UK: Тенденція до зростання боргового навантаження фінансової системи України простежується упродовж вже декількох останніх років. Її визначають високі валютні ризики зовнішньої заборгованості, нестабільна ситуація з рефінансуванням боргів попередніх років, а також тиск боргових виплат на державні фінанси. В умовах кризи країни-члени Європейського Союзу продемонстрували готовність підтримати фінансові установи – банки, страхові й інвестиційні компанії, які перебували на стадії банкрутства, за рахунок вливання бюджетних коштів. Модернізація політики їх боргового навантаження, яка зміцнила фінансову систему та економічне зростання, має стати головним орієнтиром для України щодо врегулювання співвідношення вартості обслуговування боргу із допустимим ступенем ризику ревальваційного тиску на національну валюту, рівня платіжному балансу, а також внутрішньої цінової конкурентоспроможності. EN: The article considers the regulating the debt burden of the financial system with the allowable level of risk of revaluation pressure on the balance the payments of the Ukraine and European Union member-states. Efficient directions of effective borrowing of financial resources and their allocation allowed to form risk-oriented scenarios of management of guaranteed government liabilities in terms of adjusting debt ratios to the limited boundaries.
EN: The article deals with the theoretical and methodological provisions of modeling the environment of multifactorial risk in the financial system of enterprises agribusiness under the influence of macro and micro projections. It is grounded that in the financial system of enterprises, from the standpoint of estimating the classical probability of random multifactorial events, typical and repeating situations provide the maximum amount of possible financial results. Accidental factors are improved due to dynamic forecasting methods, which supersede static regularities and simple extrapolation dependencies. It is proved that prognostic extrapolation allows only a partial forecast, reflecting the changes in certain aspects of the functioning of business objects. At the same time, financial relations between enterprises agribusiness are represented by a set of reciprocal financial ties, which depend on the random deviation of a number of factors, generating in this process an information flow about the nature of the occurrence of risk. It is grounded that in order to simplify the valuation of multifactorial risk, it is necessary to determine uncertainty from which it comes: credit uncertainty, interest uncertainty, market uncertainty, currency uncertainty, inflation uncertainty, and production uncertainty. It has been proved that the risks associated with the change in the external macro-profile are combined with factors that demonstrate the lack of a systemic link between the state agricultural financing programs and enterprises agribusiness. Internal risks are formed by factors of micro projection, which ensure the covering of production costs with the limiting parameters of the formation of external sources of funding at the expense of its own financial resources. Обґрунтовано, що у фінансовій системі підприємств, з позиції оцінки класичної ймовірності випадкових багатофакторних подій, типові та повторювальні ситуації передбачають граничну кількість можливих фінансових результатів. Уточнено фактори випадковості за рахунок методів динамічного прогнозування, які витісняють статичні закономірності та прості екстраполяційні залежності. Доведено, що прогнозна екстраполяція дозволяє отримати лише частковий прогноз, відображаючи зміни окремих аспектів функціонування господарюючих об'єктів. При цьому, фінансові відносини між підприємствами представлені множиною зворотних фінансових зв'язків, які залежать від випадкового відхилення цілого ряду факторів, генеруючи у цьому процесі інформаційний потік щодо природи виникнення ризику. Виявлено, що для спрощення оцінювання багатофакторного ризику слід визначати не сам ризик, а невизначеність, з якої він походить – кредитна невизначеність, процентна невизначеність, маркетингова невизначеність, валютна невизначеність, інфляційна невизначеність, виробнича невизначеність. Доведено, що ризики при зміні зовнішнього макрооточення об'єднанні факторами, які демонструють відсутність системного зв'язку між державними програмами фінансування сільського господарства та підприємствами агробізнесу. Внутрішні ризики сформовані факторами мікрооточення, які забезпечують покриття витрат виробництва із обмежуючими параметрами формування зовнішніх джерел фінансування за рахунок власних фінансових ресурсів. RU: В статье раскрыто теоретико методологические основы моделирования многофакторного риска в финансовой системе предприятий