Особое внимание уделяется вопросу как сложатся двусторонним отношениям США и Китаем когда будет сформировано новое правительство, так как в последние годы Мьянма превратилась в объект конкуренции двух мировых лидеров. Автор делает вывод, что новое правительство Мьянмы будет проводить сбалансированную многовекторную внешнюю политику, выдвигать на первый план национальные интересы, а не жертвовать ими в интересах США или Китая. ; The author considers the results of the General elections held on 8 November 2015 in Myanmar and the future of bilateral relations with the USA and China. For these two world powers, Myanmar has become the object of competition in recent years. The author believes that the new government to be formed by the winning National League for Democracy opposition party, will pursue a balanced multi-vector foreign policy, highlighting national interests, and will not sacrifice them in the interests of the United States or China.

Burma was one of the initiators of April 1955 Bandung Conference which has been acclaimed as the beginning of a new era for Asia and Africa. After half a century of isolation from the outside world, Myanmar revived its active political role in the international relations that culminated in hosting ASEAN's summits in 2014. ASEAN chairmanship marks an important milestone for Myanmar in the process of opening up to the world and playing as an active regional member.

There are only 770 000 Catholics in the country and the topic is poorly researched. Meanwhile the Roman Catholic Church was brought to Burma's shores by Portuguese sailors in 1511. However the celebration of the date was held only in 2014 after the political reforms have created more space for some religious minority in the predominantly Buddhist country. The year of 2014 was very special for Burmese Catholics. Catechist Isidore Ngei Ko Lat became Burma's first Catholic Saint. Italian missioner father Vergara and his catechist were martyred by Burmese rebels in 1950, and they both were beatified on May 27, 2014. On 14 February 2015 the Archbishop of Yangon Charles Maung Bo became the first in the history of Burma/Myanmar Cardinal of the Holy Roman Church.

The national census raised tensions in some ethnic regions where minorities have disputed the government's definition of ethnicity. The situation became especially acute in the Rakhine state where since 2012 there have been clashes between the Rakhine Buddhists and the Bengali Moslem minority (Rohingya) living there. The government announced that the Bengalis could only be granted citizenship in line with the 1982 Myanmar Citizenship Law. The government's stance bans the use of the "Rohingya" term in the national census.

In accordance with the Constitution a quarter of Parliament seats are reserved for military officers. Article 436 of the charter states that key amendments to the Basic Law can only be introduced if more than 75% of Parliament supports it a provision that gives the military a de facto veto. Thein Sein's government has been facing sustained pressure from opposition groups to reform the military-drafted 2008 2Constitution to allow for free and fair elections next year.

За годы перемирия военная власть присвоила многие территории, контролируемые ранее Качинской армией независимости, и передала их в руки бирманских и китайских предпринимателей для добычи жадеита и ценной древесины. После длительных переговоров качинская сторона согласилась подписать 30 мая 2013 г. «соглашение об ослаблении военной напряженности», отказавшись подписывать «соглашение о прекращении огня» без дальнейших уступок со стороны центра. Поэтому к перспективам достижения мира в Качинском государстве приходится относиться с осторожным оптимизмом. Другой дестабилизирующий фактор это религиозная вражда. После вспышки насилия в Араканском государстве в 2012 г. новые конфликты между буддистами и мусульманами произошли в других регионах страны от Мейтхилы в центральной Мьянме до Лашио в Шанском государстве. Некоторые бирманцы, включая правительственных чиновников высокого ранга, полагают, что за всеми этими опасными инцидентами стоят могущественные фигуры. Они даже опасаются, что если конфликты в Мьянме будут продолжаться, то запланированные на 2015 г. всеобщие выборы могут быть отложены.The paper considers the symptoms of the dangerous direction Myanmar is heading. The rise of radical and nationalist elements in the country may jeopardize the government's reform initiatives. In June 2011 a 17-years old "ceasefire agreement" between Myanmar army and Kachin Independence Army (KIA) broke down and heavy fighting resumed. Nowadays the war in Kachin State is not just about politics anymore. The state is rich in jade and other natural resources. During the truce period, the Myanmar army encroached on many areas once controlled by the KIA, bringing in tycoons from central Myanmar and China for mining jade and logging valuable timber. On May 30, 2013 Kachin leaders agreed to sign an initial "agreement to reduce military tension", but they stopped short of signing a ceasefire without gaining more concessions. That is why there is a coatious optimism as to the Kachin State's peace prospects. Another destabilizing factor is religious strife. Since the outbreak of violence in Arakan State in 2012 more clashes between Buddhists and Muslims have broken out around the country, from Meikthila in central Myanmar to Lashio in the Shan State. Some people, including key government leaders, came to the conclusion that powerful figures working in the shadows are behind these deadly incidents. They fear that if the violence continues to spread across Myanmar the elections planned for 2015could be postponed.

