UK: У статті здійснено порівняльний аналіз конкурентних переваг країн Європейського Союзу в експорті туристичних послуг до України. Об'єктом дослідження є сфера виїзного організованого туризму. Аналіз здійснено за період 2006–2019 рр. Методологічною основою дослідження є теорія конкурентних переваг у зовнішній торгівлі. Як методичний інструмент використано індекс виявлених конкурентних переваг експорту Хіллмана, за результатами обрахунку якого здійснено групування країн ЄС із метою деталізації для кожної групи пріоритетних напрямів політики стимулювання підприємництва у сфері туризму України. Практичне значення отриманих результатів полягає у можливості їх використання в процесі розроблення програм антикризових заходів із метою подолання наслідків пандемії в туристичній галузі та у процесі стратегічного планування розвитку сектору подорожей та туризму як на рівні окремого регіону України, так і на рівні країни у цілому. EN: The pandemic has become a major challenge for the economies of all countries. Travel and tourism are one of the areas most affected. Restrictions on travel both within and outside the country have led to a sharp decline in tourist flows. The challenge of maintaining a business has become paramount for businesses in the hospitality industry. At the same time, the goal of reviving the sphere of tourism has become very important for the economic policy of the state both at the regional and national levels. This is due to the fact that the field of travel and tourism has a significant multiplier effect on the development of other sectors of the economy, plays an important role in achieving the goals of sustainable development and promotes interculturalism. One of the tasks of the anti-crisis policy for the tourism sector is to consolidate the efforts of business, the state and society to preserve the existing potential. In the field of international tourism, this task concerns the restoration of tourist flows and the preservation of competitive advantages that were gained before the pandemic. Therefore, quantifying the identified competitive advantages in the long run is relevant. The article provides a comparative analysis of the competitive advantages of the European Union in the export of tourist services to Ukraine. The object of research is the field of outbound organized tourism. The analysis was performed for the period 2006-2019. The theory of competitive advantages in foreign trade is the methodological basis of the study. The index of identified competitive advantages of Hillman's exports is the main tool of the methodology. The division of EU countries into groups was based on the results obtained. Priority areas of the policy of stimulating entrepreneurship in the field of tourism in Ukraine have been identified for each group of EU countries. The practical significance of the obtained results lies in the possibility of their use in the process of developing anti-crisis programs to overcome the effects of the pandemic in tourism, as well as in the strategic planning of the travel and tourism sector at the level of Ukraine and the country as a whole.

Підприємництво у сфері подорожей та туризму є важливим сегментом ринкової економіки багатьох країн світу та чинником інтернаціоналізації господарського життя. У зв'язку із цим здобуття конкурентних переваг у міжнародному туризмі є пріоритетним завданням не лише для суб'єктів мікрорівня, а й для окремо взятих регіонів та країни у цілому. Для формування «дорожньої карти» реалізації даного завдання оцінка сучасних реалій є вихідною передумовою. За рівнем конкурентних переваг на основі індексу Баласса країни ЄС розподілені по групах, для яких визначено пріоритетні напрями туризму. Практичне значення отриманих результатів полягає у можливості їх використання для обґрунтування програм міжнародного співробітництва, а також для розроблення стратегій розвитку туристичної сфери на регіональному та національному рівнях. EN: The revival problem of travel and tourism sphere after the devastating consequences of the pandemic has become very urgent for those countries where tourism is an important source of national income and an activity that creates jobs. Tourism stimulates the development of small and medium-sized businesses, has significant potential for a creative economy, quickly recoups costs, has a significant environmental effect, has a high level of implementation of the principle of social inclusion, including the use of the labor of women and youth. Ukraine in the Development Strategy until 2030 declared the goal of ensuring the development of tourism as one of the drivers of the socio-cultural and economic development of the regions. Important tasks for the implementation of this goal are the quantitative increase in tourist flows and increasing their competitiveness. Assessment of modern realities is the initial prerequisite for the formation of a roadmap for the implementation of these tasks. This is important for both domestic and international tourism. Achieving sustainable competitive advantages in the export of tourism services is a strategic goal of Ukraine. Her commitment to the European vector of development influenced the choice of the object of research. Such an object is the tourist flows from Ukraine to the EU. The subject of the research is the assessment of the comparative advantages of the export of tourist services in Ukraine. The Balassa index for a ten-year period was used in the calculation methodology. The purpose of this article is a comparative analysis of the countries of the European Union in terms of the revealed comparative advantages of the export of tourist services in Ukraine. The obtained results made it possible to distribute the EU countries into groups for which specific directions of stimulating the export of tourist services in Ukraine were determined. The practical significance of the obtained results lies in the possibility of their use to substantiate programs of international cooperation at the regional and national levels, as well as to develop strategies for the development of the tourism sector at the metho and macro levels.