агробизнеса под влиянием макро- и микроокружения. Обосновано, что в финансовой системе предприятий, с позиции оценки классической вероятности случайных многофакторных событий, типовые и повторяющиеся ситуации предусматривают предельное количество возможных финансовых результатов. Усовершенствовано факторы случайности за счет методов динамического прогнозирования, которые вытесняют статические закономерности и простые экстраполяционные зависимости. Доказано, что прогнозная экстраполяция позволяет получить лишь частичный прогноз, отражая изменения отдельных аспектов функционирования хозяйствующих объектов. При этом, финансовые отношения между предприятиями представлены множеством обратных финансовых связей, которые зависят от случайного отклонения целого ряда факторов, генерируя в этом процессе информационный поток о природе возникновения риска. Выявлено, что для упрощения оценки многофакторного риска следует определять не один риск, а неопределенность, с которой он происходит - кредитная неопределенность, процентная неопределенность, маркетинговая неопределенность, валютная неопределенность, инфляционная неопределенность, производственная неопределенность. Доказано, что риски при изменении внешнего макроокружения объединены факторами, которые демонстрируют отсутствие системной связи между государственными программами финансирования сельского хозяйства и предприятиями агробизнеса. Внутренние риски сформированы факторами микроокружения, которые обеспечивают покрытие издержек производства ограничивающих параметрами формирования внешних источников финансирования за счет собственных финансовых ресурсов.

Financial system meets the interests of all actors, maintaining the proper level its structural and dynamic parameters to carry out its functions on the integration of the economy. Proved, that an alternative model of de-velopment and implementation of financial policy in the context of the financial system and of the economic factors provides optimum cost distribution of financial resources between businesses, households, industries, regions, and financial intermediaries. The mechanism of the financial system in the design, planning and regulation of the state financial policy has been determined. The substantial part of financial policy and its relationship with the norms of financial law, elements of the fi-nancial system and the financial mechanism for implementation of the concept of economic development of the state have been identify. The main the kinds of financial policy, that are considered to be fiscal policy, monetary policy and debt management, have been considered. Proved that fiscal policy is an integral financial policy in the field of taxation, government spending and the state budget to promote employment and curb inflation. The main tools of monetary poli-cy are the open market operations and the discount rate management. The policy of debt management is considering steps for preparation, issuance, placement of state debt, guarantees, maintenance and debt repayment.

Expediency is a decision self in such light of this range of problems, predefined, by the orientation of agriculture at direction of forming of favourable financially environment through providing of agricultural commodity producers the necessary volumes of financial resources for the extended recreation and innovative development, financial stability and competitiveness on internal and external markets, and also investment providing of transformations on a village through development of mechanisms of providing of development of material and technical base of agriculture, forming of own sourcings of investment commodity producer and their bringing in from other industry. With the aim of association of key descriptions of this not simple economic category for the decision of tasks of this research authorial determination of financial potential of agriculture was offered: financial potential of agriculture is a public function and evaluation index of industry in relation to forming, distribution and use of financial resources with the aim of providing of the effective functioning and development of agricultural enterprises of region. Totality of constituents of financial potential of industry must find the reflection in the system of indexes of financial analysis, that it is expedient to examine in the cut of absolute and relative. However for the financial providing of agricultural enterprises of region of value have not indexes, but threshold their values - causes maximum sizes (indicators), a failure to observe of that results in violation of financial flexibility, prevents to normal development of various elements of recreation, and forms negative, shattering tendencies in agriculture.

