The article is devoted to identifying deliberative function of social networks in modern society and resolving certain political issues. The research showed that appearance of social network meant a new stage in social development and marked emergence of new tools of influencing masses and new approaches to studying peoples national characteristics. The fact that Internet among others performs deliberative function has become a subject of numerous discussions and thinking among politicians and philosophers, as it might be helpful in reaching consensus in debates. Исследование показало, что появление социальных сетей стало новым этапом общественного развития и ознаменовала возникновение нового способа воздействия на массы и новых подходов к изучению национальных черт каждого народа . Тот факт, что Интернет выполняет также и делиберативную функцию стал предметом дискуссий и размышлений в философско-политических кругах, поскольку она может свести позиции участников к какому-то общему знаменателю в спорных вопросах. Numerous challenges reinforce the state of uncertainty and the pressing problems of formation of civic consciousness in Ukraine. It is obvious that the Ukrainian society, which has been developing under conditions of uncertainty, needs educated, moral, active people who are able to make decisions in situations of choice, mobile, dynamic, constructive, capable of collaboration, ready for cross-cultural interaction, with a sense of responsibility for the future of the country. The article traces the Western European and native traditions of philosophical problems of education of future citizens (in the context of ideas about civil society, democracy, state). The author attempts to find sources of philosophical interpretation of civic consciousness in modern conditions of uncertainty. The study of the genesis of civil society leads to the conclusion that the formation of a citizen of the new formation in Ukraine should update the understanding of the individual and the community. Its main subject should be neither purely individual, nor collective, but a person with others, as the full image of a person is revealed only in the interaction with other persons. Formation of civic consciousness under current conditions in Ukraine suggests synthesis of socially-oriented and person-centered approaches, the foundations of which can be found in the philosophical works of Locke (adaptation and thereby consolidation of the already embedded in society stereotypes and traditions) and Rousseau (interaction as a process of endless motion, selfrenewal of the society, and self-improvement of a person). In the difference between these two positions lies the difference between focused rational thinking and value-rational thinking that leads to the difference between social-oriented and person-oriented education. The task of Ukrainian civic education is education of the conscious personality that combines hard work, high morality, tolerance with responsibility for their actions, free critical thinking and autonomy with loyalty, acceptance of public institutions, freedom and social solidarity with love for the motherland and respect for the interests of the state.
