У системі державного фінансового контролю за сплатою податку на прибуток підприємств в Україні наявні численні проблеми, які знижують його фіскальну ефективність, і тому вимагають інституційного, організаційного та методологічного удосконалення. Економічні реалії, статистика та різні оцінки експертів свідчать про тіньову діяльність в усіх складниках економічних процесів України. Несплата податків стала настільки звичним та поширеним явищем, що податок на прибуток підприємств мінімізують не тільки окремі підприємства, а й деякі галузі народного господарства та фінансово-промислові групи. В умовах розгортання кризових тенденцій, на фоні високих соціальних зобов'язань держави, загострилася проблема формування дохідної частини державного бюджету. Вагомим джерелом наповнення бюджет у залишається податок на прибуток підприємств, проте недосконалість законодавства та низький рівень державного фінансового контролю за діяльністю суб'єктів господарювання призводять до звуження бази оподаткування, зменшення податкових надходжень, нерівномірного та несправедливого податкового навантаження, порушення засад конкуренції, а отже – гальмування розвитку економіки в цілому. Метою є вивчення, узагальнення, обґрунтування теоретичних і методичних засад, практичних рекомендацій щодо вдосконалення фінансового контролю за обчисленням бази оподаткування та сплатою податку на прибуток. Удосконалено класифікацію проблемних вузьких місць здійснення державного фінансового контролю за визначенням бази оподаткування з податку на прибуток, що дозволяє сконцентруватися на відповідних напрямах підвищення ефективності його здійснення. Внесено доповнення в розроблений механізм виявлення та усунення ризиків несплати податку на прибуток на основі зв'язку між суб'єктами контролю вищого та нижчих рівнів, що надає прозорості інформаційному наповненню процесів ризиків, що дозволяє зробити певні висновки: державний фінансовий контроль за сплатою податку на прибуток підприємств є складовою державного управління економіки в процесі перерозподілу валового внутрішнього продукту. Крім виконання мобілізуючої та контролюючої функцій, він повинний інформувати центри державного регулювання щодо виявлених недоліків процесів оподаткування та контролю, а також забезпечувати вжиття заходів щодо їх усунення. Природа прямого оподаткування, недостатній інституційний та законодавчий розвиток контролю за сплатою податку на прибуток потребують його складнішої організації, системи. На відміну від податкового, заходи державного фінансового контролю за сплатою податку на прибуток надають можливість диверсифікувати та посилити вплив на фінансово-господарську та управлінську діяльність суб'єктів господарювання, що уникають сплати податку. ; In the state financial checking system after the inpayment of income tax enterprises in Ukraine there a re numerous problems that reduce him fiscal efficiency, and that is why require an institutional, organizational and methodological improvement. Economic realities, statistics and different estimations of experts, testify to shadow activity in all constituents of economic processes of Ukraine. Non-payment of taxes became so usual and widespread phenomenon, that an income tax enterprises not only separate enterprises but also some industries of national economy and financially-industrial groups minimize. In the conditions of development of crisis tendencies, on a background the high social obligations of the state, the problem of forming of profitable part of the state budget became sharp. The ponderable source of filling of budget is remained by an income tax enterprises, however imperfection of legislation and low level of state financial control after activity of subjects of menage result in narrowing of base of taxation, reduction of tax receivabless, uneven and unfair tax loading, violation of principles of competition, and thus is braking of development of economy on the whole. An aim is a study, generalization, ground of theoretical and methodical principles, practical recommendations in relation to perfection of financial control after the calculation of base of taxation and inpayment of income tax. It is improved: - classification of problem bottlenecks of realization of state financial control on determination of base of taxation from an income tax, that allows to be concentrated on corresponding directions of increase of efficiency of his realization. Addition is brought in the worked out mechanism of exposure and removal of risks of non-payment of income tax on the basis of connection between the subjects of control higher and more subzero levels, that gives to transparency to the informative filling of processes of risks, that allows to do certain conclusions