Встановлено, що іпотечне кредитування під заставу земель сільськогосподарського призначення має відбуватись на пільгових умовах з урахуванням специфіки виробництва сільськогосподарських підприємств, цілей кредиту та місцезнаходження заставної земельної ділянки. Пільгове кредитування має здійснюватися шляхом часткової компенсації відсоткової ставки за іпотечним кредитом за рахунок бюджетних коштів або прямих компенсаційних виплат (дотацій) банківським установам (кредиторам). Іпотечні кредити під об'єкти нерухомості сільськогосподарського виробництва підприємств-позичальників мають надаватись спеціалізованими іпотечними банками. На основі досвіду краї Євросоюзу запропоновано шляхи розвитку іпотечного кредитування сільськогосподарських підприємств в Україні. Льготное кредитование должно осуществляться путем частичной компенсации процентной ставки по ипотечному кредиту за счет бюджетных средств или прямых компенсационных выплат (дотаций) банковским учреждениям (кредиторам). Ипотечные кредиты под объекты недвижимости сельскохозяйственного производства предприятийзаемщиков должны предоставляться специализированными ипотечными банками. На основе опыта стран Евросоюза предложены пути развития ипотечного кредитования сельскохозяйственных предприятий в Украине. EN: The subject of research is mortgage relations, in which land plots of agricultural purpose are the collateral for the loan. The aim of the study is to develop theoretical ambushes, scientific and practical recommendations for state regulation of the mortgage lending in agriculture of Ukraine with consideration of foreign experience. The study used the following research methods: abstract-logical (theoretical generalizations and forming conclusions); graphic (for a good image of economic processes and numerical values, and their ratios). It is established that in the vast majority of EU land-mortgage lending occurs in a single-level and two-level model, according to which credits against the pledge of agricultural lands occurs in a opened system of mortgage lending by specialized credit institutions (mortgage banks). Resources for lending of funds accumulated from bonds with fixed interest income that the Bank issues under the provision of the land plots. The interest rate on the loan is fixed from the market value of the land, and the amount of the loan granted is limited by the percentage of its value. The most important component of the regulation of land mortgage relations in agriculture of the EU countries the state is the concessional lending, namely bonificacion % – partial compensation of interest rate on the loan at the expense of budgetary funds. For the development of land mortgage lending in Ukraine it is necessary: to recognize the land capital; to create the infrastructure of the State land mortgage Bank; to provide loans secured agricultural land at a concessional rate of 3-4 %, for a period of not less than 25-30 years, with the possibility of deferred payment, and for the first 1-2 years to provide vacation credit; to reduce lending rates to use bonificacion; mortgage loans should be granted only to agricultural producers. The suggestions contained in the article have practical value and can be used to develop an effective system of land mortgage lending in agriculture of Ukraine.

Вітчизняні методичні положення та рекомендації, які мали призупинити нарощення боргового навантаження фінансової системи України через ефективне прогнозування, аналіз та оцінку змін кон'юнктури фінансових ринків, не забезпечили активного управління ринковою часткою бюджетного боргу на прийнятному рівні. Метою статті є обґрунтування сценаріїв послаблення тиску боргового навантаження фінансової системи України, з урахуванням елементів управління державним боргом країн-членів Європейського Союзу. Розкрито особливості боргового навантаження фінансової системи із допустимими ризиками ревальваційного тиску на платіжний баланс України та країн-членів Європейського Союзу. Методологічний базис ідентифікації взаємозв'язку між показниками економічного зростанням та індикаторами боргового навантаженням фінансової системи формує модель «боргова крива Лаффера». Побудовано залежність ВВП від рівня боргового навантаження фінансової системи для країн, які формують економічне ядро Єврозони та нових членів ЄС, що мають інший рівень боргового тиску, враховуючи їх національні особливості управління борговими ризиками та гарантованим державою боргом. Визначено критичний рівень допустимого боргового тягаря фінансової системи України в середньостроковій перспективі зовнішніх зобов'язань боргових операцій, відсоткових ризиків та додаткових виплат за реструктуризованими облігаціями. Рекомендовано ефективні дії щодо запозичення й розподілу фінансових ресурсів, ризикоорієнтовних сценаріїв управління гарантованими зобов'язаннями держави в частині коригування боргових показників до граничних меж. EN: The tendency to increase the debt burden of Ukraine's financial system has been traced for several years. Domestic methodical recommendations that should suspend the buildup of the debt burden of Ukraine's financial system through effective forecasting, analysis and assessment of changes in the financial