В силу зростання матеріальної оснащеності і технічних можливостей терористи прагнуть використовувати у своїй злочинній діяльності сучасні інформаційні і кібертехнології, заволодіти зброєю масового ураження. Біологічна зброя в силу низки притаманних їй бойових і функціональних характеристик робить її дуже зручною для здійснення масштабного терористичного акту. Революція в галузі біотехнологій дозволяє створити біологічну зброю, що за вражаючими параметрами не поступається ядерної зброї і має при цьому гнучкість у застосуванні.Аналіз останніх досліджень та публікацій. Але разом з тим, події навколо пандемії COVID-19 говорять про те, що проблема боротьби з біологічним тероризмом - проблема нашого майбутнього.Формулювання цілей. Мета статті - розкрити сутність біологічного тероризму, його основні риси і наслідки.Виклад основного матеріалу. Історія людства багата на приклади використання людьми миш 'яку, цикути, сулеми та інших отруйних речовин проти собі подібних. Події осені 2001 р. в США, пов'язані з поширенням спор сибірської виразки за допомогою поштових відправлень, свідчать про те, що біотероризм з гіпотетичної загрози поступово в ХХІ ст. перетворюється в небезпеку реальну. Тому сьогодні необхідно мати досить чітке уявлення про таке явище, як біологічний тероризм, під яким слід розуміти умисне застосування окремими особами, терористичними групами чи організаціями, окремими структурами державних органів біологічних засобів ураження людей, тварин і рослин з метою знищення або виведення з ладу людей, нанесення значних економічних, соціальних, політичних, демографічних та екологічних втрат країні і світовій спільноті, нав'язування певної поведінки міжнародним організаціям, державам, органам місцевого самоврядування у вирішенні зовнішніх і внутрішніх проблем.Біологічний тероризм має цілу низку негативних наслідків: соціальні - масові захворювання людей з важким перебігом хвороби та високим ступенем летальних випадків, паніка, страх, нервово-психічні розлади, інвалідність, параліч волі, виснаження медичних ресурсів, висока смертність серед медичного персоналу, порушення роботи лікувальних установ, падіння життєвого рівня громадян; економічні - колапс економіки країни, захворювання і падіж продуктивних сільськогосподарських тварин, знищення врожаю культурних рослин, які є основним джерелом харчування населення, масовий голод, зростання числа біженців, розруха, дискредитація країни на світовому ринку як торгового партнера, надмірні матеріальні і фінансові витрати на проведення протиепідемічних, карантинних та інших заходів з ліквідації епідемії (пандемії), самопараліч транспортної системи; політичні - усунення або шантаж небажаних політичних лідерів, створення обстановки недовіри до керівництва країни, активізація діяльності політичної опозиції; демографічні - істотне скорочення чисельності населення; військові - приховане виведення з лав збройних сил військовослужбовців евентуального або реального супротивника без вступу в контакт з його збройними силами.Перелік потенційних агентів біологічної зброї, які можуть бути використані терористами, відповідно різних джерел, коливається від 10 до 50 найменувань. В якості критерію їх пріоритетності використовують вірулентність, стійкість у зовнішньому середовищі, можливість промислового виробництва із застосуванням відносно простих і дешевих технологій, відсутність засобів специфічноїпрофілак- тики і лікування. Проаналізовано три класи біологічних агентів, основні способи бойового застосування біологічної зброї: розпорошення біологічних рецептур для зараження приземного шару повітря частинками аерозолю - аерозольний спосіб; розсіювання в районі цілі штучно заражених біологічними засобами кровосисних переносників - трансмісивний спосіб; зараження біологічними засобами повітря і води в замкнутих просторах.Основними ознаками епідемії, обумовленої навмисним поширенням інфекційного агента, є: раптове виникнення масових випадків рідкісної або спорадичної інфекції; виявлення групових захворювань за межами ендемічного осередку; виникнення епідемії в нехарактерний для даної інфекції сезон; надзвичайно швидке поширення інфекції серед осіб, які зазнали на собі вплив біологічного агента; нетипова вікова характеристика хворих; масові зараження відомою інфекцією незвичайним для неї шляхом; короткий і приблизно однаковий інкубаційний період у більшості хворих; виділення у хворих і з об'єктів зовнішнього середовища штамів збудника зі зміненими антигенними і біохімічними характеристиками, з незвично високою вірулентністю і резистентних до антибіотиків; наявність у хворих людей клінічних ознак, які не властиві даної нозологічної формі; велика питома вагу важких випадків і летальних наслідків; неефективність лікування відомими препаратами.Висновки. Потенційна загроза біологічного тероризму в сучасних умовах має глобальний характер. Очевидно, що на чолі ефективних спільних заходів протидії цій загрозі повинна бути нормативно-правова база міжнародного рівня, що відповідає вимогам сучасності. Відзначаючи провідну роль Конвенції про заборону розробки, виробництва та накопичення запасів бактеріологічної (біологічної) і токсин- ної зброї та про їх знищення (1972) в розвитку її основних принципів і положень, нові міжнародні правові акти повинні забезпечувати прозорі і паритетні механізми взаємного інформування та контролю в галузі технологій подвійного призначення, генно-інженерних розробок з використанням патогенних біологічних агентів, біологічної безпеки харчових продуктів і сільськогосподарського виробництва, природно, з урахуванням конкретних питань економічної і національної безпеки держав. Без об 'єднання зусиль усіх країн в боротьбі з біотероризмом досягти успіху неможливо.

