The expanded and comprehensive study of the way of life of the personalities of prominent figures who have made a significant contribution to the formation and development of homeland and world science remains a topical task of historical science at the present stage of its development. The article is devoted to the coverage and periodization of stages of life and activities in the field of railroad construction of the Russian Empire, of its second Minister of Railway Transport Volodymyr O.Bobrynskyi. The preconditions of V.O.Bobrynskyi's career growth have been considered. The article shows how the study at St. Petersburg University influenced the formation of V.O.Bobrynskyi's personality. The stages of the military career of V.O.Bobrynskyi during the Crimean War of 1854-1856 have been investigated. Analysis of V.O.Bobrynskyi's activity in different public positions until he was appointed as the Minister of Railway Transport, allowed to assess his contribution to state building and the development of the Russian Empire in various fields. It has been established that Volodymyr Bobrynskyi, acting as the Minister of Railway Transport of the Russian Empire, became the initiator of the construction of 27 railway lines, and as the creator of the network of railways, including the Ukrainian segment. His activities during the administration of the ministry were aimed at strategic directions for the development of railways, in particular: to establish links between the railways that were still divided; to ensure continuation of lines that were not adjacent to the general railway network; to connect internal provinces with seaports (with Mykolaiv and Mariupol); to develop the railways in the interests of the coal and mining industry, as well as the Vologda and Vyatka-Dvina lines. In addition, on the initiative of the Minister, it was envisaged to include two strategic railway lines - from Prague to Warsaw and from Lukov to Ivanogorod. Analysis of reforms of V.O.Bobrynskyi in the management of the railways showed that he successfully pursued a policy of removing from the state administration all the lines already built, and those that were still being built on the expense of the public purse. At the end of the ministerial activity of V.O.Bobrynskyi in September 1871, the length of the railways in the Russian Empire grew almost twice and exceeded 13 thousand miles and almost all of them belonged to private railway companies. The article shows the role of V.O.Bobrynskyi in solving the problem of constru-ction of narrow-gauge railways. And although his occupying the post of Minister of Railway Transport was short-lived, some two years, V.O.Bobrynskyi should be referred to the constellation of those ministers who successfully built railway transport and its facilities. ; Развернутое и всестороннее исследование жизненного пути персоналий выдающихся деятелей, внесших весомый вклад в становление и развитие отечественной и мировой науки, остается актуальной задачей исторической науки на современном этапе ее развития. Статья посвящена освещению и периодизации этапов жизни и деятельности на ниве развития железнодорожного транспорта Российской империи, ее второго министра путей сообщения Владимира Алексеевича Бобринского. Рассмотрены предпосылки карьерного роста В.А.Бобринского. Показано важную роль в формировании В.А.Бобринского как личности, такого этапа жизни, как обучение в Петербургском университете. Исследованы этапы военной карьеры В.А.Бобринского во время Крымской войны 1854-1856гг. Анализ деятельности В.А.Бобринского на различных государственных должностях до назначения министром путей сообщения, позволил оценить его вклад в строительство государства и развитие Российской империи в различных областях. Установлено, что в качестве министра путей сообщения Российской империи Владимир Алексеевич Бобринский выступал как инициатор строительства 27 железнодорожных линий, и как автор сети железных дорог, в частности украинского сегмента. Его деятельность во время управления министерством, была направлена на стратегические направления развития железных дорог, в частности: установить связь между железными дорогами, которые были еще разделены между собой; обеспечить продолжение линий, которые не примыкали к общей сети железных дорог; соединить внутренние губернии с морскими портами (с Николаевом и Мариуполем) осуществить развитие железных дорог в интересах каменноугольной и горнозаводской промышленности, а также Вологодской и Вятской-Двинской линий. Кроме того, по инициативе министра предполагалось включить в план две стратегические железнодорожные линии - от Праги до Варшавы и от Лукова к Ивангорода. Анализ реформ В.А.Бобринского в управлении железнодорожным хозяйством показал, что он успешно проводил политику изъятия из казенного управления всех железнодорожных линий, которые уже были построены, так и тех, что еще строились за счет казны. В конце министерской деятельности В.А.Бобринского в сентябре 1871 протяженность железных дорог в Российской империи выросла почти вдвое и превысила 13 000 верст и почти все они принадлежали частным железнодорожным обществам. В статье показана роль В.А.Бобринского в решении проблемы строительства узкоколейных железных дорог. Наприкінці міністерської діяльності В.О.Бобринського у вересні 1871 р. протяжність залізниць в Російській імперії зросла у майже вдвічі та перевищила 13 тисяч верст і майже усі вони належали приватним залізничним товариствам. У статті показана роль В.О.Бобринського у вирішенні проблеми будівництва вузькоколійних залізниць. І хоча його перебування на посаді міністра шляхів сполучення було нетривалим, якихось два роки, В.О.Бобринського слід відносити до плеяди тих міністрів, які вдало розбудовували залізничний транспорт та його господарство.