markets, have not provided active management of the market share of the budgetary debt at an acceptable level. The purpose of the article is to justify the scenarios in easing the pressure of the debt burden of the Ukraine's financial system, taking into account the elements of public debt management in the countries of the European Union. The peculiarities of the regulating the debt burden of the financial system with the allowable risks of revaluation pressure on the payments balance of the Ukraine and European Union member-states were considered. The methodology used in the research is based on the principles of the relationship between the indicators of economic growth and the indicators of the debt burden of the financial system within the framework of the «Laffer debt curve» model. The «Laffer debt curve» shows the dependence of GDP changes on the level of debt burden of the financial system for countries which form economic core of the Eurozone and for new EU members with another level of debt pressure for period 2012-2017. The financial instruments were analyzed, which allow the effective management of debt risks taking into account national characteristics. It was determined that the critical level of permissible pressure of the debt burden of the financial system for the Ukrainian economy is within the limit of 51.2 %. Based on the dynamics of payments concerning the Ukraine public debt, the scenarios of the probable increase the debt burden in the medium-term perspective were estimated. Effective actions have been recommended to borrow and distribute financial resources, risk-based management scenarios for guaranteed state obligations in terms of adjusting debt indicators to the marginal limits.
UK : Метою статті є визначення основних аспектів розвитку сучасного стану електронних платіжних систем в Україні та узагальнення основних ризиків порушення їх функціонування. Проведене дослідження систематизувало інформацію щодо функціонування платіжних систем (внутріш-ньодержавних і міжнародних) і форм розрахунків в Україні (готівкової, безготівкової – електронної). Серед більш ніж 80 внутрішньодержавних іміжнародних платіжних систем, створених банками та небанківськими установами, Національний банк України визначає такі категорії важливості платіжних систем в Україні з метою гарантування їх безперервного та стабільного функціонування – системно важливі, соціально важливі та важливі. Визначено, що в Україні на законодавчому рівні, з урахуванням світових тенденцій, активно відбувається модернізація пла- тіжної інфраструктури, особливо в напрямі захисту прав споживачів фінансових послуг в онлайн-просторі. Разом із появою нових технологій електронного банкінгу, можливостей урізноманітнювати продуктовий ряд дистанційних послуг виникають і нетипові для традиційної банківської діяльності загрози внутрішнього та зовнішнього характеру. Дослідженням систематизовано ключові ризики, притаманні функціонуючим платіжним системам: правовий, фінансовий (загальний комерційний ризик, ризик ліквідності, комерційний ризик), розрахунковий, операційний, системний. Визначено, що основним ризиком у банківській та небанківській сферах є операційний ризик – ризик втрати прибутку через помилки здійснення щоденних традиційних фінансових операцій. Перспективи подальших досліджень у даному напрямі полягають у пошуку та реалізації дієвих механізмів мінімізації або недопущення ризиків електронних платіжних систем. EN : The article is aimed at defining the main aspects of the development of the current state of electronic payment systems in Ukraine and generalizing the main risks of violation of their functioning. The carried out research systematized information on the functioning of payment systems (both internal and international) and forms of payments in Ukraine (cash, non-cash – electronic). Among more than 80 domestic and international payment systems created by banks and nonbank institutions, the National Bank of Ukraine defines the following categories of importance of payment systems in Ukraine in order to ensure their continuous and stable functioning – systemically important, socially important and important. It is determined that in Ukraine at the legislative level, taking into account world trends, the payment infrastructure is being actively modernized, especially in the direction of protection of the rights of financial services consumers in the online space. Along with the advent of new technologies of electronic banking, opportunities to diversify the product range of remote services, atypical threats to traditional banking activities of both the internal and the external nature arise. The research systematizes the key risks inherent in functioning payment systems: legal, financial (total commercial risk, liquidity risk, commercial risk), settlement, operating, systemic. It is determined that the main risk in the banking and non-banking sectors is operational risk – the risk of loss of profit due to errors in the implementation of daily routine financial transactions. Prospects for further research in this direction are to find and implement effective mechanisms for minimizing or preventing risks of electronic payment systems.

