МОБІЛІЗАЦІЙНИЙ ПОТЕНЦІАЛ СУСПІЛЬСТВА: БІОПОЛІТИЧНИЙ АСПЕКТ
The main characteristics of the mobilization potential of society in the context of the implementation of biopolitics, inherent in Western societies in the first place, are considered. It is established that due to the increase of the level of social and political tension between the states and the states themselves, society itself, in the presence of the appropriate mobilization potential, can, in certain constituents, solve survival problems and adaptation. The dependence of the mobilization potential on the results of the application of biopolitics is investigated. The influence of political power on the formation and state of mobilization potential through biopolitics is analyzed. The content of the concepts of «biopower» and «biopolitics» is analyzed. It is established that in the conditions of the inability of world political players and various supranational structures to overcome tension at the global level, the importance of local political actions is increasing. The list of variables, on which the qualitative and quantitative indicators of the mobilization potential of a society depend, are highlighted. The scenarios of mobilization potential use from the position of the subject of use are analyzed. It is argued that civil society is the result of the implementation of biopolitics, regulated, dismantled and reproduced through it, and thus the mobilization potential of modern societies is also determined by it. The main characteristics of the biosocial system as a factor in the formation of the mobilization potential are considered. It is noted that the adaptive aspect of the mobilization potential within the system of political interactions highlights such specific phenomena of political order as conflict and competition.
