The article deals with the inners factors retarding the democratic process and creating several types of the consciousness's dependence. The ethical category of freedom and factors preventing its realization such as the consciousness's dependence on the state, war, violence, power, nation or religion has been researched using the methodics of socioanalysis. The conditions of the main types of dependence's emergence and the way of liberating from them from the perspective of the democratic process development are defined. В статье речь идет о внутренних факторах торможения демократического процесса, которые образуют несколько видов зависимости сознания. С использованием методики социоанализа исследована этическая категория свободы и факторы, которые препятствуют её реализации в виде зависимости сознания от государства, войны, насилия, власти, нации и также религии. Определены условия возникновения основных видов зависимости и способы избавления от них с позиций развития демократического процесса. The article considers the main forms of modern democracy from liberal, polyarchic up to deliberative, communitarian with taking into account achievement of western political sciences. One ascertains that liberal and other the rights forms democracy don`t fulfils representatives functions, that leads to crisis states of society and search of new forms and methods of democracy. There fore, polyarchic (liberal) form democracy not relevant to Ukraine. From here it follows the necessity research of the forms and elements of the direct democracy and spread out its in entire world. One defines the followings factors of the democratization process in society: army and policecontrol, absence of outside conflicts; developed, concurrent market; pluralism and tolerance and so on. Also ascertained main characteristics of the Ukrainian political situations and culture: direct (people`s) democracy; etatism, paternalism, national-populism together with distrust to the state (paradoxe), as well as commercialization of politics and personalization of parties; absence of strategies and ideologies. In a whole very important advantages of democracy (flexibility, openness, dynamisм of life`s spheres) and possibility of the reforming of the society remains unrealized.Under this peculiarities Ukrainian politics considered the most appropriate form of democracy such as deliberative model of D. Held and communitarian model of A. Lijphart. The first has own advantages (thorough investigation of problems, participation all subjects, pluralism, openness of process, corresponding to traditions and modern technologies) and disadvantage (possibility of a collective irresponsibility, slowdown of process) and corresponds to a relatively homogeneous (monoculture) society. But the second model with his advantages (legitimation of the elements direct, participative, electronical democracy, using of plebiscites) and disadvantages (danger of a social disintegration) corresponds to a heterogeneous (polyculture) society.Kay words: representation, liberal, polyarchic, participative, deliberative forms of democracy, federation, community, multiplicity. ; У статті розглянуті основні форми сучасної демократії (від ліберальної до комунітарної) із урахуванням досягнень західної політологічної думки. Встановлено, що ліберальна та інші форми демократії не виконують представницькі функції, це обумовлює необхідність поширення провідних елементів прямої демократії та інших її форм. З врахуванням особливостей політичної ситуації та традиції України пропонується для застосування в ній такі форми сучасної демократії як деліберативна (дорадча) (за Д. Хелдом), яка відповідає переважно однорідному суспільству, а також «спільницька» (комунітарна) форма (за А. Лейпхартом), яка відповідає багатоскладному суспільству. Установлено, что либеральная и другие формы демократии не выполняют представительские функции, что обуславливает необходимость распространения элементов прямой демократии и других её форм. С учетом особенностей политической ситуации и традиций Украины предлагается для использования в ней такие формы современной демократии как делиберативная (совещательная) (по Д. Хелду), которая соответствует преимущественно однородному обществу, а также «сообщественная» (коммунитарная) форма (по А. Лейпхарту), которая соответствует многосоставному обществу. The article deals with the problem of the existing national minorities in Ukraine in the contemporary historical period. The political conditions, objective and subjective causes of phenomenon a decreasing of the national minority analyzed by the example tragic fate of a Jews, Poles, Germans, who forced make a hard existential choice between a national identity and socialization. The article is devoted to the revealing of specificity and features of understanding of freedom in eastern religious philosophical thoughts and comparative analysis of her interpretation in western and eastern traditions, which reveals its important differences as well in essence understanding of an ethical notions freedom, good, evil and personality. Western understanding of freedom is related to struggle for existence and power, politics, satisfaction of desires. On the contrary, the specificity of eastern (Hindu) understanding of freedom is related to her asociality and aspiration to releasing from dependencies, desires and introvertalpsychological orientation. The eastern (vedic) tradition freedom problem come to achievement a perfect state of unreflecting of reality and an apofatic understanding of individuality. It's examines ethical notions good, happiness only together with its opposites that represents in notion «play» of godlike forces(«lila») in Upanishades, that human perceives as «good» and «evil». It's asserts an active freedom by means of the spiritual logic renunciation and finding, receiving in Bhagavadgita. It's makes a comparative analysis and eduction of a differences between freedom understanding in existentialism, intuitionalism, pragmatism and eastern philosophical thoughts, which represents S. Vivekananda, B. Sh. Radgnish and so on. Inner releasing from illusory ego in sankhia philosophy has analogue with treatment by J-P Sartre of human essence as Absence and Presence of unreal (possible.) as well as notions «Atman» and «pure consciousness»(Bergson) is coincides in understanding of liberation as a «purification». As a whole, modern eastern thought is more advanced and radical, than western thought on the problem of freedom, state, authority, property, family and religion, as well as on the matter of inner liberation of personality.
