Strategic communication of the Constitutional Court of Ukraine: communicationpolicy versus communication policy. – Article.Nowadays, Ukraine is actively developing new models for building a system of strategic communications, which are an important part of integration into NATO and the European Union. At present, there is an acute problem of effective coordination of the subjects of strategic communications in multilevel systems with their own hierarchy and decision-making system. The main task of the state is to ensure the unity of action of these structures within a single vector of activity.This article is devoted to the research of the peculiarities of the development and implementationof the Communication Strategy of the Constitutional Court of Ukraine. At the same time, in order to ensure the fundamental human rights and freedoms, attention is focused on the importance of communication between the national constitutional review body, the European Court of Human Rights and the Supreme Court.The article clarifies the difference between the information policy and the communication policyof the domestic body of constitutional justice. It was found that in order to form common viewson the law and understanding the rule of law to protect rights and freedoms, it is appropriate to includethe Constitutional Court of Ukraine in the list of judicial institutions that may apply to the European Court of Human Rights under Protocol № 16 to the European Convention on Human Rights.Special attention is paid to interaction with the Supreme Court. It is established that there is alreadya positive trend of domestic jurisprudence in which the Supreme Court in its rulings applies the legalpositions of the Constitutional Court of Ukraine as a result of consideration of specific constitutional,which gives more potential subjects the opportunity to protect their rights. It is concluded thatin the future such an approach needs to be developed and improved.On the basis of the conducted analysis, was proposed to the Constitutional Court of Ukraine steps to implement the the Strategy for the Development of Judiciary and Constitutional Justice for 2021–2023, including those that can be implemented by amending existing legislation. ; Левандовська І. В. Стратегічна комунікація Конституційного Суду України: політика інформування versus комунікаційна політика. – Стаття. Сьогодні Україна активно формує нові моделі побудови системи стратегічних комунікацій, які є важливою частиною інтеграції до НАТО та Європейського Союзу. Наразі існує гостра проблема ефективної координації суб'єктів стратегічних комунікацій у різнорівневих системах із власною ієрархією та системою прийняття рішень. Основне завдання держави полягає в забезпеченні єдності дій цих структур у межах єдиного вектора діяльності. Стаття присвячена дослідженню особливостей розробки і впровадження Комунікаційної Стратегії Конституційного Суду України. Водночас задля забезпечення основних прав і свобод людини і громадянина увага зосереджується на важливості комунікації національного органу конституційного контролю з Європейським судом з прав людини та Верховним Судом. З'ясовано різницю між політикою інформування і комунікаційною політикою вітчизняного органу конституційної юстиції. Виявлено, що задля формування єдиних поглядів на право і розуміння правової норми задля захисту прав та свобод доречно включити Конституційний Суд України до переліку судових установ, які можуть звертатись до Європейського суду з прав людини в межах Протоколу № 16 до Конвенції про захист прав людини і основоположних свобод. Окремо увагу приділено взаємодії з Верховним Судом. Встановлено, що наразі вже існує позитивна тенденція вітчизняної судової практики, в ході якої Верховний Суд у своїх постановах застосовує юридичні (правові) позиції Конституційного Суду України за наслідками розгляду конкретних конституційних, що надає більшій кількості потенційних суб'єктів можливість захистити свої права. Зроблено висновок, що в майбутньому такий підхід потрібно розвивати та удосконалювати. На основі проведеного аналізу Конституційному Суду України запропоновано кроки для реалізації Стратегії розвитку системи правосуддя та конституційного судочинства на 2021–2023 роки в тому числі такі, які можливо реалізувати шляхом внесення змін у чинне законодавство.
