The present work aims to analyze, from the discursive categories of Michel Foucault, the emergence of the Beijing Consensus as transformer counter-power of the international economic praxis, legitimizing the actions of China, similar to the establishment of neoliberalism. We will study the economic order established since 1971, with the termination of the period of dollar-gold convertibility, creating chaos in the international system, raising incentives towards financial globalization, as in the post-financial crisis period of 2008.At the same time, it points to see if the interest is for China to take a leadership role, through soft power, not just for themselves, but with respect to the other international actors, as its economic ascent also presupposes an even greater weight for its decisions in the political context, thus giving rise to new parameters in the game of international power. For that, we will position the Beijing Consensus methodologically within the terms established in economics, determining whether that speech fills the conditions to become global economic mainstream. ; El presente trabajo tiene como objetivo analizar, desde las categorías discursivas de Michel Foucault, la emergencia del Consenso de Beijing como contrapoder transformador de la praxis económica internacional, legitimando las acciones de China, análogamente al establecimiento del neoliberalismo. Estudiaremos el orden económico establecido desde 1971, cuando termina el periodo de convertibilidad dólar-oro, creando caos en el sistema internacional, planteando incentivos hacia la globalización financiera, bien como el período post-crisis financiera de 2008.Al mismo tiempo, apunta a observar si es de interés de la China asumir un rol preponderante, por medio del softpower, no apenas para si, pero con respecto a los demás actores internacionales, pues su ascensión económica presupone aún un mayor peso de sus decisiones también en el contexto político, criando de esta forma, nuevos parámetros en el juego de poder internacional. "This article analyzes announcement effects of the new statutory minimum wage on employment expectations and uncertainties in Germany. Using a difference-in-differences approach applied to the IAB Establishment Panel, employers affected by the minimum wage show an increased employment uncertainty and a 0.9% points drop in their expected employment growth. Using the same identification strategy with data from 2015, the treatment effect on actual employment growth of affected employers matches the employers' expectation. Hence, an analysis of employer expectations seems to be promising to detect employment effects of policy changes before they come into force." Followed by an extensive policy discussion late 2013 and early 2014, the new German minimum wage was introduced on 1 January 2015. This article analyzes announcement effects of the new statutory minimum wage on employer expectations in 2014. The IAB Establishment Panel allows for a difference-in-differences comparison between affected and unaffected employers and entails variables that address the employers' employment expectations. In 2014, affected employers show an increased employment uncertainty and a drop in their expected employment development. They also more likely report wage costs to become a problem. In size, the employment expectations translate into a loss of about 12 800 jobs. ; Als Resultat einer ausführlichen politischen Debatte im Anschluss an die Bundestagswahl 2013 wurde in Deutschland am 1. Januar 2015 ein neuer Mindestlohn eingeführt. Dieser Artikel analysiert, ob die Bekanntgabe seiner Einführung bereits die Beschäftigungserwartungen von Arbeitgebern im Jahr 2014 beeinflusst hat. Das IAB-Betriebspanel erlaubt, betroffene und nicht-betroffene Betriebe mittels einer Differenzen-in-Differenzen-Analyse zu vergleichen und beinhaltet zudem Variablen über die Beschäftigungserwartungen. Die Analysen für 2014 zeigen eine gestiegene Beschäftigungsunsicherheit sowie eine schwächere Beschäftigungserwartung bei betroffenen Arbeitgebern. Außerdem werden von den vom Mindestlohn betroffenen Arbeitgebern Lohnkosten häufiger als aufkommendes Problem bezeichnet. Eine Abschätzung mithilfe vergangener Befragungswellen prognostiziert, dass diese negativen Arbeitgebererwartungen einen Beschäftigungsverlust in Höhe von rund 12 800 Beschäftigungsverhältnissen nach sich ziehen werden.

Using new and unique linked employer-employee data from Germany, I examine the extent to which immigrants sort into worse-paying establishments and worse job positions within establishments. The results demonstrate that recent immigrants are particularly likely to work at low-paying workplaces. Similarly, when examining job positions within establishments, I find that immigrants are employed in lower hierarchical positions. Both the non-random sorting across establishments and the hierarchical sorting within establishments explain much of the immigrant-native wage differential. Policy measures designed to address the wage differential should therefore address immigrants' access to well-paying workplaces and job positions. With respect to career development, immigrant participation in performance assessments is low, and immigrants feel disadvantaged in personnel decisions, which in turn might be relevant channels that explain immigrants' under-representation in well-paid positions. ; Unter Verwendung des neuen Linked Personnel Panels (LPP) untersuche ich das Ausmaß der Beschäftigung von Migranten in schlecht bezahlenden Betrieben und Jobs. Die Ergebnisse zeigen, dass insbesondere kürzlich migrierte Personen in schlechter bezahlenden Betrieben arbeiten. In Bezug auf die Job-Hierarchie zeigt sich, dass Migranten in niedrigeren Positionen beschäftigt sind. Lohnregressionen ergeben den Befund, dass die negative Selektion in schlechter bezahlte Jobs und zu schlechter bezahlenden Arbeitgebern einen großen Anteil des Lohnunterschieds zwischen Migranten und Deutschen erklärt. Politikmaßnahmen sollten daher an beiden Dimensionen ansetzen, um eine bessere Integration zu gewährleisten. Vertiefende Analysen hinsichtlich der Personalführung zeigen, dass Migranten seltener an einem Beurteilungsgespräch teilnehmen und sich bei Personalentscheidungen benachteiligt fühlen. Diese Befunde können somit einen relevanten Erklärungsansatz für die niedrige Repräsentation in hohen Positionen darstellen.