It began like so many others—with little hope of real change, despite plans to transfer power to an ostensibly civilian government but ends with many being confident that the country is finally on the road to irreversible reforms. By-elections for 45 seats in the National Parliament really achieved three things: it granted the democracy leader Aung San Suu Kyi a seat in the Parliament, gave president Thein Sein and his reformist team significant international recognition and demonstrated that even with serious limitations, Myanmar was on the road to reform.

Simoniya in her paper «New look of military rule in Myanmar» analyzes the 2010 parliamentary elections and the initiatives of president Thein Sein. The results of elections in Myanmar were not a surprise. The military and the military-backed pro-government Union Solidarity and Development party (USDP) together control about 84% of the seats in the parliament. The president − former general and the last prime minister − during 14 years has been a member of the ruling State Peace and Development Council (SPDC). Many of the generals who made up the SPDC now also hold key positions in the parliament and the cabinet. Currently Myanmar's new civilian government is making big efforts to show its legitimacy as a democratic regime. The most significant initiative was the president Thein Sein's official meeting with Aung San Suu Kyi in Naypyitaw. Among other steps the author mentioned the following: the UN special rapporteur was allowed back into Myanmar; political exiles were told they could return home; an offer of ceasefire to armed ethnic political groups. Thein Sein has announced that construction of the Myitsone dam across the Irrawaddy river would cease. Myanmar's leaders seem prepared to pay more heed both to popular opinion at home and to pressure from the West. The changes may be limited, but nevertheless there is a ground for cautious optimism.

Тем не менее в ноябре 2011 г. на очередном саммите АСЕАН было принято решение предоставить Мьянме право председательствовать в Ассоциации в 2014 г.Myanmar has decided to play the ASEAN card in an effort to put an end to international isolation and improve its international image. Soon after political power was officially transferred to a new civilian government president Thein Sein addressed to the ASEAN secretariat asking the organization to accept Myanmar's bid to assume the 2014 Association chairmanship. In spite of the president's positive initiatives and some democratic steps human rights violations and oppression continue unabated. There is important unresolved problem − political prisoners in the country. Nevertheless Myanmar was rewarded in November 2011 for its conciliatory gestures with the ASEAN chair in 2014 despite human rights groups saying the move was premature.

Конституция 2008 года, которая является базой для выборов 2010 года, а также ряд недавно утвержденных избирательных законов будут эффективно препятствовать участию Аун Сан Су Чжи и других политических диссидентов в предстоящих выборах. В любом случае военные будут сохранять огромное влияние во всех сферах жизни, несмотря на свой гражданский имидж.Dr. Aida Simonia in her paper «Myanmar in a run-up to the parliamentary elections» observes the political situation and the legal framework in the country before general elections. The Constitution of 2008 which is the base for elections of 2010 as well as a number of recently approved electoral laws would effectively prevent Aung San Suu Kyi and other political dissidents from participating in the upcoming elections. The author also analyses the new wave of privatization of the state property. In the pre-election period the military government began the largest sell-off of the state assets in the country's history including government buildings in the former capital, port facilities, mines, hydro-power plants and large equities in the national airlines. The main reason for holding elections now is to seek the formal legitimacy via an electoral mandate. Anyway the
Dr. Aida Simoniya in her paper entitled «The Saffron uprising» in Myanmar: causes consequences» examines recent political events in Myanmar. Special attention in paid to root causes and participants of pro-democracy protests in September 2007 named as «saffron revolution». After the authorities violently suppressed mass demonstrations led by Buddhist monks the international community increased pressure on the junta to accelerate the realization of its plans for democratic changes. Soon the military administration announced that it will hold a general multiparty elections in 2010 and went ahead with a referendum on the new constitution in the scheduled date on May 10th, 2008. This was done in spite of the humanitarian catastrophe caused by cyclone Nargis a week before. The author presumes that the military government being a target of sharp international criticism and economic sanctions decided to speed up carrying out stages of the «road map to democracy» to legitimize its power.
Dr. Aida Simonya studies the prospects of development of cooperation between Russia and the countries of South East Asia in the field of armaments. The author specially stresses the problems of international law basis building for this cooperation, which has been almost completed by now. The problems of possible widening of military and technical cooperation both geographically (including Bruney) and by diversification of the list of goods and services of military use.
