This paper contributes to the development of a polycentric perspective on energy infrastructure governance by developing the concept of network of adjacent actions situations (NAAS). Examining the case of LNG infrastructure development in the Baltic Sea region, it clarifies how choices made in interlinked policy areas may affect infrastructural policy output in a regional context. It is argued that LNG is expanding as a new major energy technology around the Baltic due to its capacity to fulfill policy expectations in three issue-areas: enhancing energy security, providing low-sulphur bunker fuel, and balancing renewables in the power sector. The analysis of linkages between these actions situations emphasizes the spatial, temporal, and discursive aspects of energy infrastructure governance at the regional level. The application of NAAS as an analytical tool to map out the unintended consequences of infrastructural choices is relevant in policymaking. ; Peer reviewed

As accelerated climate change can offer easier access to the Arctic resource riches, many countries, including the non-Arctic states, are now considering the Arctic as a viable future source of enormous energy supplies and valuable minerals. This chapter explores the current conversations on Arctic energy futures through the lens of resource colonialism. Focusing on the intertwined politics and economics of Arctic energy, it shows how ongoing Arctic developments have been shaped by expectations, decisions and events taking place outside the Arctic region. It is argued that a contradictory relationship between energy and environment accompanying the persistent interest in Arctic resource wealth marks a shift in the international political economy of energy from 'old' to 'new' carbon governance. ; Peer reviewed

Climate change has recently been a subject of increased attention in the shipping sector. Along with technical issues of GHG emissions reduction, a question of appropriate governance has been raised. The argument regarding the role of global, regional, and local policies in curbing shipping emissions is a part of a broader theoretical debate on forms of global governance. Theoretical and methodical principles of becoming of industrial parks are investigated, as a type of the special economic areas. The main factors which stipulate the increase in a number of industrial parks in the world and the most significant weaknesses to the input of industrial parks were determined. It was proved that within the limits of economic districts it would be reasonable to establish the industrial parks which would provide overcoming of interregional breaks and steady development of Ukraine in general. The necessity of formation of organizational intermediate link was proved – the state managing company in a form of a joint-stock company with a presence in her supervisory board of representatives from the relevant ministries and local authorities. On this company to put plenary powers of development of strategy and plans of infrastructural regional changes, functions of selection of pretenders, delivery and abolition of permissions, control of activity of subjects in relation to implementation by them the undertaken obligations on behalf of the state and list of priority types of activity in industrial parks in accordance with the current legislation of Ukraine. The organizational chart of creation of industrial parks is offered in the context of providing of steady development of Ukraine. ; Исследованы теоретико-методические принципы становления индустриальных парков, как разновидности специальных экономических зон. Раскрыты основные факторы, которые обусловливают увеличение количества индустриальных парков в мире и наиболее существенные недостатки при вводе индустриальных парков. Доказано, что в пределах экономических районов целесообразно образовывать индустриальные парки, которые обеспечивали бы преодоление межрегиональных разрывов и устойчивое развитие Украины в целом. Обоснована необходимость образования промежуточного организационного звена - государственной управляющей компании в виде акционерного общества с наличием в ее наблюдательном совете представителей соответствующего министерства и местных органов власти. На эту компанию возложить полномочия разработки стратегии и планов инфраструктурных региональных изменений, функции отбора претендентов, выдачи и отмены разрешений, контроля деятельности субъектов относительно выполнения ими взятых на себя обязательств от имени государства и перечня приоритетных видов деятельности в индустриальных парках в соответствии с действующим законодательством Украины. Предложена организационная схема создания индустриальных парков в контексте обеспечения устойчивого развития Украины. ; Досліджено теоретико-методичні засади становлення індустріальних парків, як різновиду спеціальних економічних зон. Розкрито основні чинники, які обумовлюють збільшення кількості індустріальних парків у світі та найбільш суттєві недоліки при запровадженні індустріальних парків. Доведено, що в межах економічних районів доцільно утворювати індустріальні парки, які забезпечували б подолання міжрегіональних розривів та сталий розвиток України в цілому. Обґрунтовано необхідність утворення проміжної організаційної ланки - державної управляючої компанії у вигляді акціонерного товариства з наявністю в її наглядовій раді представників відповідного міністерства і місцевих органів влади. На цю компанію покласти повноваження розробки стратегії і планів інфраструктурних регіональних змін, функції відбору претендентів, видачі та скасування дозволів, контролю діяльності суб'єктів щодо виконання ними взятих на себе зобов'язань від імені держави та переліку пріоритетних видів діяльності в індустріальних парках відповідно до діючого законодавства України. Запропоновано організаційну схему створення індустріальних парків у контексті забезпечення сталого розвитку України.

This article describes Russian Arctic policy agendas as they have been reflected in mainstream Russian media outlets. The research was based on modeling topic structures of three federal and three regional newspapers. Topic modeling was performed with the unsupervised LDA algorithm and complemented with hand labelling of topics. Data was collected by retrieval of relevant newspaper articles from the media database Integrum for the period 2011–2015 (N = 611); the corpus was further divided in two periods (2011–2013 and 2014–2015) to account for the potential effect of the Ukrainian crisis on agenda-setting. Both federal and regional newspapers were found to have been mostly concerned with the development of hydrocarbon resources, as coverage of this topic was the largest during both periods. However, during the second period (2014–2015), the repercussions of the Ukrainian crisis, namely the economic sanctions and securitization, gained significant attention while marginalizing other topics. The results of this analysis may serve as a foundation for application of sentiment analysis to allow an in-depth understanding of topic salience and impact on public opinion. ; Peer reviewed

This paper investigates emission control areas (ECAs) as an instrument to address external costs from shipping. Though ECAs have been researched in a versatile manner by scholars of economics, management and policy studies, rather less attention has been paid to the complex multi-level and multi-actor institutional environments into which ECAs are implemented Yet, the decisions of shipping actors regarding the improvement of their safety and environmental performance can be both enhanced and constrained by the 'rules of the game' embedded within respective institutional frameworks. The paper investigates the case of the Baltic ECA in order to explore the interplay between the existing and emerging arrangements for shipping externalities governance. Methodologically it draws upon the instrumentation approach, which conceptualises governance instruments as policy implementation choices and reveals which relations between the actors involved into the governance process they imply. The study explores the origin, content and power implications of technical instruments associated with the goal of enhanced environmental protection of the Baltic Sea. It aims to assess how the new instrument of ECAs can play itself out in terms of externalities governance. The paper concludes with a discussion of the role of ECAs as a potential enabling environment for quality shipping. ; Peer reviewed