Досліджено структуру розподілу податкових і неподаткових надходжень між рівнями бюджетної системи України, визначено роль місцевих податків і зборів, а також міжбюджетних трансфертів в системі доходів бюджетів об'єднаних територіальних громад. Розглянуто вплив реформи децентралізації на формування дохідної частини місцевих бюджетів. Досліджено особливості формування місцевих бюджетів європейських країн на прикладі Польщі. RU: Рассмотрено теоретические вопросы формирования доходной части местных бюджетов. Исследовано структуру распределения налоговых и не налоговых доходов между уровнями бюджетной системы Украины, роль меcтных налогов и сборов, а также межбюджетных трансфертов в системе доходов бюджетов объединенных территориальных общин. Определено влияние реформы децентрализации на формирование доходной части местных бюджетов. Рассмотрено особенности формирования местных бюджетов европейских стран на примере Польши. EN: The changes that have been made to the budget legislation in the process of decentralization reform have affected the structure of distribu-tion and source of local budgets, and strengthened the financial base of local authorities. However, it is precisely from the efforts of local self-government, the adoption of quality management decisions depends on the rational and effi-cient use of budget funds and the successful development of the community.
Under actual regulation of agriculture the necessary support is provided to agricultural enterprises with rather significant limitations as a result of market failures, that is situations in which self-financing business entities are not able or have no stimuli to produce an optimal amount of output due to external effects, incomplete information etc. Under such conditions governmental interference can be regarded as one of the methods of regulation to redistribute of financial resources, provided that financial support of agricultural production prevents financial losses and ensures efficiency of the branch financing
UA:Стаття присвячена обґрунтуванню методичного підходу до визначення обмежень на недоотриманий капітал, який є суттєвою загрозою фінансування дефіциту бюджету держави. Розглянуто заходи мінімізації загрози фінансування дефіциту бюджету України. Доведено, що в контексті поточної макроекономічної ситуації, великі обсяги недоотриманого капіталу посилюють загрозу неефективного забезпечення платіжного балансу, не спонукають до тісного взаємозв'язку легальних і нелегальних фінансових потоків, не дозволяють визначити реальне призначення залучених ресурсів та їх цільову спроможність фінансувати дефіцит бюджету. Використано методи оцінки обсягів недоотриманого капіталу, які дозволили провести макроекономічний аналіз рівня гарантованого покриття державного боргу та його обмежень по відношенню до валового національного продукту держави. Виявлено, що бюджетно-податкова політика як інструмент перерозподілу ВВП в короткостроковому періоді є макроекономічним стабілізатором протидії маховика інфляції, в довгостроковому – стабілізатором законодавчих змін щодо податкового навантаження. EN:The article is devoted to the substantiation of a methodical approach to setting limits on foregone capital, which is a major threat to the financing of the deficit of budget of the country. Measures to minimize threats of financing of budget deficit of Ukraine are considered. It is proven that in context of the current macroeconomic situation, large amounts of foregone capital increase the threat of ineffective provision of balance of payment, does not encourage the close relationship of legal and illegal financial flows, does not allow us to determine the real purpose of attracted resources and their target ability to finance the deficit of a budget. Evaluation methods of amounts of foregone capital are used that allow conducting macroeconomic analysis of guaranteed public debt coverage level and its limitations in relation to the gross domestic product of the country. It is determined that fiscal policy as a tool of redistribution of gross domestic product in the short term is a macroeconomic stabilizer of counteraction of inflation flywheel, in long term is a stabilizer of legislation changes in relation to tax burden.
