Автор статьи характеризует процесс формирования политики ограничения иммиграции во Францию. Были выделены два этапа его развития. В 1974—1977 гг. действия французских правительств были во многом схожи с теми, что осуществлялись властями страны в конце 1960-х — начале 1970-х гг. В 1977—1981 гг. иммиграционная политика французского государства приобрела репрессивный характер. Особое внимание автор уделил анализу принятия решения 5 июля 1974 г., которое положило начало ограничению иммиграции в страну. Оно, как и последующие действия властей, было осуществлено в рамках «инфра-права» и культуры административного авангарда. По мнению автора, с самого начала воплощения в жизнь политики ограничения иммиграции во Францию стали заметны присущие ей противоречия. Под влиянием ограничительных мер стали наблюдаться качественные изменения в процессе иммиграции. Широкое распространение получили иммиграция по линии воссоединения семей, нелегальная иммиграция. Действия правительств создавали условия для ухудшения социального положения французских иммигрантов. Не был налажен культурный диалог между ними и французским обществом. = The author of the article gives characteristics to the process of formation of the restriction policy on immigration in France. Two stages were distinguished. In 1974—1977 the French governments' actions were in many ways similar to those conducted by the country's authorities at the end of 1960s — beginning of the 1970s. In 1977—1981 immigration policy of the French government became repressive. The author paid particular attention to the analysis of decision-taking on July 5, 1974, which marked the beginning of the restriction of immigration into the country. This decision, as well as subsequent actions of the authorities, was taken within the framework of «infra-law» and culture of the administrative avant-garde. According to the author, from the very beginning of the restriction policy implementation, its inherent contradictions became obvious. Influenced by restriction measures, qualitative changes in the immigration process were observed. Family unifications and illegal migration became widely spread. Authorities' action created conditions for deterioration of the social position among French immigrants. Раздел "Международные отношения" ; В данной статье автор рассматривает влияние иммиграционного вопроса на политическую борьбу «левых» и «правых» партий Франции. На основании проведенного анализа сделаны следующие выводы. Во-первых, иммиграционный вопрос стал новым фактором в политической борьбе «левых» и «правых» французских партий в 1981—1988 гг. Во-вторых, находясь у власти в самом начале рассматриваемого периода, «левые» партии не смогли выработать комплексный подход к решению иммиграционного вопроса. В-третьих, политикам из правоцентристской коалиции ОПР-СФД удалось выработать концептуальное обоснование своего подхода к решению иммиграционного вопроса, что обеспечило их превосходство в полемике, связанной с определением курса иммиграционной политики страны. В-четвертых, общественная поддержка взглядов «правых» политических сил была обусловлена особенностями восприятия иммиграционного вопроса французским обществом. В-пятых, первые шаги правоцентристского кабинета премьер-министра Ж. Ширака в сфере иммиграционной политики выявили несоответствие подходов «правых» политических сил нормам соблюдения прав человека и вызвали критику со стороны профсоюзов и правозащитных организаций. = The author of the article analyzes the impact of the immigration issue on the political struggle between the left and right parties of France. As a result, he came to the following conclusions. First, the immigration issue became a new factor in the political struggle between the left and right French parties in 1981—1988. Second, being in power at the beginning of the considered period the left parties failed to elaborate a complex approach towards the solution of the immigration question. Third, politicians of the centre right coalition involving the Rally for the Republic and the Union for French Democracy managed to develop conceptual justifi cation of their approach towards the solution of the immigration issue, which provided their superiority in the debates related to the identifi cation of the immigration policy direction. Fourth, public support of the views of the right political forces was determined by peculiarities of the perception of the immigration issue by the French society. Fifth, the fi rst steps of the centre right cabinet of Prime Minister Jacques Chirac in the sphere of immigration policy revealed incompliance of the approaches of the right political forces with the human right norms and provoked criticism on the side of trade unions and human rights organizations.

