Метою статті є аналіз існуючих соціо-демографічних, економічних та політико-безпекових загроз у державах ЄС, які пов'язані з прийняттям біженців, а також визначення напрямів врахування навантаження біженців на країни та території при формуванні політики щодо біженців та шукачів притулку.У статті проаналізовано можливі переваги та недоліки розміщення біженців в країнах притулку, та визначено їх соціо-демографічний, економічний та політико-безпековий вплив на ці країни.Проведено аналіз кореляції складових Індексу недієздатних держав за усередненими показниками цих складових протягом 2011–2018 рр., що дозволило встановити аналіз впливу міграційного навантаження на країни та території на показник недієздатності державСформульовано напрями врахування соціальних, демографічних, інфраструктурних, економічних та інших аспектів навантаження біженців на країни та території при формуванні політики щодо біженців та шукачів притулку. ; The purpose of the article is to analyze the existing socio-demographic, economic and political-security threats in the EU states related to the reception of refugees, as well as to determine the directions of forming policies on refugees and asylum seekers by taking into account the refugees' burden on countries and territories.The article analyzes the potential advantages and disadvantages of refugee placing in asylum countries and their socio-demographic, economic and political-security pressure on these countries.The analysis of correlation of Fragile States Index with the averaged indicators of its components during 2011–2018 is carried out. It made possible the identification of the impact of refugees' migration burden on Fragile Index of countries.The directions involving social, demographic, infrastructural, economic and other aspects of refugees' burden on countries and territories in the formation of policies on refugees and asylum seekers are formulated.

Numerous humanitarian, socio-economic and environmental problems caused by the worldwide refugees' migration lead to aggravation of the political debate on these issues. A geo-economic transformation in the world, which consists of multipolar geo-economic space formation, causing the need to managing migration movements of refugees between countries and regions around the world. This is associated with the importance of consideration of refugees' migration as a factor of human resources redistribution in the world and the need to develop the regional migration policies for eliminating the negative effects of such migration.The research aimed to studying the current trends, preconditions and problems of refugees' migration as a special category of migrants from countries developing in conflict and in post-conflict conditions. Found that there are military conflicts in all the countries that are leaders by refugees' origin. In addition, the indicators of refugees' pressure on socio-demographic, territorial and economic systems of host countries have been described, as well as analysis of the main refugees' destination countries indicators has been carried out. This analysis has been done in interconnection with the surveyed countries rank in the Fragile States Index 2017. ; Численні гуманітарні, соціально-економічні та екологічні проблеми, зумовлені міграцією біженців у світі, призводять до загострення політичної полеміки з даних питань. А геоекономічні трансформації у світі, що полягають у формуванні багатополюсного геоекономічного простору, зумовлюють потребу управління міграційними переміщеннями біженців між країнами та регіонами світу. Це пов'язано з важливістю врахування міграції біженців, як фактору перерозподілу людських ресурсів у світі, та необхідністю вироблення регіональної міграційної політики, спрямованої на усунення негативних явищ такої міграції.Робота присвячена дослідженню існуючих тенденцій, передумов та проблем міграції біженців, як особливої категорії мігрантів з країн, що розвиваються в умовах конфлікту та у постконфліктному стані. Встановлено, що в усіх країнах, що є лідерами за показниками походження біженців та шукачів притулку, існують військові конфлікти. Крім того, описано показники навантаження біженців на соціо-демографічні, територіальні та економічні системи приймаючих країн, а також проаналізовано відповідні показники за основними країнами призначення біженців. Даний аналіз проведено у взаємозв'язку з місцем досліджуваних країн у Рейтингу уразливості країн світу.

