Статья содержит сравнительный анализ основных положений антикоррупционного законодательства Республики Беларусь и Российской Федерации. Предметом исследования являются Закон Республики Беларусь «О борьбе с коррупцией и Федеральный Закон «О противодействии коррупции, а также уголовные кодексы и законодательство об административной ответственности двух стран. В статье акцентируется внимание на общих правовых подходах и различиях в антикоррупционном законодательстве двух стран. ; The article contains a comparative analysis of the main provisions of the anti-corruption legislation of the Republic of Belarus and the Russian Federation. The subject of the research is the Law of the Republic of Belarus "On Combating Corruption and the Federal Law" On Combating Corruption, as well as criminal codes and legislation on administrative responsibility of the two countries. The article focuses on common legal approaches and differences in the anti-corruption legislation of the two countries.
In the article the problems of tutoring, as component individualization of studies, are considered. Authors estimate the attempts of some Ukrainian scientists to equate the functions of tutor and of counsel known yet from soviet times of academic group critically. Moreover, the current Ukrainian legislation does not give determination of concept "counsel" and does not envisage this activity. Implementation of tutor functions needs certain knowledge and abilities, forming of that is not envisaged by maintenance of traditional preparation of teacher and personality internalss that today does not have support in the legislative field of Ukraine. Therefore that is why logically to lean against western scientific and practical revisions from this object. Actuality and necessity of tutoring, – here authors support opinion of some other scientists, - are conditioned by the primary purpose of British education – by the development of ability to think, that is realized in mainly due to independent work of student at accompaniment of tutor. Authors pay attention to that in Oxford and Cambridge of tutors occupy important position as regular units, providing a feed-back between a student and concrete teacher and all faculty advisors. Tutor here is a tutor that is fastened after every student, and conducts him to the end of studies. He elects the programs for a ward student, recommends him the certain algorithm of study, and controls all process. Due to the role of counsels of studies in Oxford becomes individual in a great deal. The German model of education, that envisaged no freedom and choice and only hard discipline and limitation, was used in Ukraine, This model was brought yet in the days of tsar's Russia by М. Lomonosov. But present time requires from education new approaches, methods and facilities. One from such systems and there is tutoring. Thus, there is an urgent requirement in bringing of profession of tutor to the National classifier of Ukraine SK 003: a 2010 «Classifier of professions». ; В статті розглянуті проблеми тьюторинга, як складової індивідуалізації навчання. Автори критично оцінюють спроби деяких українських вчених ототожнювати функції тьютора і відомого ще з радянських часів куратора академічної групи. Більше того, чинне українське законодавство не дає визначення поняття «куратор» і не передбачає цю діяльність. Виконання функцій тьютора потребує певних знань і вмінь, формування яких не передбачено змістом традиційної підготовки викладача і особистісних якостей, які сьогодні не мають підтримки в законодавчому полі України. Тому логічно тому спиратися на західні наукові і практичні доробки з цього предмету. Актуальність та необхідність тьюторингу, – тут автори підтримують думку деяких інших вчених, – обумовлена основною метою британської освіти – розвитком уміння мислити, яке реалізовується в переважно завдяки самостійній роботі студента за супроводу тьютора. Автори звертають увагу на те, що в Оксфорді й Кембриджі тьютори займають важливе становище як штатні одиниці, забезпечуючи зворотній зв'язок між студентом і конкретним викладачем та всім професорсько-викладацьким складом. Тьютор тут – це наставник, який закріплюється за кожним студентом, і веде його до кінця навчання. Він підбирає програми для підопічного студента, рекомендує йому певний алгоритм зайняття, контролює увесь процес. Завдяки ролі кураторів навчання в Оксфорді стає багато в чому індивідуальним. В Україні застосовувалась німецька модель освіти, яка не передбачала ніякої свободи і вибору, а лише жорстку дисципліну і обмеження. Цю модель привіз ще за часів царської Росії М. Ломоносов. Але сьогодення вимагає від освіти нових підходів, методів і засобів. Одною з таких систем і є тьюторингу. Навіть в далеко не найпрогресивнішій країні світу Росії нині посада «тьютор» включена в державний реєстр професій. Таким чином, існує нагальна потреба у внесенні професії тьютор до Національного класифікатора України ДК 003:2010 «Класифікатор професій».