The article continues the series of publications devoted to the assessment of activities of the heads of the Ministry of Railways of the Russian Empire. In this article, the authors attempt to systematize and analyze historical data on the activities of Klavdii Semyonovich Nemeshaev as the Minister of Railways of the Russian Empire. There are numerous biographical studies devoted to K.S.Nemeshaev, but little is known about his activities as a minister, and to date the data are scattered and not systematized. The analysis of archival materials, scientific publications, memoirs of Nemeshaev's contemporaries and colleagues allowed us to conduct a detailed assessment of his activities and ministerial policy. It has been found that despite his short term of office, Nemeshaev's consistent policy and extensive managerial experience allowed him to carry out two significant reforms in a short time. The first one involved redistribution of the state-owned railway lines between separate local administrations and merging them into larger groups, which was important in terms of improving their operations and facilitating the cost efficiency, as well as speeding up freight traffic. In opinion of the authors of this article, another important achievement of Nemeshaev as the Minister of Railways was the establishment in 1906 of the central, local and district committees regulating mass transportation of goods. This was the first centralized measure aimed at managing the rolling stock. Nemeshaev's extensive managerial experience, high erudition and energy also led to prominent outcomes in some other areas of the Ministry operation. Attempts were made to create syndicates of shipowners in river transport. Modernization of river and sea vessels was carried out. Works on projects for the development of the Northern Sea Route has begun. The article also assesses the development and construction of railway network in the Russian Empire during Nemeshaev's office, in particular, of the Amur Line and Moscow Encircle Railway, as well as the increase in the capacity of the Trans-Siberian Railway. It has been found out that K.S.Nemeshaev paid great attention to various social aspects of railway employees' activities. The article also highlights the legislative policy of the Ministry of Railways of that period. Nemeshaev's participation in the preparation of the French scientist's Paul Pelliot and the Russian officer's Carl Gustaf Mannerheim joint trip to China has been analyzed. Due to the mass replacement of light and worn-out rails on state-owned railways with heavier ones and the need to discharge a significant number of steam locomotives built in the 1850s and 1860s, an introduction of more powerful steam locomotives was expedient. The article discusses K.S.Nemeshaev's contribution to the development of technology and the introduction of a new type of freight steam locomotive for state-owned railways. В данной статье авторы сделали попытку систематизировать и проанализировать исторические данные о деятельности Клавдия Семеновича Немешаева на посту Министра путей сообщения Российской империи. В отличие от многочисленных биографических исследований, посвященных К.С.Немешаеву, о его деятельности на посту министра сведений мало, и они до сих пор носили разрозненный и не систематизированный характер. Анализ архивных материалов, научных публикаций, мемуаров современников и коллег Немешаева, позволили провести детальную оценку его деятельности и политики управления министерством. Показано, что несмотря на короткий срок руководством ведомством, последовательная политика Немешаева и большой опыт руководящей работы, позволили ему в сжатые сроки провести две значительные реформы. Первая заключалась в перегруппировке казенных железнодорожных линий между отдельными местными управлениями и объединении их в более крупные группы, что имело важное значение как для улучшения и удешевления их эксплуатации, так и для ускорения товарного движения. Еще одним из важнейших достижений Немешаева на посту Министра путей сообщения, авторы данной статьи считают учреждение в 1906 году центральных, местных и порайонных комитетов по регулированию массовых перевозок грузов. Это была первая централизованная мера по регулированию вагонного парка. Большой управленческий опыт, высокая эрудированность и энергичность Немешаева, обуславливали также отдельные успехи на других направлениях работы вверенного ему ведомства. Предпринимались попытки создания синдикатов судовладельцев на речном транспорте. Происходила модернизация речных и морских судов. Началась разработка проектов освоения Северного морского пути. Дана оценка развития и строительства сети железных дорог в Российской империи, во время управления министерством Немешаева, в частности Амурской линии и Московской окружной железной дороги, увеличения пропускной способности Транссиба. Показано, что далеко не на последнем месте для К. С. Немешаева были различные социальные аспекты, касающиеся деятельности служащих железных дорог. Также в статье рассмотрена законотворческая политика Министерства путей сообщения тех лет. Рассмотрено участие Немешаева в подготовке путешествия французского ученого Поля Пеллио и российского офицера Карла Густава Маннергейма в Китай. В связи с массовой заменой на казенных железных дорогах легких и износившихся рельсов более тяжелыми и необходимостью списания с инвентаря значительного количества паровозов постройки 1850-х и 1860-х годов целесообразно было ввести паровозы более мощного типа. Показан вклад К. С. Немешаева в развитие техники и создание нового типа товарного паровоза для казенных железных дорог. Ще одним з найважливіших досягнень Немішаєва на посаді Міністра шляхів сполучення, автори даної статті вважають створення в 1906 році центральних, місцевих та порайонних комітетів з регулювання масових перевезень вантажів. Це була перша централізована міра з регулювання вагонного парку. Великий управлінський досвід, висока ерудованість і енергійність Немішаєва, обумовлювали також окремі успіхи на інших напрямках роботи ввіреного йому відомства. Були спроби створення синдикатів судновласників на річковому транспорті. Відбувалася модернізація річкових і морських судів. Почалася розробка проектів освоєння Північного морського шляху. Дана оцінка розвитку і будівництва мережі залізниць в Російській імперії, під час керування міністерством Немішаєва, зокрема Амурської лінії і Московської окружної залізниці, збільшення пропускної здатності Транссибу. Показано, що далеко не на останньому місці для К.С.Немішаєва були різні соціальні аспекти, що стосуються діяльності службовців залізниць. Також в статті розглянута законотворча політика Міністерства шляхів сполучення тих років. Розглянуто участь Немішаєве в підготовці подорожі французького вченого Поля Пеллі і російського офіцера Карла Густава Маннергейма в Китай. У зв'язку з масовою заміною на казенних залізницях легких і зношених рейок важчими, і необхідністю списання з інвентарю значної кількості паровозів споруди 1850-х і 1860-х років, доцільно було ввести паровози більш потужного типу. Показаний внесок К.С.Немішаєва в розвиток техніки і створення нового типу товарного паровоза для казенних залізниць. Дана оцінка політичними поглядами Немішаєва.
