The article analyses the main approaches to the formation and administration of national maritime policy. It is noted that this policy is based on the rights and obligations of the state arising from its commitments under international maritime treaties. The basic international act in this area is the UN Convention on the Law of the Sea of 1982. The practical implementation of maritime policy is made through the maritime administration. The latter is the mechanism that ensures the effectiveness of the government's influence on the maritime sphere. Typically, maritime policy covers areas such as merchant shipping and the protection of the marine environment. But in a broader sense, it includes aspects such as the functioning of port infrastructure, shipbuilding and the military aspects of maritime activities. For Ukraine, in the context of European integration, the EU's experience in shaping maritime policy framework standards is of great importance. This is especially true of ways and means of planning in this area. An important factor is that the EU's approach is based on the concept of an integrated maritime policy. Special mention should be made of such techniques and methods of maritime policy formation as integrated maritime zone management and maritime spatial planning. At this background, the doctrinal foundations of Ukraine's maritime policy seem outdated. The Maritime Doctrine of Ukraine itself does not reflect modern standards for policy planning in this area. In addition, the experience of Ukraine shows the importance of the military-political factor of maritime policy. For Ukraine, this is due to the consequences of the illegal annexation of Crimea by the Russian Federation. This has led to the loss of effective control over significant maritime areas in the Black and Azov Seas. It is obvious that the Maritime Doctrine of Ukraine needs to be rethought and updated taking into account modern European standards of maritime space management. ; У статті розглядаються основні підходи до формування та адміністрування національної морської політики. Зазначається, що така політика грунтується на правах та обов'язках держави, які випливають із її зобов'язань в рамках міжнародних договорів з морських питань. Базовим міжнародним актом у цій сфері є Конвенція ООН з морського права 1982 року. Практична реалізація морської політики відбувається через морську адміністрацію. Остання є тим механізмом, який забезпечує ефективність впливу уряду на морську сферу. Здебільшого морська політика охоплює такі сфери як торговельне мореплавство та охорона морського природного середовища, але у більш широкому розумінні до неї включаються і функціонування портової інфраструктури, суднобудування та військові аспекти морської діяльності. Для України у контексті європейської інтеграції велике значення має досвід ЄС у сфері формування рамкових стандартів морської політики. Особливо це стосується шляхів і способів планування у цій сфері. Важливим фактором є те, що підхід ЄС заснований на концепції інтегрованої морської політики. Окремо необхідно зазначити такі прийоми та способи формування морської політики як інтегрований менеджмент морських зон і морське просторове планування. На цьому тлі доктринальні основи морської політики України виглядають застарілими, а сама Морська доктрина України не відображає сучасних стандартів до планування політики у цій сфері. Досвід України свідчить про важливість військово-політичного фактору морської політики. Для України це пов'язано із наслідками незаконної анексії Криму, яку здійснила Російська Федерація, що призвело до втрати ефективного контролю над значними морськими зонами у Чорному та Азовському морях. Очевидно, що Морська доктрина України потребує переосмислення та оновлення з урахуванням сучасних європейських стандартів управління морськими просторами.
