Today, the work of Russian universities is undergoing transformations associated both with modern global processes and their internationalization, which has lasted for decades, which makes their study an urgent research task. The purpose of this article is to determine the features of the internationalization of Russian universities in modern conditions. The methodological basis of the work was the methods of analysis, synthesis, systematization, classification, as well as monitoring and analysis of statistical data, which made it possible to consider the key factors of the modern internationalization of Russian universities. As a result of the study, it was found that today Russian universities are actively involved in the process of internationalization and define it as a strategic component of their activities. They cannot avoid the influence of international and government factors that determine the choice of current and potential partners, as well as the political context of their activities in general. Today, Russia dominates the space of its neighboring countries and has the opportunity to develop its positions in a number of other regions. Work to popularize the Russian language and education, as well as attracting foreign applicants and teaching in foreign languages, represent positions that require special attention and, with active development, will ensure the strengthening of Russia and its universities in the process of internationalization of higher education.

The article deals with EU's development aid allocation. For the sake of its own interests EU adjusts aid programs, that preserve though regional features. Based on geographic criteria, aid programs' priorities and EU's interests, recipients are classified into three groups: ACP countries, pre-accession countries and participants of Eastern and Mediterranean Partnerships. In ACP countries, that include least-developed countries, EU aims at economic and politic expansion by facilitation to institutional building according to the western pattern. While providing assistance to participants of Eastern and Mediterranean Partnerships EU seeks to sustain its own security by support of friendly governments and safe key-products imports. What concerns pre-accession countries, the main target is alignment in political, economic and legal spheres.

The article presents and analyses the tools of counterpropaganda in the context of a hybrid foreign policy confrontation. The aspects and problems of political communications are presented during the hybrid war in which the Russian Federation was involved in confrontation with the unfriendly and destructive forces of the countries of the collective West, as well as their proxies. The key directions of anti-Russian political communications in the conditions of a hybrid war are described, aspects of their implementation by the enemy are shown, special attention is paid to the problems of countering special information and psychological operations. The importance of counterpropaganda in the effective conduct of information confrontation, aimed at both external and internal audiences, is argued. A set of promising tools for successfully organizing counterpropaganda in the current conditions of the hybrid militarypolitical confrontation between Russia and the collective West is presented and described.

One of the central bank's operative objectives is control of short-term interest rates. It means that monetary authority maintains short-term interest rates within a specified corridor and provides their conformity to the policy rate level. Monetary policy tools, which provide liquidity and absorb it from the interbank lending market, insure effective interest rate steering policy. In conventional times central banks implement their monetary policy in case of insignificant deficit of reserve money preserving control over money market interest rates. After the Great Recession central banks of developed countries had to bring tools of unconventional monetary policy in operation, what resulted in unprecedented growth of supply of excess reserves and expansion of central banks' balance sheets. Basing on experience of Federal Reserve System this article covers the issue of short-term interest rates steering within the scope of significant sustainable structural liquidity surplus on reserve money market.