The issue of the journal opens with an article dedicated to the formation of metrology as government regulated activity in France. The article has discussed the historical process of development of metrological activity in France. It was revealed that the history of metrology is considered as an auxiliary historical and ethnographic discipline from a social and philosophical point of view as the evolution of scientific approaches to the definition of individual units of physical quantities and branches of metrology. However, in the scientific literature, the little attention is paid to the process of a development of a centralized institutional metrology system that is the organizational basis for ensuring the uniformity of measurements. The article by Irena Grebtsova and Maryna Kovalska is devoted to the of the development of the source criticism's knowledge in the Imperial Novorossiya University which was founded in the second half of the XIX century in Odesa. Grounding on a large complex of general scientific methods, and a historical method and source criticism, the authors identified the stages of the formation of source criticism in the process of teaching historical disciplines at the university, what they based on an analysis of the teaching activities of professors and associate professors of the Faculty of History and Philology. In the article, the development of the foundations of source criticism is considered as a complex process, which in Western European and Russian science was the result of the development of the theory and practice of everyday dialogue between scientists and historical sources. This process had a great influence on the advancement of a historical education in university, which was one of the important factors in the formation of source studies as a scientific discipline. The article by Tetiana Malovichko is devoted to the study of what changes the course of the probability theory has undergone from the end of the 19th century to our time based on the analysis of The Theory of Probabilities textbook by VasylP.Ermakov published in 1878. The paper contains a comparative analysis of The Probability Theory textbook and modern educational literature. The birth of children after infertility treatment of married couples with the help of assisted reproductive technologies has become a reality after many years of basic research on the physiology of reproductive system, development of oocyte's in vitro fertilization methods and cultivation of embryos at pre-implantation stages. Given the widespread use of assisted reproductive technologies in modern medical practice and the great interest of society to this problem, the aim of the study authors from the Institute for Problems of Cryobiology and Cryomedicine of the National Academy of Sciences of Ukraine was to trace the main stages and key events of assisted reproductive technologies in the world and in Ukraine, as well as to highlight the activities of outstanding scientists of domestic and world science who were at the origins of the development of this area. As a result of the work, it has been shown that despite certain ethical and social biases, the discovery of individual predecessor scientists became the basis for the efforts of Robert Edwards and Patrick Steptoe to ensure birth of the world's first child, whose conception occurred outside the mother's body. There are also historical facts and unique photos from our own archive, which confirm the fact of the first successful oocyte in vitro fertilization and the birth of a child after the use of assisted reproductive technologies in Ukraine. In the next article, the authors tried to consider and structure the stages of development and creation of the "Yermak", the world's first Arctic icebreaker, and analyzed the stages of preparation and the results of its first expeditions to explore the Arctic. Systematic analysis of historical sources and biographical material allowed to separate and comprehensively consider the conditions and prehistory for the development and creation of "Yermak" icebreaker. Also, the authors gave an assessment to the role of Vice Admiral Stepan Osypovych Makarov in those events, and analyzed the role of Sergei Yulyevich Witte, Dmitri Ivanovich Mendeleev and Pyotr Petrovich Semenov-Tian-Shansky in the preparation and implementation of the first Arctic expeditions of the "Yermak"icebreaker. The authors of the following article considered the historical aspects of construction and operation of train ferry routes. The article deals with the analysis and systematization of the data on the historical development of train ferry routes and describes the background for the construction of train ferry routes and their advantages over other combined transport types. It also deals with the basic features of the train ferries operating on the main international train ferry routes. The study is concerned with both sea routes and routes across rivers and lakes. The article shows the role of train ferry routes in the improvement of a national economy, and in the provision of the military defense. An analysis of numerous artefacts of the first third of the 20th century suggests that the production of many varieties of art-and-industrial ceramics developed in Halychyna, in particular architectural ceramic plastics, a variety of functional ceramics, decorative tiles, ceramic tiles, facing tiles, etc. The artistic features of Halychyna art ceramics, the richness of methods for decorating and shaping it, stylistic features, as well as numerous art societies, scientific and professional associations, groups, plants and factories specializing in the production of ceramics reflect the general development of this industry in the first half of the century and represent the prerequisites the emergence of the school of professional ceramics in Halychyna at the beginning of the 20th century. The purpose of the next paper is to analyze the formation and development of scientific and professional schools of art-and-industrial ceramics of Halychyna in the late 19th – early 20th centuries. During the environmental crisis, electric transport (e-transport) is becoming a matter for scientific inquiry, a subject of discussion in politics and among public figures. In the program for developing the municipal services of Ukraine, priorities are given to the development of the infrastructure of ecological transport: trolleybuses, electric buses, electric cars. The increased attention to e-transport on the part of the scientific