According to the analysis of World Bank data on the dynamics of migration indicators in Europe and Fragile State Index data the authors determine the groups of EU countries in geo-economic risk, which forms the pushing factors in the refugee flow formation. The geographic structure of refugees' migratory flows to the EU is analyzed and the migration corridor dynamics is determined, in particular, it is found out that the overwhelming majority of refugees arrive to the EU through the Central and Eastern Mediterranean channels. In addition, It is determined that strengthening military and political instability in Africa and the Middle East, the tight policies and institutional mechanisms for crossing the EU's borders cause the increased flows of illegal migrants entering the EU in dangerous ways, in particular through the Mediterranean Sea, where a significant number of such persons, especially women and children, die. In addition, EU countries are structured by their migration policies (views on immigration, using of quantitative restrictions on immigration including highly skilled workers). As a result of the legal document study, the authors establish the system of documents identifying the institutional frameworks for the refugees' and asylum seekers' migratory flow management. ; За результатами аналізу даних Світового Банку про динаміку показників міграції у Європі, а також показників рейтингу недієздатності держав встановлено групи країн ЄС за рівнем геоекономічного ризику, який формує фактори виштовхування при формуванні потоків біженців. Проаналізовано географічну структуру міграційних потоків біженців до ЄС та визначено динаміку міграційних коридорів, зокрема визначено, що переважна чисельність біженців потрапляє в ЄС через Центральний та Східний Середземноморські канали. Крім того, структуровано країни ЄС за напрямами міграційної політики (поглядами на імміграцію та використанням кількісних обмежень щодо імміграції, в т.ч. висококваліфікованих працівників). За результатами вивчення системи нормативно-правових документів встановлено систему документів, що визначають інституційні рамки управління міграційними потоками біженців та шукачів притулку.

Environmental problems aggravation on a background of intensifying production processes requires a review of approaches to manage processes in waste production and consumption. The purpose of this article is to review the classification of waste and identify its using in the enterprises waste management and to improve the monitoring system at a waste treatment operations. The waste classification and it's species have been theoretically grounded and identified. The classification using have been determined for identification waste facilities in accounting and control. Conclusions determined that the proposed waste classification allows the government policy implementation and economical founding of the local level waste management actions (separate collection, recycling), as well analyzing overtime losses due to waste, for determine the types of waste, whose using or disposing requires additional costs and potentially brings economic benefits to the enterprise. ; Загострення екологічних проблем на фоні інтенсифікації виробничих процесів вимагає перегляду підходів для управління процесами у сфері поводження з відходами виробництва та споживання. Метою даної статті є огляд класифікації відходів та визначення напрямів її використання для управління сферою поводження з відходами діяльності підприємств, а також для вдосконалення системи облікового відображення на підприємстві щодо операцій поводження з відходами. Теоретично обґрунтовано ознаки класифікації відходів та виділено їх види. Визначено використання класифікації для ідентифікації відходів як об'єктів бухгалтерського обліку та контролю. У висновках визначено, що запропонована класифікація відходів дозволяє реалізовувати державну політику та економічно обґрунтовувати заходи у сфері поводження з відходами на рівні підприємства (роздільне збирання, повторне використання), а також аналізувати рівень втрат через понаднормові відходи, визначати види відходів, використання або утилізація яких потребує додаткових витрат та потенційно несе економічні вигоди підприємству.

Ukrainian companies' entrance into foreign markets with competitive goods requires strict observance of intellectual property rights. In the system of international trade law there is a separate subsystem for regulating trade aspects of intellectual property rights, particular with regard to geographical indications. Due to the need to implement the Association Agreement with the EU, the problem of implementing the requirements of the relevant WTO agreement and related EU directives and regulations is becoming important. The article aims at studying the regulating system of geographical indications using during companies' entrance to European markets of goods. As a result of the research, the normative-legal documents regulating the geographical indications for goods have been determined. As well as prerequisites for intensification of legislative work in the European Union to regulate the use of geographic indications have been identified. These include the expansion of the EU's borders and the intensification of foreign trade with new members; spreading the mood within domestic companies to enter foreign markets with specific agricultural products and food products; increasing the number of participants involved in identifying and clarifying the boundaries of the territory of distribution of intellectual property; increasing the probability of repetition of product names due to a significant expansion of the range of product names and geographical indications of their origin. The paper analyzes the place of geographical indications in the system of qualitative characteristics of agricultural and food products, describes the cases of registration of the most common and protected its species – PDO/PGI/TSG. ; Вихід українських компаній на зарубіжні ринки з конкурентоспроможними товарами вимагає суворого дотримання прав інтелектуальної власності. У системі міжнародного торговельного права сформовано окрему підсистему регулювання торговельних аспектів прав інтелектуальної власності, зокрема щодо географічних зазначень. У зв'язку з потребою виконання Угоди про асоціацію з ЄС проблема імплементації вимог відповідної угоди СОТ та пов'язаних директив і регламентів ЄС набуває важливого значення. Метою статті було дослідження системи регулювання використання географічних зазначень під час виходу компаній на європейські ринки товарів. У результаті дослідження визначено нормативно-правові документи, що регулюють питання географічних зазначень для товарів. Визначено передумови для активізації законодавчої роботи в Євросоюзі щодо урегулювання використання географічних зазначень. До них належить розширення кордонів ЄС та активізація зовнішньої торгівлі з новими членами; поширення у вітчизняних компаній настроїв щодо виходу на зарубіжні ринки зі специфічною сільськогосподарською продукцією та продовольчими товарами; збільшення кола учасників, пов'язаних із виявленням та уточненням меж території поширення об'єктів інтелектуальної власності; зростання ризиків становлення однакових найменувань продукції у зв'язку з розширенням спектру торгованих на міжнародних ринках продуктів та знаків відповідних географічних зазначень території їх походження походження. В роботі проаналізовано місце географічних зазначень у системі якісних характеристик сільськогосподарської продукції та продуктів харчування, описано кейси реєстрації найбільш поширених та захищених їх видів – PDO/PGI/TSG.