Метою статті є визначення та удосконалення теоретичних основ і науково- практичних рекомендацій, щодо розкриття сутності контролю за сплатою податку на прибуток підприємств в Україні. Ухилення від сплати податків стало настільки звичним і поширеним явищем, що податок на прибуток підприємств мінімізують не тільки окремі підприємства, а й деякі галузі народного господарства та фінансово-промислові групи. Вагомим джерелом наповнення бюджету залишається податок на прибуток підприємств, проте недосконалість законодавства та низький рівень державного фінансового контролю за діяльністю суб'єктів господарювання призводять до звуження бази оподаткування, зменшення податкових надходжень, нерівномірного та несправедливого податкового навантаження, порушення засад конкуренції, і гальмування розвитку економіки в цілому. ; The purpose of the article is to identify and improve the theoretical foundations and scientific and practical recommendations regarding the disclosure of the essence of control over the payment of corporate income tax in Ukraine and the solution of problems that reduce its fiscal efficiency and, as a consequence, require organizational and methodological improvement. Modern economic realities indicate shadow activity in all components of the economic processes of Ukraine. Tax evasion has become so commonplace and widespread that the tax on the profit of enterprises is minimized not only by individual enterprises, but also by certain branches of the national economy and financial and industrial groups. A significants ource of filling the budget remains the corporate profit tax, but the imperfection of legislation and the low level of state control over the activities of economic entities lead to a narrowing of the tax base, a reduction in tax revenues, uneven and unjust tax burden, violation of competition principles, and as a result of the slowdown in the development of the economy as a whole.

Стаття присвячена питанням управління персоналом готельних підприємств в аспекті сезонності як специфіки бізнесу. Негативний вплив на багато галузей економіки надає не тільки світова фінансова криза, але і нестабільна політична ситуація. Враховуючи дію цих двох чинників для організації туристичного бізнесу, необхідно сформувати такі механізми управління готельними підприємствами, які дозволять гнучко реагувати на коливання зовнішнього середовища, підвищать вартість активів, отримають додаткові або позаопераційні доходи, дозволять понизити витрати підприємства, зменшить негативний вплив чинників зовнішнього середовища. В даний час одній з серйозних проблем, що стоять перед вітчизняними компаніями, є значний рівень плинності персоналу, під якою зазвичай розуміється процес зміни кадрового складу, обумовлений звільненням одних співробітників і приходом ним на зміну інших. Необхідно сформувати таку систему управління готелями, при якій би відбулося зниження витрат і підвищення прибутковості, враховуючи сучасні економічні умови, географічне розташування і саму специфіку туристичного бізнесу. Не дивлячись на підвищений інтерес вітчизняних і зарубіжних учених, залишається актуальним питання вдосконалення системи управління персоналом в туристичному і готельному бізнесі. Сезонність є одним з головних аспектів, тому необхідний пошук нових оптимальних підходів до організації роботи з персоналом. Одним з таких підходів в сучасному бізнесі гостинності є лізинг персоналу, і у зв'язку з яким використовуються поняття аутстафінгу і аутсорсингу. У статті розглянуті поняття «аутстафінга» і «аутсорсинга», а так само приведені відмінності між даними поняттями. ; The article is devoted the questions of management the personnel of hotel enterprises in the aspect of seasonality as business specifics. Negative influence on many industries of economy not only a world financial crisis but also unstable political situation renders. Taking into account the action of these two factors for organization of tourist business, it is necessary to form such mechanisms of management hotel enterprises which will allow flexibly to react on the vibrations of external environment, will promote the cost of assets, will get additional or profits, will allow to reduce the expenses of enterprise, will decrease negative influence of factors of external environment. Presently to one of serious problems, standings before domestic companies, there is a considerable level of fluidity of personnel, which the process of change of skilled composition, conditioned the discharge of one employees and arrival by him on changing other, is usually understood under. It is necessary to form such control the system by hotels, what cutting of costs and increase of profitability took a place at, taking into account modern economic terms, geographical location and specific of tourist business. In spite of enhanceable interest of domestic and foreign scientists, a question of perfection of control the system by a personnel is in tourist and hotel business. Seasonality is one of main aspects, the search of the new optimum going is therefore needed near organization of work with a personnel. One of such approaches there is leasing of personnel in modern business of hospitality, and which the concepts of outstaffing and outsourcing are utillized in connection with. Concepts «outstaffing» and «outsourcing» are considered in the article, and distinctions are similarly resulted between these concepts.

В статті проаналізовано світовий досвід становлення державного внутрішнього фінансового контролю та виділено основні етапи його розвитку. Окреслено характерні риси сучасного етапу розвитку державного внутрішнього фінансового контролю в економічно розвинених країнах світу. ; The main stages of formation and development of public internal financial control were discussed in the article. In the first phase (prior to 1941) - the basic functions of internal control and internal audit was a clerical function, checking errors in reporting, fraud detection and preservation of assets. In the second phase (1941-1985) - the basic functions of internal control and internal audit is to prevent violations in riskier areas of public finance, mandatory internal audit in government. In the third phase (from 1985 to the present time) - the basic functions of internal control and internal audit was to provide management of for-profit companies (including publicly traded and privately held companies), not-forprofit entities, government bodies and other organizations of providing guidance on the design and evaluation of internal control, also supports organizations as they adapt to the increasing complexity and pace of a changing business environment, manage risks to acceptable levels and improve the reliability of information for decision-making.