community, politicians, and the public actualizes the study of its history, development, features of operation, etc. The aim of the next study is to highlight little-known facts of the history of production and operation of MAN trolleybuses in Ukrainian cities, as well as to introduce their technical characteristics into scientific circulation. The types, specific design solutions of the first MAN trolleybus generation and the prerequisites for their appearance in Chernivtsi have been determined. Particular attention has been paid to trolleybuses that were in operation in Germany and other Western European countries from the first half of the 1930s to the early 1950s. The paper traces the stages of operation of the MAN trolleybuses in Chernivtsi, where they worked during 1939–1944 and after the end of the Second World War, they were transferred to Kyiv. After two years of operation in the Ukrainian capital, the trolleybuses entered the routes in Dnipropetrovsk during 1947–1951. The purpose of the article by authors from the State University of Infrastructure and Technologies of Ukraine is to thoroughly analyze unpaved roads of the late 18th – early 19th century, as well as the project of the first wooden trackway as the forerunner of the Bukovyna railways. To achieve this purpose, the authors first reviewed how railways were constructed in the Austrian Empire during 1830s – 1850s. Then, in contrast with the first railway networks that emerged and developed in the Austrian Empire, the authors made an analysis of the condition and characteristics of unpaved roads in Bukovyna. The increased attention to e-transport on the part of the scientific community, politicians, and the public actualizes the study of its history, development, features of operation, etc. The aim of the next study is to highlight little-known facts of the history of production and operation of MAN trolleybuses in Ukrainian cities, as well as to introduce their technical characteristics into scientific circulation. The types, specific design solutions of the first MAN trolleybus generation and the prerequisites for their appearance in Chernivtsi have been determined. Particular attention has been paid to trolleybuses that were in operation in Germany and other Western European countries from the first half of the 1930s to the early 1950s. The paper traces the stages of operation of the MAN trolleybuses in Chernivtsi, where they worked during 1939–1944 and after the end of the Second World War, they were transferred to Kyiv. After two years of operation in the Ukrainian capital, the trolleybuses entered the routes in Dnipropetrovsk during 1947–1951. The purpose of the article by authors from the State University of Infrastructure and Technologies of Ukraine is to thoroughly analyze unpaved roads of the late 18th – early 19th century, as well as the project of the first wooden trackway as the forerunner of the Bukovyna railways. To achieve this purpose, the authors first reviewed how railways were constructed in the Austrian Empire during 1830s – 1850s. However, in the scientific literature, the little attention is paid to the process of a development of a centralized institutional metrology system that is the organizational basis for ensuring the uniformity of measurements. Grounding on a large complex of general scientific methods, and a historical method and source criticism, the authors identified the stages of the formation of source criticism in the process of teaching historical disciplines at the university, what they based on an analysis of the teaching activities of professors and associate professors of the Faculty of History and Philology. The birth of children after infertility treatment of married couples with the help of assisted reproductive technologies has become a reality after many years of basic research on the physiology of reproductive system, development of oocyte's in vitro fertilization methods and cultivation of embryos at pre-implantation stages. Given the widespread use of assisted reproductive technologies in modern medical practice and the great interest of society to this problem, the aim of the study authors from the Institute for Problems of Cryobiology and Cryomedicine of the National Academy of Sciences of Ukraine was to trace the main stages and key events of assisted reproductive technologies in the world and in Ukraine, as well as to highlight the activities of outstanding scientists of domestic and world science who were at the origins of the development of this area. As a result of the work, it has been shown that despite certain ethical and social biases, the discovery of individual predecessor scientists became the basis for the efforts of Robert Edwards and Patrick Steptoe to ensure birth of the world's first child, whose conception occurred outside the mother's body. There are also historical facts and unique photos from our own archive, which confirm the fact of the first successful oocyte in vitro fertilization and the birth of a child after the use of assisted reproductive technologies in Ukraine. The article shows the role of train ferry routes in the improvement of a national economy, and in the provision of the military defense. The existence of a single system of functioning of the Zaporizhzhia production association "Motorobudivnyk" (now the Public Joint Stock Company "Motor Sich") and the Zaporizhzhia Machine-Building Design Bureau "Progress" (now the State Enterprise "Ivchenko – Progress") has been taken into account. Leonid Griffen and Nadiia Ryzheva present their vision of the essence of technology as a socio-historical phenomenon. The article reveals the authors' vision of the essence of the technology as a sociohistorical phenomenon. It is based on the idea that technology is not only a set of technical devices but a segment of the general system – a society – located between a social medium and its natural surroundings in the form of a peculiar social technosphere, which simultaneously separates and connects them. Definitely the article by Denis Kislov, which examines the period from the end of the XVII century to the beginning of the XIX century, is also of interest, when on the basis of deep philosophical concepts, a new vision of the development of statehood and human values raised. This period is one of the worst studied in the history of Soviet archaeology. But it was the time when in the USSR archaeological researches reached the summit, quantitative methods and methods of natural sciences