Este texto analiza las implicaciones nocivas de la pandemia de COVID-19 para la política social como derecho de ciudadanía. Por tanto, demarca el actual sistema global de capitales, con su interminable crisis estructural, como elemento fundacional de estas implicaciones. Incorpora temas y enfoques emergentes o poco visitados, como el cambio climático, para ampliar el alcance analítico convencional y agregarle nuevas contribuciones fácticas y teóricas. En este contexto de doble crisis letal de lesa humanidad, la política social guiada por el compromiso con la satisfacción de las necesidades humanas sufre un violento retroceso: se reduce a satisfacer las necesidades de lucro del capital, volviéndose reacia a la sociabilidad democrática. ; Este texto analisa as implicações nefastas da pandemia da COVID-19 para a política social como direito de cidadania. Nesse contexto de dupla crise letal contra a humanidade a política social pautada pelo compromisso com a satisfação das necessidades humanas sofre violenta reversão: reduz-se a satisfazer as necessidades de lucro do capital tornando-se avessa à sociabilidade democrática. ; This text analyzes the harmful implications of the COVID-19 pandemic for social policy as a right of citizenship. Therefore, it demarcates the current global capital system, with its endless structural crisis, as the founding element of these implications. It incorporates emerging or under-visited themes and approaches, such as climate change, to broaden the conventional analytical scope and add to it with new factual and theoretical contributions. In this context of a double lethal crisis against humanity, the social policy guided by the commitment to the satisfaction of human needs, undergoes a violent reversal: it reduces itself to satisfying the needs for profit of capital, becoming averse to democratic sociability.

THE MEXICAN DEVALUATION AND SUBSEQUENT CRISIS OF DECEMBER 1994 THROUGH JANUARY 1995, PUT ALL LATIN AMERICAN GOVERNMENTS ON ALERT. THE "TEQUILLA EFFECT," AS THE MEXICAN DEBACLE WAS KNOWN, WAS THE RESULT OF PROBLEMS FACING THE WHOLE REGION, DESPITE ARGUMENTS BY GOVERNMENT MINISTERS IN BRASILIA AND BUENOS AIRES THAT "WE ARE NOT MEXICO." EVEN IN MEXICO, WHOSE LEADERS CLAIM THAT THE ECONOMY HAS STABILIZED, THE REAL CRISIS IS NOT OVER AS OF 1996. THE AUTHOR EXPLAINS THAT PROBLEMS RUN DEEPER THAN MERE EXCHANGE RATE DISEQUILIBRIA, AND RELATES TO THE CHANGING NATURE OF GLOBAL CAPITALISM. AS GLOBAL CAPITAL HAS EXPANDED RELENTLESSLY INTO THE FORMER COMMUNIST WORLD AND ALSO INTO COUNTRIES THAT HAD PREVIOUSLY OFFERED SOME DEGREE OF PROTECTION TO NATIONAL CAPITAL, THE RULES OF ECONOMIC LIFE HAVE CHANGED. CHANGES IN GLOBAL CAPITALISM HAVE LED TO THE REWRITING OF SOCIAL CONTRACTS IN MANY COUNTRIES AND AN ALARMING LOSS OF LEGITIMACY ON THE PART OF MANY GOVERNMENTS.

THE CONFLICT IN ANGOLA IS THE RESULT OF DIVISIONS ROOTED IN THE RECENT COLONIAL PAST. PORTUGUESE COLONIALISM OFFERED FEW EDUCATIONAL OR ECONOMIC OPPORTUNITIES TO ITS AFRICAN SUBJECTS RELATIVE TO ITS MORE AFFLUENT FRENCH AND BRITISH COUNTERPARTS. ANTAGNOSTIC ETHNIC IDENTITIES REFLECTED DIFFERENTIAL ACCESS TO THESE OPPORTUNITIES. THE ARTICLE DISCUSSES THE 1992 ELECTION IN ANGOLA AND ITS AFTERMATH. IT ALSO DISCUSSES THE UNITED STATES RECOGNITION OF ANGOLA'S MPLA GOVERNMENT.

Este artigo trata do avanço e do retrocesso da política social do segundo pós-guerra que, entre os anos 1945 e 1975, se regia pelos direitos de cidadania e pela democratização do acesso a bens e serviços produzidos coletivamente. Por essa perspectiva, a política social tinha caráter universal e protegia não apenas quem trabalhava ou estava formalmente empregado. A partir dos anos 1980, com o advento do neoliberalismo, tal política tornou-se focalizada na pobreza e substituiu o direito à proteção social pelo mérito individual centrado no trabalho. Consequentemente, ela passou a atender muito mais os apetites do capital do que as necessidades sociais.

This article examines the political and the media discourses concerning the Portuguese governmental program responsible for delivering a laptop named "Magalhães" to all primary school children. The analysis is based on the official documents related to the launch and development of the initiative as well as the press coverage of this topic. The main purpose is to recognize the dominant public discourses and to find out what the media select for the debate in the public sphere. This analysis was done with a particular focus on the critical media literacy framework. The results reveal that the press highlighted the negative aspects of that program and that this framing could have a strong impact on how it was accepted and understood by the public opinion. Fire it is a natural element of the ecosystems, but with social and economical negative impacts. To analyse fire impacts on the landscape, Geostatistical and Geographic Information Systems (GIS) techniques are often used. In this work we aim to identify with the mentioned tools, the spatial correlation and pattern of fire occurrences in Portugal and in Natura 2000 areas during the years of 2010 and 2011. The results showed that the number of fires was high in 2011, but the burned area was high in 2010. The spatial correlation and pattern were different and in 2010, the fires were more concentrated in the northwest part of Portugal, meanwhile in 2011, were majority observed in the north and more distributed across the territory. During the studied years, fire affected especially the Nature 2000 areas located in the north of Portugal. In the global context, the number of fires and burned area were not significant in Natura 2000 areas. However, in the surroundings of these areas, there is a high fire activity, that if carried out during the summer season and criminally, can represent a serious threat to nature management and conservation.

The main geomorphological features of the eastern part of the Trás-os-Montes and Alto Douro region are presented, namely the Iberian Meseta, the residual ridges, the Serra de Montesinho, the tectonic landforms and the Douro River incision. The Iberian Meseta is represented by extensive plateaus shaped in pre-Mesozoic rocks of the Iberian Massif. Above the Meseta plateaus, Appalachian- type reliefs are built in metamorphic rocks, testifying an older planation surface. Below the plateaus, the incised river network and the canyon-type Douro River Valley in the Portugal–Spain border region reveal a recent Atlantic capture of the northern interior of Iberia. Granite and glacial landforms are presented as the main geomorphological landscape features of the Peneda-Gerês National Park. The park was established in 1971 and it is the only national park and most important protected area in Portugal. The aesthetic attractiveness is supported mainly by the distinct granite landscape of the Gerês and Peneda Mountains, where the post-orogenic Variscan Gerês gran- ite facies occurs. The rugged relief is poorly covered by vegetation, differentiating it from the surrounding moun- tainous areas and the most distinctive landforms are bornhardts, locally named as "medas". The Terras de Cavaleiros Geopark (TCG), a UNESCO Global Geopark, is located in Northern Portugal and is established on rare and unique geological, scenic, ecological and cultural values. The most significant geological value is related to the most complete sequence of Pre-Mesozoic allochthonous geological units in NW Iberia. The Vilariça fault is an important geomorpholog- ical feature in the TCG related to the evolution of landforms such as push-up blocks and strike-slip basins. Forty-two geosites were selected in the TCG, 16 of them being of geomorphological interest.