Johnson, M. Cohen, I. Lopushansky, D. Needham, J. Radwani, H. Rahman, S. Samoilov, V. Plotnikov, R. Snyder, I. Shegaev and others. Much attention was paid to the study of radicalism by Ukrainian scientists, such as S. Avdeyev, V. Antipenko, O. Bardin, V. Yemelyanov, V. Krutov, L. Levchenko, V. Lipkan, V. Mandragelya, O. The purpose of the article is to investigate the phenomenon of radicalism and its main manifestations in modern society.Paper main body. The term "radicalism" originated in England at the end of the XVIII century. In the nineteenth century it has spread in continental Europe and has marked social and political and philosophical reflections focused on social, political, economic and cultural transformations and relevant reform practices. The sources of radicalism are the unfavorable socio-economic and political environment, ideological and ideological ideas, man-made and environmental threats, spiritual factors, socio-psychological attitudes and personality characteristics, internalized behavior and other factors.There are two main components of radicalism. The second element points to the social ideal that society should strive for. The third element reveals the method of achieving the ideal. In other words, the three basic elements of radicalism answer the questions "what", "why" and "how" to change in social life. In addition, radicalism is characterized by the absolutization of "simple" solutions to complex and multifaceted social, political, economic, interethnic, religious, environmental and other problems, the justification and idealization of violence as an "effective" means of direct and immediate action, thereby the illusory hope of overcoming social political helplessness, lack of tolerance and readiness for dialogue and compromise. The main types of radicalism are analyzed.Successfully combating radicalism can only be rooted in tolerance, supporting intercultural, inter-religious and inter-ethnic dialogue in society, forming the ideologem of anti-radicalism, political and legal culture of a truly democratic, legal, social society of European type. Only a comprehensive approach that combines the study of ideology and practice of radicalism with the conduct of information and education campaigns by public institutions, the media, all civil society, social, economic and political reforms to further democratization and liberalization of all spheres of life and quality of life, raising the quality of life , empowerment of all social groups, especially disadvantaged and marginalized groups, ensuring equal inter-denominational and inter-ethnic dialogue gu, joint efforts at the regional and global level, will give a real chance to minimize the manifestations of radicalism in modern society. Due to the increase in the number of international conflicts, global problems of our time, the intensification of world globalization, informatization and computerization of all spheres of society, old methods and ways of getting out of crisis situations either cease to work or become ineffective. Therefore, the way in which the United Nations is transformed will determine the state of affairs in the international arena, world peace and security.Recent research and publications analysis. The situation on the international scene is changing, and today the United Nations is faced with new challenges and challenges that have not been studied by the authors or have been studied fragmentarily, so the appeal to comprehend the possible models of reforming the UN in today's conditions is quite expedient.Paper objective ‑ identification of problems in the activities of the United Nations and its ability to perform the tasks set before the organization, as well as proposals to overcome the problems identified to ensure the effectiveness of the UN work.Paper main body. The UN structure is rather complex and includes a large number of different organizational units of committees, commissions, departments, etc. Main structural units the General Assembly, the Security Council, the Economic and Social Council (ECOSOC), the International Court of Justice, Trusteeship Council (suspended on 1 November 1994), the Secretariat. From the point of view of the level of authority, the General Assembly and the UN Security Council are the most important.The beginning of the active reform process of the United Nations is linked to the election of Secretary-General Kofi Annan in 1997. During the 52nd session of the UN General Assembly, the main directions for updating the UN were proposed, including structural changes in the Secretariat, coordination of organizations of the UN system at the country level, and improving interaction with civil society. This topic was developed at