Он пришел к следующим выводам. Появление иммиграционного вопроса вызвано изменениями в процессе иммиграции во Францию в послевоенный период. Он связан со значительным замедлением процесса адаптации иммигрантов к французской социальной среде и со спецификой восприятия иммигрантов населением страны. Влияние иммиграционного вопроса на политическую жизнь Франции проявляется в росте популярности «ультраправых» движений, таких как Национальный фронт, выступающих с антииммигрантскими лозунгами. Рост популярности Национального фронта вынудил ведущие политические партии внести иммиграционный вопрос в свою политическую повестку. Адаптация французского законодательства к нормам европейского права позволила выработать оптимальные условия контроля над иммиграцией и снизить актуальность иммиграционного вопроса. Тем не менее, по-прежнему острой остается проблема сосуществования французов и иммигрантов из государств Африки и Азии. = The author uses the example of France to determine the content of immigration issue and to identify its infl uence on the political life of the state at the end of the 20th and at the beginning of the 21st century. He comes to the following conclusions: the immigration question appeared due to the immigration process changes in France in the postwar atmosphere. It is connected with the great deceleration of the immigrants' adaptation to the French social environment and with the peculiarities of French citizens' perception of them. The infl uence of the immigration issue on the political life of France manifests itself in the popularity growth of the far right movements, such as the National Front, which come out with anti-immigrant slogans. The National Front popularity growth made the leading parties add the immigrant issue to the political agenda. French legislation adaptation to the standards of the European law permitted to elaborate optimal conditions to control immigration and to decrease the urgency of the immigration question. Nevertheless the problem of co-existence of the French and the immigrants from African and Asian states remains urgent.

Автор пришел к следующим выводам: возникновение проблемы интеграции иммигрантов было вызвано изменениями в процессе иммиграции во Францию и переходом французского общества к постиндустриальной фазе развития, французским политикам удалось найти эффективный способ социально-экономической интеграции иммигрантов, утвердить свой пример аккультурации пришлого населения, нерешенная проблема активного включения иммигрантов в политическую жизнь затрагивает основы политической культуры французского общества и связана с вопросом о сохранении национальной идентичности. = The article gives the analysis of measures on immigrants' integration in the French society, which were taken by French governments at the end of the 20th — beginning of the 21st century. The author came to the following conclusions: the emergence of the problem of immigrants' integration was caused by the changes in the process of immigration to France and transition of the French society to the post-industrial phase of development; French politicians managed to find an effective way of social and economic integration of immigrants, to establish their own pattern of acculturalization of newcomers; the unsolved problem of active involvement of immigrants in political life concerns the foundations of political culture of the French society and is related to the question of national identity preservation.

Были выявлены факторы, повлиявшие на изменения курса миграционной политики Франции, определены основные периоды реформ. Автор пришел к следующим выводам. За обозначенный период изменился подход французских политиков к иммиграции: от стремления полностью прекратить рост числа иммигрантов в 1970-х гг. к избирательному регулированию миграционных процессов в 2000-х гг. Трансформировались характер и содержание миграционной политики французских правительств: от глобальных идеологических проектов к конкретным прагматичным действиям. Государственные функции по регулированию иммиграции стали более разнообразными: от простого контроля над въездом и проживанием иностранцев в стране французские правительства перешли к вопросам регулирования натурализации и интеграции иммигрантов в принимающее общество. С 1990-х гг. инициатива в реформировании миграционного законодательства, как и ряд функций по контролю над миграционными потоками, перешла от национального правительства Франции к общеевропейским наднациональным органам. = The article deals with the analysis of migration policy of the French governments at the end of the 20th — beginning of the 21st century. Factors, which infl uenced the changes of migration policy of France, are revealed, the main periods of reforms are identifi ed. The author came to the conclusions that French politicians' approach to immigration changed during the indicated period: from aspiration to stop the increase in the number of immigrants in the 1970s to selective regulation of migration processes in the 2000s. The nature and content of migration policy of the French governments also transformed: from the global ideological projects to concrete pragmatic actions. State functions to regulate immigration became more diverse: from simple control of arrivals and foreigners' stay in the country the French governments turned to the issues of regulation of naturalization and integration of immigrants into the receiving society. From the 1990s the initiative of reforming migration legislation as well as the number of functions to control migration fl ows switched from the national French government to the common European supranational bodies.