were applied and interest in theoretical issues had grown in archaeology. Now there are a lot of publications dedicated to theoretical discussions between archaeologists from Leningrad but the same researches about Kyiv scholars are still unknown The legacy of St.Luke in medical science, authors from Greece - this study aims to highlight key elements of the life of Valentyn Feliksovych Voino-Yasenetskyi and his scientific contribution to medicine. Among the scientists of European greatness, who at the turn of the XIX and XX centuries showed interest to the folklore of Galicia (Halychyna) and Galician Ukrainians, contributed to their national and cultural revival, one of the leading places is occupied by the outstanding Ukrainian scientist Ivan Verkhratskyi. He was both naturalist and philologist, as well as folklorist and ethnographer, organizer of scientific work, publisher and popularizer of Ukrainian literature, translator, publicist and famous public figure. I.H.Verkhratskyi was also an outstanding researcher of plants and animals of Eastern Galicia, a connoisseur of insects, especially butterflies, the author of the first school textbooks on natural science written in Ukrainian. A new emerging field that has seen the application of the drone technology is the healthcare sector. Over the years, the health sector has increasingly relied on the device for timely transportation of essential articles across the globe. Since its introduction in health, scholars have attempted to address the impact of drones on healthcare across Africa and the world at large. Among other things, it has been reported by scholars that the device has the ability to overcome the menace of weather constraints, inadequate personnel and inaccessible roads within the healthcare sector. This notwithstanding, data on drones and drone application in Ghana and her healthcare sector in particular appears to be little within the drone literature. Also, little attempt has been made by scholars to highlight the use of drones in African countries. By using a narrative review approach, the current study attempts to address the gap above. By this approach, a thorough literature search was performed to locate and assess scientific materials involving the application of drones in the military field and in the medical systems of Africans and Ghanaians in particular. The paper by Artemii Bernatskyi and Vladyslav Khaskin is devoted to the analysis of the history of the laser creation as one of the greatest technical inventions of the 20th century. This paper focuses on establishing a relation between the periodization of the stages of creation and implementation of certain types of lasers, with their influence on the invention of certain types of equipment and industrial technologies for processing the materials, the development of certain branches of the economy, and scientific-technological progress as a whole. The paper discusses the stages of: invention of the first laser; creation of the first commercial lasers; development of the first applications of lasers in industrial technologies for processing the materials. Special attention is paid to the "patent wars" that accompanied different stages of the creation of lasers. A comparative analysis of the market development for laser technology from the stage of creation to the present has been carried out. Theoretical research to study blade weapons of the World War I period and the typology of the bayonets of that period, which made it possible to put forward an assumption about the possible identification of the object as a modified bayonet to the Mauser rifle has been carried out. Metal science expert examination was based on X-ray fluorescence spectrometry to determine the concentration of elements in the sample from the cleaned part of the blade. A comparative analysis of the market development for laser technology from the stage of creation to the present has been carried out. Nineteenth-century world exhibitions were platforms to demonstrate technical and technological changes that witnessed the modernization and industrialization of the world. World exhibitions have contributed to the promotion of new inventions and the popularization of already known, as well as the emergence of art objects of world importance. One of the most important world events at the turn of the century was the 1900 World's Fair in Paris. Thus, the author has tried to analyze the participation of representatives of the sugar industry in the World's Fair in 1900 and to define the role of exhibitions as indicators of economic development, to show the importance and influence of private entrepreneurs, especially from Ukraine, on the sugar industry and international contacts. The article by Viktor Verhunov highlights the life and creative path of the outstanding domestic scientist, theorist, methodologist and practitioner of agricultural engineering K.G.Schindler, associated with the formation of agricultural mechanics in Ukraine. The methodological foundation of the research is the principles of historicism, scientific nature and objectivity in reproducing the phenomena of the past based on the complex use of general scientific, special, interdisciplinary methods. For the first time a number of documents from Russian and Ukrainian archives, which reflect some facts of the professional biography of the scientist, were introduced into scientific circulation. The authors from Kremenchuk National University named after Mykhailo Ostrohradskyi presented a fascinating study of a bayonet fragment with severe damages of metal found in the city Kremenchuk (Ukraine) in one of the canals on the outskirts of the city, near the Dnipro River. Theoretical research to study blade weapons of the World War I period and the typology of the bayonets of that period, which made it possible to put forward an assumption about the possible identification of the object as a modified bayonet to the Mauser rifle has been carried out. Metal science expert examination was based on X-ray fluorescence spectrometry to determine the concentration of elements in the sample from the cleaned part of the blade. In the article by Mykola Ruban and Vadym Ponomarenko on the basis of the complex analysis of sources and scientific literature the attempt to investigate historical circumstances of development and construction of shunting electric locomotives at the Dnipropetrovsk electric locomotive plant has been made. The next scientific article continues the series