Introduction. The challenge of the pandemic forced educational organisations in Russia to resort to massive transition to distance learning and accelerated digital transformation of schools. It has become more obvious than ever that the digital transformation of a school is not limited to a simple technical update of its information resources but implies a fundamental rethinking of the school activities based on the capabilities of digital technologies. The aim of the study was to investigate the experience of digital transformation and the Russian school principals' notions about it as a systemic process. The subject of the study is the notion about the systemic impact of digital transformation processes on schools; the experience of complexity in the introduction of information technologies in the educational process and school management, the assessment of the progress of digitalisation; the notions about the factors of successful digital transformation, which require a critical understanding of the experience of implementing information technologies in the school, highlighting key success factors. Methodology and research methods. The authors analysed 7189 questionnaires using computer methods for processing the natural language. The questionnaires were completed in general education organisations of 66 regions from all federal districts of Russia. The respondents' answers were categorised in accordance with the European Framework for Technologically Competent Educational Organisations (DigCompOrg). Results. The research findings demonstrated the significant imbalance in the frequency of responses: the most frequent answers belong to the "Infrastructure" category, while the least frequent ones belong to the categories of pedagogical aspects of digital transformation affecting changes in the educational content and methods for assessing educational outcomes. It is concluded that the respondents' replies reflect the institutional position of school principals in the current educational system: a head of a government-funded school positions herself/himself as an administrative executor and a representative of the founder, rather than a leader of the teaching team. Consequently, the provision of educational achievements and students' personal development are largely not perceived by principles of Russian schools as a priority management task. Scientific novelty of the present research lies in the attempt to answer the question of how systematically the digital transformation of the principle is perceived, to apply DigCompOrg to the assessment of these categories by the European Framework of technologically competent educational organisations, as well as to use natural language processing methods to process text answers to open-ended questions of the questionnaire, which made it possible to obtain results on a large sample with wide geographical coverage. Practical significance. The research findings can be used in the development and implementation of advanced training programmes for school and college administrations in accordance with the ongoing digitalisation of Russian educational system. ; Введение. Вызов пандемии заставил образовательные организации в России прибегнуть к массовому переходу на дистанционное обучение и ускоренной цифровой трансформации школ. Стало как никогда очевидно, что цифровая трансформация школы не ограничивается простым техническим обновлением ее информационных ресурсов, но предполагает фундаментальное переосмысление деятельности школы с учетом возможностей цифровых технологий. Целью исследования является изучение опыта цифровой трансформации и пол- нота представлений директоров российских школ о ней как о системном процессе. Предметом исследования являются представления о том, какое системное влияние оказывают процессы цифровой трансформации на школу; опыт сложности при внедрении информационных технологий в образовательном процессе и управлении школой, оценка прогресса цифровизации; представления о факторах успешной цифровой трансформации, требующие критического осмысления опыта внедрения информационных технологий в своей школе, выделения ключевых факторов успеха. Методология, методы. При помощи компьютерных методов обработки естественного языка анализировались 7 189 анкет, заполненных в общеобразовательных организациях 66 регионов из всех федеральных округов России. Ответы респондентов были категоризованы в соответствии с Европейской рамкой технологически компетентных образовательных организаций DigCompOrg. Результаты. Обнаружен значительный дисбаланс в частоте ответов: наиболее частотные относятся к категории «Инфраструктура», наименее частотные – к категориям педагогических аспектов цифровой трансформации, в частности, затрагивающих изменения в содержании образования и методах оценки образовательных результатов. Делается вывод о том, что ответы респондентов отражают институциональную позицию директоров школ в существующей образовательной системе – директор государственной школы позиционирует себя скорее, как административный исполнитель и представитель учредителя, а не как лидер педагогического коллектива. При этом обеспечение учебных достижений и развитие учащихся не воспринимается директорами российских школ как приоритетная управленческая задача. Научная новизна. Новизна исследования заключается в попытке ответить на вопрос, насколько системно воспринимают цифровую трансформацию директора школ, в применении для оценки этого категорий Европейской рамкой технологически компетентных образовательных организаций DigCompOrg, а также в применении методов обработки естественного языка для обработки текстовых ответов на открытые вопросы анкеты, что позволило получить результаты на большой выборке с широким географическим охватом. Практическая значимость.
