This article is a continuation of the author's study of the legal regulation of information with limited access and protection of this type of information. The article identifies and analyzes the system of normative legal acts regulation public relations related to the protection of information with limited access. The sectoral orderliness of the set of normative-legal acts regulating the issues of information protection is investigated. This study analyzes the doctrinal and normative concepts "system of normative legal acts", "system of legislation", "normative legal act". Based on this, as well as the main signs components of system of normative legal acts, it is determined that the system under study is an interconnected set of normative legal acts, hierarchically structured from acts of higher legal force to acts of lower legal force and mutually agreed between acts of equal legal force, which by means of legal norms regulates the range of public relations related to the protection of information with limited access, in order to achieve the legal order in the field of protection of information with limited access. In the absence of sectoral standards of information protection, normative legal regulation of issues of information protection with limited access in any state agency, ministry, enterprise is carried out by a single system of normative legal acts. Given the significant array of normative legal acts that directly or indirectly regulate relations in the field of protection of information with limited access, and which together constitute the subject of the system under study, this study did not provide such a list of acts, but refers to a previous author's study, which provided normative legal acts which determine the legal basis of the components of the system of protection of information with limited access. Taking into account the already published scientific works, the hierarchical structure of the subject of the system is determined and the system of normative legal acts regulating the issues of protection of information with limited access, its components is analyzed. ; Стаття є продовженням авторського дослідження питань правового регулювання інформації з обмеженим доступом та захисту такого виду інформації. У статті визначено і проаналізовано системність нормативно-право- вих актів, які регулюють суспільні відносини, пов'язані із захистом інформації з обмеженим доступом. Дослідже- но галузеву впорядкованість сукупності нормативно-правових актів, які регулюють питання захисту інформації. У цьому дослідженні проведено аналіз доктринальних та нормативних понять «система нормативно-правових актів», «система законодавства», «нормативно-правовий акт». На підставі цього, а також основних ознак склад- ників системи нормативно-правових актів, визначено, що досліджувана система являє собою взаємопов'язану сукупність нормативно-правових актів, ієрархічно структурованих від актів вищої юридичної сили до актів ниж- чої юридичної сили та взаємоузгоджених між актами однакової юридичної сили, яка за допомогою норм права регулює коло суспільних відносин, пов'язаних із захистом інформації з обмеженим доступом, задля досягнення правового порядку в галузі захисту інформації з обмеженим доступом. За відсутності галузевих стандартів захисту інформації нормативно-правове регулювання питань захисту інформації з обмеженим доступом у будь-якому органі, міністерстві, підприємстві здійснюється єдиною системою нормативно-правових актів. Ураховуючи суттєвий масив нормативно-правових актів, які прямо чи опосередковано регулюють відносини у сфері захисту інформації з обмеженим доступом та які у своїй сукупності становлять суб'єкт досліджуваної системи, в цьому досліджені не наводився такий перелік актів, проте зроблене посилання на попереднє авторське дослідження, в якому наводилися нормативно-правові акти, які визначають правову основу складників системи захисту інформації з обмеженим доступом. З урахуванням уже опублікованих наукових праць визначено ієрархічну структурованість суб'єкта системи та проаналізовано систему нормативно-правових актів, які регулюють питання захисту інформації з обмеженим доступом, її складники.

The article defines and analyzes the stages of formation and development of the information protection system with limited access, in particular: its legal regulation, during the period of Ukraine's restoration of its independence. Describing each of the stages of the formation and development of an information protection system with limited access in Ukraine, the main achievements that have become the basis for the development of this industry are defined and can be considered as the basis for further directions of improving the information protection system with limited access in our country. The author of the article describes his own approach to the formation of the definition of "information protection system with limited access", which takes into account the legislative definitions of related concepts and includes the objects for which the subjects of legal relations take protection measures.The division into the stages of formation and development of the information protection system with limited access was carried out in view of the adoption of basic legal acts that formed, changed and terminated (regulated) legal relations related to the issues of protection of information with limited access in independent Ukraine. These allowed us to identify and characterize the eight main stages of the establishment and development of the information protection system with limited access, taking as a basis the adoption of legislative acts that had a decisive impact on the creation, operation and change of the whole system, or most of its components. In addition, it was found that foreign policy, military and political factors were crucial to achieving a new level of information protection system with limited access at the final stage of the research. The author also identified a promising area of research for the information protection system with limited access in our country – determination of the current state of the information protection system with limited access. ; У статті визначено і проаналізовано етапи становлення й розвитку системи захисту інформації з обмеженим доступом, зокрема її нормативно-правового регулювання, в період відновлення Україною своєї незалежності. Характеризуючи кожен із етапів становлення й розвитку системи захисту інформації з обмеженим доступом в Україні, визначили основні здобутки, що стали підвалинами для розвитку цієї важливої галузі та можуть розглядатися як фундамент для подальших напрямів удосконалення системи захисту інформації з обмеженим доступом у нашій країні. Автором статті описано власний підхід до формування поняття «система захисту інформації з обмеженим доступом», ураховано законодавчі визначення суміжних понять і включено об'єкти, щодо яких суб'єктами правовідносин здійснюються заходи захисту.

The rapid development of the modern information space determines the necessity of creating thelegal basis for state information policy. Actual threats to information security require the identification ofinnovative approaches to the formation of a system of information security and development of informationspace.The need for reforming the system of protection of information with limited access raises the inevita-bility of the newest understanding of the concept of "information with limited access" at the level of legisla-tion, at the level of research of scientists.The purpose of this publication is to analyze the theoretical and legal foundations of restricted accessinformation for understanding the concept of "information with limited access" and to identify gaps in legis-lation on the legal definition of information with limited access.The article analyzes the normative and doctrinal definition of the concept of information, access towhich is limited in accordance with the law.The author studies the legislative understanding of each component of information with limitedaccess: confidential, secret and service information. Also, their main features are determined.In addition, author's understanding and author's definition of the concept of information with limitedaccess is given. Information with limited access is understood by the author as information and / or datastored on tangible media, displayed electronically, which is legally owned by an individual, legal entity orstate and is classified as secret, service or confidential in the manner prescribed by law.The author concludes that the issue of improving the legal regulation of social relations arising fromthe restriction of access to information is relevant. This is due to specific gaps in the norms of national law.Legislative definitions of constituent information with limited access leave a lot of controversy. Therefore,the author believes that a promising direction of study is the certainty of the grounds and ways of limitingaccess to information. ; У статті проаналізовано законодавче та доктринальне розуміння інформації з обмеженим доступом.
