Аbstract. Modern civil society must be active, influential, and developed, as it plays one of the key roles in the development and implementation of effective state policy, including in the field of physical culture and sports. The real state of functioning and development of the sphere of physical culture and sports is characterized by a problem field, namely, the imperfect system of relations between the state and other subjects of the sphere, which hinders the promotion of physical culture and sports. Effective mechanisms for managing the system of health related and recreational motor activity of the population will eliminate at the legislative level the causes of unresolved mechanism of control over the qualification of personnel in the fitness industry, the relationship of philanthropy and investment in physical culture and sports, insufficient information and social campaigns aimed at promotion of a healthy lifestyle, as well as motivational presentations of mass-scale sports. Objective. Carry out a theoretical substantiation of the mechanisms of state and public managing social responsibility of the subjects of the system of health related and recreational physical activity. Methods. Analysis of scientific literature and documentary sources, information resources of the Internet, advanced foreign and domestic experience; logical analysis; system analysis; organizational analysis; structural and functional analysis; theoretical forecasting and organizational modeling. Results. Analysis of the current state of mechanisms of interaction between the state and civil society institutions in Ukraine shows that these phenomena have not yet become systemic. Despite some developments in public administration issues, significant efforts by the subjects of the system of health related and recreational physical activity, public administration in Ukraine is insufficiently institutionalized, its functional capacity and real impact remain low. The study found that the formation of social responsibility of the subjects of the system of health related and recreational physical activity of the population in Ukraine is influenced by the following factors: the structure of the economy; international practice; insufficiently effective social protection system; regulatory burden; lack of institutional support; violations of labor legislation. Сучасне громадянське суспільство має бути активним, впливовим і розвиненим, оскільки відіграє одну з ключових ролей у розробці і реалізації ефективної державної політики, в тому числі у сфері фізичної культури і спорту. Реальний стан функціонування та розвитку сфери фізичної культури і спорту характеризується проблемним полем, а саме, недосконалою визнана система взаємовідносин між державою та іншими суб'єктами сфери, що перешкоджає популяризації фізичної культури і спорту. Дієві механізми управління системою оздоровчо-рекреаційної рухової активності населення дозволять на законодавчому рівні усунути причини виникнення проблем неврегульованості механізму здійснення контролю за кваліфікацією кадрів у фітнес-індустрії, відносин меценатства та інвестицій у сфері фізичної культури і спорту, недостатньої кількості інформаційно-соціальних кампаній, спрямованих на популяризацію здорового способу життя, а також мотиваційних презентацій масового спорту. Мета. Здійснити теоретичне обґрунтування механізмів державно-громадського управління соціальною відповідальністю суб'єктів системи оздоровчо-рекреаційної рухової активності. Методи. Аналіз наукової літератури та документальних джерел, інформаційних ресурсів мережі Інтернет, передового зарубіжного та вітчизняного досвіду; логічний аналіз; системний аналіз; організаційний аналіз; структурно-функціональний аналіз; теоретичне прогнозування та організаційне моделювання. Результати. Аналіз сучасного стану механізмів взаємодії держави і інститутів громадянського суспільства в Україні свідчить про те, що ці явища ще не набули системного характеру. Незважаючи на певні напрацювання з питань управління на громадських засадах, значні зусилля з боку суб'єктів системи оздоровчо-рекреаційної рухової активності, державно-громадське управління в Україні недостатньо інституційно сформоване, його функціональна здатність і реальний вплив залишаються ще низькими. В ході дослідження встановлено, що на формування соціальної відповідальності суб'єктів системи оздоровчо-рекреаційної рухової активності населення в Україні вливають такі чинники: структура економіки; міжнародна практика; недостатньо ефективна система соціального захисту; регуляторний тягар; відсутність інституційної підтримки; наявні порушення норм трудового законодавства. Galina PutiatinaPurpose: justification of the research methodology of the politico-economic parameters of the optimization of the fitness industry as self-organized and socio-natural systems. Material & Methods: in the course of the study, the following methods were used: theoretical analysis and synthesis of data from scientific and methodological sources was used to determine the problematic field of functioning of the fitness industry and the state of its scientific and methodological processing. To create a theoretical basis for the concept of optimizing the industry of fitness, the methods of induction, deduction, analysis (structural-functional analysis), synthesis, synthesis, comparison, abstraction, analogy are applied. The expediency of using the method of mathematical modeling in the process of forecasting the development of the fitness industry has been substantiated. Results: use of the basic principles of the theory of functioning and development of self-organizing systems make it possible to determine the parameters of the fitness field as a socio-natural system with the aim of its optimization, effective management, forecasting. Conclusion: the necessary requirements for optimizing management in the field of fitness in a holistic state management system are the following parameters: continuous synchronization in each other's relationship with the needs and the need to satisfy them; compliance with the required level of monitoring the development of the industry; sufficient controllability of the industry; ensuring sustainability and reliability of its operation. The actual lack of state regulation of the performance and development of the industry leads to inconsistency in the interaction of its elements as an integrated system. This process can lead to oversaturation of production and the growth of crisis, destruction and economic damage. ; Мета: обґрунтування методології дослідження політико-економічних параметрів оптимізації галузі фітнесу як самоорганізованої соціоприродної системи. Матеріал і методи: у ході дослідження використовувались наступні методи: теоретичний аналіз і узагальнення даних наукових і методичних джерел використано для з'ясування проблемного поля функціонування галузі фітнесу та стану її науково-методологічного опрацювання. Для створення теоретичного підґрунтя концепції оптимізації галузі фітнесу застосовано методи індукції, дедукції, аналізу (структурно-функціонального аналізу), синтезу, узагальнення, порівняння, абстрагування, аналогії. Обґрунтовано доцільність використання методу математичного моделювання в процесі прогнозування розвитку галузі фітнесу. Результати: використання основних положень теорії функціонування та розвитку самоорганізованих систем дозволяє визначити параметри галузі фітнесу як соціоприродної системи з метою її оптимізації, ефективного управління, прогнозування. Висновки: необхідними вимогами оптимізації управління в галузі фітнесу в цілісній структурі державної системи управління є такі параметри: неперервна синхронізація взаємообумовлених відносин, якими виступають потреби та необхідність їх задоволення; дотримання необхідного рівня спостереження за ходом розвитку галузі; достатня керованість галуззю; забезпечення сталості та надійності її функціонування. Фактична відсутність урегульованості державою показників функціонування та розвитку галузі призводить до неузгодженості взаємодії елементів її як цілісної системи. Цей процес може призвести до перенасиченості виробництва та росту кризового стану, руйнації та економічних збитків.