the Millennium Summit in 2000 immediately after the 55th session of the UN General Assembly, which took place in September of the same year.Summing up the achievements of the United Nations during its existence, it is worth pointing out the process of its transformation from the organization, which was focused mainly on conference services, to a truly global provider of services, which operates in virtually every corner of the world, thereby helping to improve the lives of people in need of assistance. The following statistical information confirms the progress achieved: more than 70% of the annual budget is allocated to peacekeeping and other field operations, which is almost 20% more than in the mid-1990s; the number of humanitarian missions increased from 12 to 43; the number of human rights defenders of the Office of the United Nations High Commissioner for Human Rights in the states has increased by almost four times. However, there remain problems that have not yet been overcome, the most important of them is the reform of the Security Council. Discussions about reforming the UN Security Council have been taking place since the first years of its existence. The need for the reform of the UN Security Council is due to significant changes in the world that took place after the Second World War: economic, military-political, demographic, etc. The current composition of the UN Security Council does not proportionally represent the geographical zones of the conflict. Among the 15 members of the UN Security Council, 5 seats were assigned to the Western Europe and other Western European countries (including three permanent members), 2 to Eastern Europe (including Russia), 3 to the Asia-Pacific region (APR, including China), 3 to Africa and 2 ‑ Latin America and the Caribbean. These regional quotas show that one-third of the seats in the UN Security Council are in the «golden billion», while Eastern Europe, in which there are many unsettled conflicts, is represented only by Russia and one non-permanent member, and the Middle East is the source of the most severe conflicts, has only one representative from the APR group. In addition, the Asian quota can not always take into account the positions of States whose interests affect a number of territorial conflicts in the South China and East China Seas through which the main sea routes of the world pass.Conclusions of the research. There is a need for further UN reform. It is necessary to consistently carry out the reform of the UN Security Council, forming within its framework the agreed conceptual framework and practical measures to preserve and strengthen it as the central UN body, but the transformation is necessary: the world has changed, the structure that protects it must be changed. At the initial stage it is necessary to increase the number of members of the Council, the number of permanent members should reflect the regional picture of the world, new permanent members do not have veto power for 15-20 years. ; В статье исследуется деятельность ООН, ее институты и структура. Problem setting. The first decades of the XXI century demonstrate the unrestrained, turbulent, even explosive development of the world political process, which raised waves of "color" revolutions, began to distort the national sovereignty of some countries, led to a violation of the international principle of inviolability of postwar borders through military conflicts and "hybrid" wars. It is no longer possible to deny that under modern conditions there is not only a break in the bipolar and unipolar world order, but also a transition to a multipolar world with several centers of influence.Recent research and publications analysis. Empirical approach plays important role in the study of the international systems. It correlates with geopolitical specificity and mainly investigates contemporary interaction of people and states, geopolitical strategies and government tactics within certain geographical regions. Empirical research is characterized by: the desire to specifically explain certain international situation (political, economic, humanitarian), that developed in certain region of the planet, specificity of the systemic connections between global actors; to highlight the level of influence on behavior of the international subjects and decisions of national elites of following factors: socio-humanitarian and economic realities, national potential of the states, cross-regional competition, directions of actions and juridical boundaries regarding interventions of international organizations etc. Serious destructive influence on the contemporary system of international relations is exerted by new wars of the 21st century: wars with terror, cyberwar, "hybrid" wars and so on.Paper objective. The purpose of the article is to seek through systemic, phenomenological and factor-geopolitical analysis to identify the nature of the modern international system and the nature of real and hybrid "drivers" that stimulate its development and, at the same time, turbulence and global shifts. Hence, the research tasks are as follows: according to the ontological parameters to carry out the phenomenology of the "international system"; to systematize the typologies of various international systems; to identify key trends (challenges) of shifts and destructions of the current world order; to substantiate the most significant factors of global turbulence: macro-oscillations of the world system, "geopolitical shifts", international terrorism, "hybrid" wars, humanitarian collapses (pandemic coronavirus), etc.Paper main body. Contemporary conceptualization of the international systems, in our opinion, demands more accurate phenomenological interpretation, since this is a phenomenon of a special type. First of all, international system is a mega-phenomenon of the social type, which organizes the existence of macro communities of planet in a special, relational way. Secondly, international systems are supercomplex in their content and structure, therefore they have to adapt to each other and to elements of the whole environment (this is characteristic of the whole planetary system and of its regional and sub-regional subsystems). Thirdly, according to Phillippe Braillard, informal and poorly organized nature of the international systems is obvious, because it is not always possible to delineate clearly and definitely between the complex that is being studied and its external environment. Fourth of all, international system has capacity of open formation, which explains the low level of integration, even some divergence of components inside of the wholeness.The international system of modernity began to experience radically modern changes under the influence of the powerful "geopolitical landslides" (factors of influence), which caused its turbulence and further transformation: 1) the completion of the collapse of colonial empires and the emergence of many post-colonial countries as independent international actors on the political map of the world, implementing their national-political projects; 2) the global collapse of the model of the "bipolar world" – of closed political systems, which embodied two superpowers of Soviet Union and the United States; the end of the "Cold War"; loss of meaning of the paradigm of the "Third World" for the underdeveloped countries; 3) entrance of new sovereign states into the world arena (after the collapse of the USSR, Yugoslavia, etc.), which are modernizing and introducing their new own geostrategies in international relations; 4) post-communist transformation of the countries of Eastern and Central Europe, Asia and Africa fundamentally changed the ideological balance and geopolitical design of the planet. As a result, the strategic shift of the Baltic-Mediterranean arc into a new geopolitical trajectory took place – into the Baltic-Black Sea arc, along the borders of Russia with the Baltic States, Ukraine, and Georgia; 5) the global economic jump of Southeast Asia as a sub-regional system, driven by the success of the quasi-superpowers of the region: Japan (economic strength and investments), China (demographic and industrial capacities), South Korea, Singapore, Hong Kong (technology); India (leader of social democracy). According to Phillippe Braillard and Mohammad-Reza Djalili, this results from the existence of regional subsystems - a set of specific interactions based on general geographic affiliation; 6) the geopolitical "weight" of the South Asian sub-region grows because of the collapse of the North Korea's "nuclear blackmail" militaristic strategy, thanks to the successes of diplomacy of the US President Donald Trump; 7) paradoxically, but currently the political-economic competition between strategic partners - the USA and the European Union - is intensifying. At the same time, military-political tensions between the Russian Federation and the United States and NATO, as global rivals in various geopolitical aspects – war in Syria, sanctions against the Russian Federation because of the annexation of Crimea and aggression in eastern Ukraine – are growing; global migration; Iranian, Iraqi and Venezuelan issues, etc.Turbulent character and macro fluctuations of transitional international system of "misbalance and mutual equilibriums", additionally is determined by the competitive coexistence of states of stable and transitional democracy, autocratic states (that can be differentiated into traditional-conservative, military-totalitarian, authoritarian-modernized) and specific quasi-states. This combination of authoritarianism with liberal democracy is problematic, and leaves impact on the global politics – temporary restorations of the post-communist governments, lack of competent and responsible bureaucracy, corruption-related scandals in the international structures, ignoring of the demands of the global states in questions relating to survival of humankind. The most important factors in the destabilization of the world system are wars, international terrorism and global problems, in particular, the coronavirus pandemic.Conclusions. Contemporary international system is currently in a state of transitional from the unipolar world to the multipolar one, from the stability that prevailed after the collapse of the world socialist system to the qualitatively new international system with several fulcrums.