of publications devoted to the assessment of activities of the heads of the Ministry of Railways of the Russian Empire. In this article, the authors have attempted to systematize and analyze historical data on the activities of Klavdii Semyonovych Nemeshaev as the Minister of Railways of the Russian Empire. The article also assesses the development and construction of railway network in the Russian Empire during Nemeshaev's office, in particular, of the Amur Line and Moscow Encircle Railway, as well as the increase in the capacity of the Trans-Siberian Railway. The article discusses K.S.Nemeshaev's contribution to the development of technology and the introduction of a new type of freight steam locomotive for state-owned railways. The first of these articles came in late 2019, when the world did not know yet these terrible words: Corona virus disease 2019 (COVID-19); severe acute respiratory syndrome Corona virus 2 (SARS-CoV-2)… COVID-19 was first identified in December 2019 in Wuhan, China, and has since spread worldwide, resulting in an ongoing pandemic. As on May 29, 2020, when these lines were written, more than 5800000 cases were recorded in 188 countries, killing more than 359000 people. We hope that humanity will invent a vaccine as soon as possible, and these horrific death statistics will first stop growing and then stop altogether. For this, many events and activities are important, as history shows. Including the history of the development of science and technology, that is the subject area of our publication. In many sources on the history of electric power production the evolution of electric power production was studied both in developed and developing countries and its impact on economy. The growing demand for electric power became the most problem that stood before the power sector of Ghana. This issue begins with an article examining activities that in many ways helped to create a sustainable electricity supply for households and industries in Ghana, especially in the cities of Accra and Kumasi, between 1900 and 1960. Scientific-technical borrowings are one of those types of scientific support for the work of industrial sectors, whose role in the conditions of exiting the crisis to acquiring the particular importance. Since the mid-1920s, they have become the main way of scientific support for the organization of the development of Ukrainian electric machine-building industry in the context of large-scale electrification of the country. That was due to the need for a quick withdrawal of this industry from the previous crisis in the absence in the Ukrainian SSR of its own scientific support system for the electric machine engineering. An example of this measure, which was considered in the study, was an attempt to achieve the fastest possible increase in productivity of the Kharkiv Electromechanical Plant at minimal financial cost. The next article analyzes the activities of the mining industry in the south of the Russian Empire, of which Ukraine was a part of that time. An analysis of the so-called "coal crisis" and the role of large miners in collusion has been made. Market monopolization has been considered. Emphasis is made on the customs policy of the tsarist government, speculation on temporary fuel difficulties. The study shows that in the last quarter of the nineteenth century there was a consolidation and monopolization of the mining industry in the south of the Russian Empire. In the 21st century, every reputable journal also has an online version, which makes the dissemination of scientific information almost instantaneous. We are so accustomed to the conveniences of the information age that it is difficult for us to imagine the difficulties that scientists faced a little over 150 years ago. The genesis of science launched the process of forming branch of scientific communities and demanded stable ways of communication for productive and effective development of the branch. Scientific journals have become an ideal means of disseminating information, and a scientific article has been transformed from an ordinary letter into a modern form and has taken on an ideal form. The importance of international communication between scientists, on the example of consideration of the activities of Valerian Mykolaiovych Lihin, is discussed in the following study. He became the first Russian-speaking member of one of the oldest Mathematical Societies in Europe - the French. V. Lihin broke the tradition of "isolated" science when discoveries in the Russian Empire (and later in the USSR) were made separately from the rest of the world. In the next article an attempt to investigate in a chronological order the historical circumstances on the formation and development of the mainline electric locomotives engineering at the Luhansk diesel locomotives engineering plant (1957–2014) has been made. Historical and biographical research is continued by the article, which considers the factors shaping the scientific worldview of Mykola Pavlovych Petrov - an outstanding scientist and engineer against the background of his initiative and organizational efforts to develop the domestic scientific and technical space of the late nineteenth - early twentieth The article devoted to highlighting the contribution of academician Mariia Vasylivna Pavlova (Gortynska) in the development of palaeozoology science at the end of the XIX – the first third of the XX centuries continues the cycle of historical and biographical researches. We hope that our readers will be interested in scientific work, examining the research of Russian women in the field of human genetics in 1920-1930. The main task of the article was to determine the contribution of women scientists to the development of different fields of human genetics. Particular attention was given to reconstructing women's geneticists' research work, reviewing the content of their publications, and analyzing the theoretical and methodological approaches they employed in solving various scientific problems. In the history of Ukrainian archeology, there are many names of outstanding researchers who have devoted their lives to the study of our antiquity. Among them is Yulian Kulakovskyi, a well-known domestic historian and archeologist. In 1883 Yu. A. Kulakovskyi joined the Nestor Chronicler Historical Society. Since that time, his life and career have been closely linked to this scientific union. The analysis of the results of researches in the field of late antique archeology