) and data from the OECD (2018) were used to assess actual inequality. Correlation analysis is used for assessment of the relationship between subjective and actual inequality indicators. Results. A comprehensive assessment of the perception of inequality among older people in the Russian Federation is close to the average values for EU countries. However, there are differences from the European average in the level of tolerance to inequality due to personal effort and opportunities, and in estimates of equality of opportunity. Correlations between actual and subjective indicators of inequality showed that there is an inverse correlation between estimates of living standards and the legitimacy of talent and effort, the Gini coefficient and the standard of living indicator (GDP per capital). Indicators of actual inequality showed a close direct relationship with the risks of poverty of older people. There is no statistically significant relationship between income differentiation and a comprehensive assessment of the perception of inequality.

В мировой экономической науке и политике борьба с бедностью и неравенством продолжает быть актуальной, несмотря на десятилетия усилий по их преодолению. В отношении людей трудоспособного возраста и ниже трудоспособного усилия традиционно сосредоточены на обеспечении доступа к образованию и рабочим местам. Использование аналогичных инструментов в борьбе с бедностью среди пожилых людей может быть менее эффективным в силу меньшей предельной полезности образования и снижающихся возможностей доступа к высокооплачиваемым рабочим местам. Предполагается, что благосостояние старшего поколения гарантировано либо государством, либо самими пожилыми людьми, получающими отдачу от сделанных в течение жизненного пути инвестиций. Цель исследования - поиск институциональных и личностных факторов, действующих и формирующихся в течение всего жизненного курса и определяющих благосостояние пожилых людей. Тестировались такие факторы, как образование, стаж работы, количество членов домохозяйства, семейное положение, пол, территория проживания (город/деревня) и регион проживания. Методы: методы описательных статистик и корреляционный анализ на выборках Комплексного наблюдения условий жизни населения (КОУЖ-2018) для людей пенсионного возраста в России. Дополнительно для проверки результатов использованы данные Выборочного наблюдения доходов населения и участия в социальных программах (ВНДН-2017) и Европейского социального исследования (ESS-2018). Результаты: проведенные оценки корреляций между индикаторами социально-экономического статуса показали, что только количество членов домохозяйства в выборках ВНДН и ESS значимо и сильно положительно коррелирует с доходами в пожилом возрасте. Отсутствие работы негативно коррелирует с доходами горожан и доходами женщин. Оценки абсолютной и относительной бедности для федеральных округов различаются от 1 до 240 %. Субъективная бедность домохозяйств в России превышает 50 %. ; In world economic science and politics, the fight against poverty and inequality continues to be relevant, despite decades of efforts to overcome them. For people of working age and below working age, efforts have traditionally been focused on ensuring access to education and jobs. Alleviating old-age poverty is less straightforward because of the lower marginal utility of education and declining opportunities for access to high-paying jobs. It is assumed that the well-being of the older generation is guaranteed either by the state or by the elderly themselves, who receive returns on investments made during their life course. The purpose of this study was to search for institutional and personal factors that act and form throughout the life course and determine the well-being of older adults. We tested such factors as education, work experience, number of household members, marital status, gender, area of residence (city vs rural) and region of residence. Methods: the method of descriptive statistics and correlation analysis on the samples of the Comprehensive Monitoring of Living Conditions (CMLC-2018) for people of retirement age in Russia. Additionally, to verify the results, we used the data from the Sample Survey of Population Income and Participation in Social Programs (VNDN-2017) and the European Social Survey (ESS-2018). Results. Correlations between indicators of socioeconomic status showed that only the number of household members in VNDN and ESS samples significantly and strongly positively correlates with income in old age. Unemployment has a negative correlation with income for city residents and women. Differences in absolute and relative poverty assessments for Federal districts vary from 1 to 240 %. Subjective poverty among households in Russia exceeds 50 %.

Loneliness among older adults has emerged as a specific social phenomenon relatively recently – in developed countries just a few decades ago. In Russia, due to its initially strong family-oriented culture, this problem presented itself even later, following the collapse of Soviet society. This article analyses probable social policy adjustments aimed at reducing the negative impact of loneliness on the older generation. We address the issue of loneliness assessment and prevention involving older adults themselves and social workers as experts. The methodology of 'expert seminars' involves comparing preliminary subjective assessments of the phenomenon under consideration with a final assessment of its contributing factors. Two groups of experts disagree on both the general assessment of loneliness and how to outline the loneliness-provoking factors and solutions suggested to combat it. Social workers have assumed that loneliness can be mitigated by developing an age-friendly environment, which improves the quality of life of the older generation. Older adults, however, clearly revealed in discussions during expert seminars and in their final recommendations that impersonal environment-oriented measures are not specific enough to tackle loneliness. In recent decades, political elites have made significant efforts to promote the importance, necessity and, to a large extent, the inevitability of delegating greater responsibility for the well-being of older adults to older adults themselves. However, participants of our Tomsk expert seminars were unwilling to take responsibility and continued to rely heavily on the social protection system rather than on personal resources or family support.