UK: У статті оцінюється конкурентоспроможність у зовнішній торгівлі суб'єктів господарювання, згрупованих за кількістю найманих працівників. Класифікацію зведено до п'яти груп. Методологічну основу аналізу становили показники результативності зовнішньої торгівлі, у тому числі індекс Балласа, застосування якого дало змогу кількісно виміряти відносні порівняльні переваги в експортно-імпортних операціях із товарами різних господарюючих суб'єктів у розрізі регіонів України. На основі здійснених розрахунків сформовано матрицю розподілу регіонів України за рівнем виявлених порівняльних переваг та за індексом покриття імпорту експортом. Отримані результати дослідження надали можливість сформулювати висновки щодо застосування інструментів зовнішньоторговельної політики на регіональному рівні з урахуванням інтересів різних груп підприємців. Ці висновки можуть бути корисними для розроблення експортної стратегії регіону й обґрунтування заходів підтримки малого та середнього підприємництва. RU: В статье оценивается конкурентоспособность во внешней торговле хозяйствующих субъектов, сгруппированных по количеству наемных работников. Классификация сведена к пяти группам. Методологическую основу анализа составляли показатели результативности внешней торговли, в том числе индекс Балласа, применение которого позволило количественно измерить относительные сравнительные преимущества в экспортно-импортных операциях с товарами разных хозяйствующих субъектов в разрезе регионов Украины. На основе произведенных расчетов сформирована матрица распределения регионов Украины по уровню сравнительных преимуществ и по индексу покрытия импорта экспортом. Полученные результаты исследования позволили сформулировать выводы по применению инструментов внешнеторговой политики на региональном уровне с учетом интересов разных групп предпринимателей. Эти выводы имеют практическое значение для разработки экспортной стратегии региона и обоснования программ поддержки малого и среднего предпринимательства. EN: The article aims to assess the competitiveness in foreign trade of business entities, which are grouped by the number of employees. Five groups of economic entities are distinguished: from the smallest with 1 entrepreneur to the largest, which employ 250 people or more. The methodological basis of the analysis was indicators of the effectiveness of foreign trade, including the Balassa index. The use of this index made it possible to measure the relative comparative advantages in export-import of goods operations for various business entities that conduct their business in different regions of Ukraine. According to the results of calculations, the distribution matrix of the regions of Ukraine was formed by such indicators as the volume of foreign trade turnover, the index of revealed comparative advantages and the Exports to imports ratio of goods and services. The results of the study allowed us to draw conclusions on the use of foreign trade policy instruments at the regional level, taking into account the interests of different groups of entrepreneurs. These conclusions can be useful for shaping the region's export strategy, especially for choosing instruments of foreign economic policy. The results of the study allow recommending the local governments to provide information and organizational support to small enterprises. Export credit insurance and public-private partnerships in the construction of infrastructure facilities can be useful for enterprises with 50-249 employees. The local governments should develop a continuing education program with the participation of local educational centers and regional development agencies and implement an active territory branding policy to increase the foreign trade performance of large enterprises. An important role is played by inter-municipal cooperation and the region's participation in projects financed by foreign partners and international organizations.

The socio-economic importance of small forms of entrepreneurship in the national economic model has significantly increased. There was substantiated an existence of specific features of small rural enterprise development of the leading European countries, since farming is the basis of family agricultural business. The theoretical and methodological basis of the research is the concept of low-income family-labor enterprise. There were used methods to evaluate the results of production and economic activity of farms based on the alternative ways to estimate the labor costs for the production owners. The development trends of farms in the European Union and the dynamics of the income level of the members-farm owners were analyzed. There were established the peculiarities of the farm holdings development in Ukraine and the factors that determine the specifics of their sectoral diversification. The comparative analysis of the level of production efficiency for the main types of agricultural products among the agricultural enterprises and farms of Ukraine was carried out. The need to integrate the monetary compensation of labor costs of farm members-owners as a component of their resource potential was proved. The significance of the research results to ensure the effective economic activity of small forms in Ukraine was substantiated.