The article conducts the analysis of Ukraine's position among the EU countries in terms of readiness for future production (by components: complexity and structure of production and drivers: human capital and sustainable development resources) for determining the Ukraine's potential competitiveness in the process of European integration and outlining possible ways of its increasing. The study uses general scientific methods of cognition, systematization and comparison, analysis and synthesis, in particular. During the study, each components of the aggregate indicator of Ukraine's readiness for the future production has been analyzed in the comparative aspect (by components: complexity and structure of production and drivers: human capital and sustainable development resources); urgent issues for increasing the competitive advantages of Ukraine at the world markets and its ability to counter risks and challenges resisting are identified, the directions of further researches are outlined. The theoretical significance of the study consists in the development (increasing) of scientific knowledge about the factors of country's readiness to counter risks and challenges of the globalized world future and their impact on Ukraine's competitiveness. The practical significance of the study results is the possibility of using the markers of the gaps in Ukraine's readiness by Government of Ukraine, the scientific community and non-governmental organizations for developing a strategy and its tools for increasing Ukraine's indicators to reference values of the EU member states. The scientific novelty of the research is in developing an approach to identifying Ukraine's competitive advantages at world markets through comparative analysis of EU members selected indicators in view of future risks and challenges. ; Проаналізовано позиції України серед країн ЄС за показником готовності до майбутнього виробництва (за складовими: складність та структура виробництва, та драйверами: людський капітал та ресурси сталого розвитку) для визначення потенційної конкурентоспроможності України у процесі інтеграції у таке об'єднання та окреслення можливих шляхів її підвищення. Удослідженні використано загальнонаукові методи пізнання, зокрема, систематизацію, порівняння, аналіз та синтез. У процесі дослідження проаналізовано окремі компоненти інтегральної оцінки готовності України до виробництва майбутнього в компаративному аспекті (за складовими: складність та структура виробництва, та драйверами: людський капітал та ресурси сталого розвитку); визначено питання, які потребують першочергового вирішення з метою нарощення конкурентних переваг України на світових ринках і спроможності протистояти ризикам та викликам майбутнього; окреслено напрями подальших досліджень. Теоретичне значення дослідження полягає у розвитку (прирості) наукового знання щодо факторів, за якими оцінюється готовність країни протистояти ризикам і викликам майбутнього у глобалізованому світі та їх впливу на формування конкурентоспроможності України. Практичне значення отриманих у дослідженні результатів полягає у можливості використання урядом України, науковою спільнотою та неурядовими організаціями ідентифікованих у дослідженні проблемних точок, за якими існують розриви для розробки стратегії та заходів її реалізації, яка дасть можливість активізути їх відповідно до значень, рівних або наближених до значень країн-членів ЄС. Наукова новизна дослідження полягає у розвитку підходу щодо ідентифікації конкурентних переваг України на світових ринках через компаративний аналіз вибраних показників з країнами ЄС з огляду на готовність протистояти ризикам та викликам майбутнього.
