Il a notamment travaillé comme Conseiller spécial du Haut représentant de l'Union africaine pour le Mali et le Sahel. Il a écrit, entre autres, Guerres civiles et coups d'État en Afrique de l'Ouest (Paris, 2007) et Africa in the United Nations System, 1945-2005 (Londres, 2006).

The Victims of COVID-19 in Burkina Faso and the Emergence of a Polarizing Discourse in Written Press
ABSTRACT: The objective of this study is to demonstrate the conflict between the victims of covid-19 through their written discours depending on whether these people are socially important or not,(politically or regiously). Through argumentation theory (Amossy 2016 ; Koren and Amossy 2002), it emerges that the discourse of victims of the disease is a polarized discours.
RESUME : L'objectif de la présente étude, c'est à partir des productions des personnes victimes de la covid-19 relayées dans la presse, de rechercher l'aspect polémique du discours selon que ces victimes occupent une position socialement haute (autorités politiques ou religieuses) ou une position socialement moyenne (n'assumant pas d'autorité politique ou religieuse). Dans une approche qui convoque l'analyse de l'argumentation dans le discours (Amossy 2016 ; Koren & Amossy 2002), la présente étude démontre que le discours des patients associe des procédés impliquant divers procédés linguistiques dans une logique de polarisation.
This paper discusses the issue of Sustainable Development (SD) in countries with abundant natural resources with the aim to construct a Sustainability Index of Mining Countries (SIMC) based on the Hartwick's (1977) weak sustainability theoretical framework and the Brundtland et al. (1987) SD's vision. The specific studies on mining and Top down/ Bottom-up approach allow us to identify five dimensions of sustainability of mining countries namely an economic dimension, a social dimension, an environmental dimension, a transverse dimension and a dimension involving governance, political and institutional issues. Each dimension is declined into measurable indicators, and then, the indicators are weighted and aggregated. An implementation of the constructed tool with Burkina Faso and Niger data reveals a dichotomy between perceived rents and development indicators. A sensitivity and robustness analysis of the SIMC with other development indicators confirms the strength of the tool.