of the Crimea, published on the pages of "Readings of the Historical Society of Nestor the Chronicler", is discussed in the next article. The development of the spread of COVID-19 shows that in the fight against it in the first place are such measures and actions as unrestricted access to information on methods of combating the spread of the virus; exchange of data at the international level on treatment methods of the disease; communication between scientists from different countries; timely quarantine measures, etc. In this sense, it is important to study the historical experience of mankind in the fight against pandemics. This issue of the journal History of Science and Technology concludes with an article on a critical analysis of nineteenth-century military interventions as the main cause of the spread of infectious diseases internationally. Emerging problems and solutions obtained as a result of a critical analysis of the materials of the International Sanitary Conferences reveal the history of the spread of infectious diseases and the methods of early statistics used for epidemiological purposes. Concluding this Preface, we emphasize once again the importance of a comprehensive study of international historical experience in the development of science and technology. The year 2020, verging to a close, is one of the most difficult and hardest years in the life of mankind over the last century. Unfortunately, it is in the 20th year of each century for the last several hundred years that human civilization has been suffering from another global pandemic (to say nothing of local and regional pandemics)… Several pandemics of plague killed at least 300 million people, and the highest incidence in Europe occurred in 1720‒1722. In 1817‒1824, the First Cholera Pandemic spread across the world. One hundred years later, in 1918‒1920, fifty million lives worldwide were claimed by the Spanish flu (H1N1). For a year now, starting in December 2019 and throughout 2020, the entire world is fighting the 21st century pandemic – the global COVID-19 outbreak caused by the SARS-CoV-2 coronavirus. Despite all the difficulties that humanity faces today, life goes on, and the world scientific community is persistently looking for ways to get out of the latest pandemic trap. The world has learned the lessons of pandemics and learned to use the acquired knowledge and scientific legacy of past generations. This led to a quick response to the challenges that life presents us. In December 2020, at this writing, several pharmaceutical companies have already announced the invention of vaccines and the final stages of their trials. We hope that our esteemed authors and readership will witness yet another victory of science over the world's evil. 10 years ago to the day, creation of the History of Science and Technology journal began. Therefore, we would like to summarize some of the work undertaken over the years. The first issue of History of Science and Technology was published in 2011. The founder of the journal was the State Economy and Technology University of Transport. State Economy and Technology University of Transport was one of the three universities in Ukraine that mainly trained specialists for the railway industry. It is the teachers, students and staff of the State Economy and Technology University of Transport who became the primary authors of the first journal issues. Therefore, in the first years after the journal was created, its focus on the study of the history of the development of railway transport and related areas was apparent. Back then the journal was titled History of Science and Technology: Collection of scientific papers of the State Economic and Technological University of Transport. Printed versions of the journal were regularly distributed in libraries of higher educational institutions and research institutions of Ukraine. The electronic version of the full-text issue of the journal (without division into separate articles) was posted on the University library website. Gradually, the journal began to gain popularity, and as far back as in 2013‒2015 it received a large audience of readers and authors across regions and organizations from all over Ukraine. Accordingly, the themes of the articles changed, being no longer limited to rail transport, but extended to the study of the history of all branches of science and various technologies instead. In 2016, the journal History of Science and Technology replaced its founder. It was the State University of Infrastructure and Technologies which was established through the decree of Ukrainian government dated February 29, 2016 by way of merger of two metropolitan higher educational institutions – Kyiv State Maritime Academy named after hetman Petro Konashevych-Sahaidachnyi and State Economy and Technology University of Transport. Accordingly, the name of the journal has changed into History of Science and Technology: Collection of scientific papers of State University of Infrastructure and Technologies. The next stage in the life of the journal was the creation of its separate website in March 2018. Since then, work has begun on a deeper reform of the journal, which continues to this day. History of Science and Technology journal is constantly changing. Thus, steps have been taken to improve the design of the journal and bring it into line with internationally recognized standards. The composition of the journal's editorial board has undergone significant personnel changes. In April 2019, it underwent state re-registration of the print media and acquired its current name – History of Science and Technology journal. However, fundamental steps have been taken towards filling the journal with original and high-qualty scientific content that would be of interest not only to the Ukrainian reader but also to foreign reader. Strict analysis in the selection of articles, strict plagiarism policy, independent double-blind peer review, as well as numerous other steps and innovations, have affected the number of published articles. If in 2019 approximately 25% of submitted articles were rejected, in 2020 this figure reaches almost 60%. Although hopefully, a change in quality of articles for the better followed the change in their number. They have really become interesting to the international world community, as evidenced by statistics on daily visits to the journal's website by representatives from around the world. The journal generated interest among authors from different