It is well known that an important positive result of attracting foreign direct investment for the country's economy can be the receipt and subsequent distribution of more advanced production and management technologies. That is why the injection of foreign capital is necessary not only for direct financing but also for the general development of the invested country. The purpose of this article is to consider the theoretical, methodological and practical aspects of ensuring the level of security of investment attractiveness of the world's economies in the polystructural space of foreign direct investment and to highlight the aggregated factors of the investment attractiveness index that characterize the investment climate, investment activity and the state of economic development of the country. To determine the synergistic impact of foreign direct investment on the indicator of the country's investment attractiveness the methods of analysis, synthesis, comparison and mental modelling were used. As a result, it was found that the EU countries are one of the largest investors (the share 65-90% of all investments) in the polystructural space of international investment. It was concluded that in the context of deepening cooperation and realizing the unique capabilities of the states in shaping the global investment climate, it is necessary to ensure a high level of employment of the population by creating new jobs, updating the transfer and introducing the latest technologies, solving social problems at the general level; to carry out an investment modernization of the economy to increase the fixed assets of enterprises; to implement a more effective investment policy.
The article deals with the theoretical, methodological and practical aspects of ensuring a safety level the investment attractiveness of the world countries economy in the polystructural space of foreign direct investments. In the context of the implementation of investment policy and factors in the field of international investment, an optimization model of the investment attractiveness of the national economy has been developed. The aggregate factors of the investment attractiveness index, which characterize the investment climate, investment activity and the state of economic development of the country, are highlighted. A methodical approach is presented to determine the synergistic impact of foreign direct investment on the country's investment attractiveness indicator. The criteria of normalization of investment attractiveness of the economy of the country by indicators of macroeconomic, monetary and currency status, which are formalized by indicators-stimulators, destimulators and interaction of bilateral boundary constraints are proposed. The criteria of identification of risks and threats of safe and dangerous state of development of the economy of the countries by the methods of prognostic extrapolation of foreign direct investment are taken into account. A comparative assessment of global foreign direct investment flows and global GDP, the value of net sales of cross-border mergers and acquisitions was made. The structure of foreign direct investment by regions of the countries of the world is considered, taking into account their external reserves of investment potential. The indicators of investment attractiveness of the Ukrainian economy and its cooperation with EU countries in terms of the volume of inflow and direct investments are presented. The scenarios for the growth of foreign direct investments in the polystructural space of the world and developing countries are proposed.
The article deals with the model of state support for insurance of agricultural risks in the market of goods derivatives of Ukraine. Derivative instruments of agricultural risk allocation in the agricultural asset portfolio are identified, as well as compensation methods for insurance coverage of agricultural enterprises' production costs on forward purchases. A multicriteria model of insurance differentiation of agricultural risks is proposed, which allows ensuring their distribution in the portfolio of insurance coverage of agricultural assets and at the same time optimizing the expected profitability of agricultural enterprises, taking into account, the conditions of state support. The projected value of the portfolio of insurance coverage of agricultural assets under state support has been determined by combining the efforts of agro-insurance entities and state-owned companies focused on the guaranteed performance of forward purchases of agricultural enterprises' grain. Subsystems of agro-insurance objects with state support of the portfolio of insurance coverage of assets of agricultural enterprises have been developed and modified, with basic and additional factors of external macro- and microenvironment of the system
EN: The purpose of the article is to consider the empirical calculations of the level of de-shadowization of tax gaps in the system-compositional model of the fiscal policy of the state. The methodological approach to cointegration of the level of de-shadowization of tax gaps into the system-compositional model of fiscal policy is substantiated, taking into account the strategic determinants of financial and economic development of the state. The method of calculation of the integrated indicator of strategic alternatives is presented and represents the configuration of the modified system of fiscal innovations in relation to the taxation of economic entities. A methodical approach to estimating the level of de-shadowization of the tax gap on the income tax of economic entities is proposed. The level of unit testing of variables of de-shadowization of tax gaps from indicators of financial and economic development of the EU and Ukraine is analyzed. It is concluded that one of the most influential factors today is the de-shadowization of the economy. The future directions are the research of the ways to improve Ukraine's fiscal policy.