countries and continents. In the first issue of History of Science and Technology for the year 2020, articles by authors representing universities and research organizations from Ghana, Canada, USA, Spain, Russia and Ukraine were published. Thus, in the second issue of 2020, History of Science and Technology journal introduces its readers to articles by authors from around the world, namely Azerbaijan, India, Indonesia, Italy, Spain and Ukraine. While summing up our 10 years' work, we would like not to be limited to bare figures. Thus, History of Science and Technology has published 10 volumes and 17issues over the years, which include more than 400 articles by various authors. And of course, each of these published articles has undergone a great deal of work by authors, editors, reviewers, proof-readers, print workers, etc. All these people primarily have always been trying to make History of Science and Technology journal interesting for you, our Readers! The electronic version of the full-text issue of the journal (without division into separate articles) was posted on the University library website. Gradually, the journal began to gain popularity, and as far back as in 2013‒2015 it received a large audience of readers and authors across regions and organizations from all over Ukraine. Accordingly, the themes of the articles changed, being no longer limited to rail transport, but extended to the study of the history of all branches of science and various technologies instead. In 2016, the journal History of Science and Technology replaced its founder. It was the State University of Infrastructure and Technologies which was established through the decree of Ukrainian government dated February 29, 2016 by way of merger of two metropolitan higher educational institutions – Kyiv State Maritime Academy named after hetman Petro Konashevych-Sahaidachnyi and State Economy and Technology University of Transport. Accordingly, the name of the journal has changed into History of Science and Technology: Collection of scientific papers of State University of Infrastructure and Technologies. The next stage in the life of the journal was the creation of its separate website in March 2018. Since then, work has begun on a deeper reform of the journal, which continues to this day. History of Science and Technology journal is constantly changing. Thus, steps have been taken to improve the design of the journal and bring it into line with internationally recognized standards. The composition of the journal's editorial board has undergone significant personnel changes. In April 2019, it underwent state re-registration of the print media and acquired its current name – History of Science and Technology journal. However, fundamental steps have been taken towards filling the journal with original and high-qualty scientific content that would be of interest not only to the Ukrainian reader but also to foreign reader. Strict analysis in the selection of articles, strict plagiarism policy, independent double-blind peer review, as well as numerous other steps and innovations, have affected the number of published articles. If in 2019 approximately 25% of submitted articles were rejected, in 2020 this figure reaches almost 60%. Although hopefully, a change in quality of articles for the better followed the change in their number. They have really become interesting to the international world community, as evidenced by statistics on daily visits to the journal's website by representatives from around the world. The journal generated interest among authors from different countries and continents. In the first issue of History of Science and Technology for the year 2020, articles by authors representing universities and research organizations from Ghana, Canada, USA, Spain, Russia and Ukraine were published. Thus, in the second issue of 2020, History of Science and Technology journal introduces its readers to articles by authors from around the world, namely Azerbaijan, India, Indonesia, Italy, Spain and Ukraine. While summing up our 10 years' work, we would like not to be limited to bare figures. Thus, History of Science and Technology has published 10 volumes and 17issues over the years, which include more than 400 articles by various authors. And of course, each of these published articles has undergone a great deal of work by authors, editors, reviewers, proof-readers, print workers, etc. All these people primarily have always been trying to make History of Science and Technology journal interesting for you, our Readers! Our team will keep working enthusiastically and persistently on it! ; The year 2020, verging to a close, is one of the most difficult and hardest years in the life of mankind over the last century. Unfortunately, it is in the 20th year of each century for the last several hundred years that human civilization has been suffering from another global pandemic (to say nothing of local and regional pandemics)… Several pandemics of plague killed at least 300 million people, and the highest incidence in Europe occurred in 1720‒1722. In 1817‒1824, the First Cholera Pandemic spread across the world. One hundred years later, in 1918‒1920, fifty million lives worldwide were claimed by the Spanish flu (H1N1). For a year now, starting in December 2019 and throughout 2020, the entire world is fighting the 21st century pandemic – the global COVID-19 outbreak caused by the SARS-CoV-2 coronavirus. Despite all the difficulties that humanity faces today, life goes on, and the world scientific community is persistently looking for ways to get out of the latest pandemic trap. The world has learned the lessons of pandemics and learned to use the acquired knowledge and scientific legacy of past generations. This led to a quick response to the challenges that life presents us. In December 2020, at this writing, several pharmaceutical companies have already announced the invention of vaccines and the final stages of their trials. We hope that our esteemed authors and readership will witness yet another victory of science over the world's evil. 10 years ago to the day, creation of the History of Science and Technology journal began. Therefore, we would like to summarize some of the work undertaken over the years. The first issue of History of Science and Technology was published in 2011. State Economy and Technology University of Transport was one of the three universities in Ukraine that mainly trained specialists for the railway industry.
