Russian-Belarus political and economic integration was one of the basic factors of the forming of the neo-authoritarian regime in Belarus. Russian economic support for president Lukashenko provided rapid winding up of democratic transformation in Belarus and preserved the administrative managing of the national economy. For a long period, Belarus society had been stuck in the soviet style of political life. At the same time, such a style of the political system allowed Russia to keep Belarus in the sphere of its cultural and geopolitical influence. As a result, Belarus was hardly open to a constructive relations with the West, and regular political repressions kept the country isolated. During the second period of Lukashenko's authoritarian rule, when the Russian policy got significantly more aggressive, the integration became destructive for Belarusian statehood. It is evident that Moscow has been trying to realize an idea to restore some kind of a new empire project, and uses different tools to achieve the goal. It might be said that integration is one of the mechanisms of a hybrid war which Russia wages against post-Soviet republics. Taking into consideration that Belarus has not developed full economic and political relations with the West, its economic and political system is widely dependent on Russia, which puts Belarus in a difficult, critical position. The continuation of the integration with Russia may result in the loss of Belarus' independence. Even though Lukashenko has been able to resist Kremlin's insistence on the "deeper integration", Belarus is still a part of the Union State, and stability of the political and economic system of the country depends on Russian support. Jednocześnie taki właśnie styl polityczny umożliwił Rosji zatrzymanie Białorusi w swojej strefie wpływów, geopolitycznych i kulturalnych. W rezultacie Białoruś prawie nie była otwarta na konstruktywne relacje z Zachodem, a regularne represje polityczne utrzymywały ten kraj w izolacji. W tekście opisano techniki kontroli funkcjonowania mediów państwowych oraz omówiono represyjną politykę władz wobec mediów niezależnych. Analiza białoruskiego rynku medialnego oraz przestrzeni informacyjno-komunikatywnej nie byłaby pełna bez oceny roli i miejsca rosyjskich mediów w procesie kształtowania opinii publicznej Białorusinów. Wątek ten oraz polityka medialno-informacyjna autorytarnego reżimu robi się ważną i aktualną dla Białorusi w świecie wydarzeń w Ukrainie, kiedy media rosyjskie stały się głównym narzędziem w tak zwanej wojnie hybrydowej.
The article presents the shape, structure and functioning of the media system in Belarus which substantially depends on the political regime. Thus, The Belarusian media can be divided into the system ones (acting on behalf of and in the interest of the government) and non-system media that present and create alternative information. The text also focuses on the techniques of control over the state media and repressive policy of the authorities towards the independent media. The analysis of the Belarusian media market and the information and communication space would not be complete without the assessment of the role and place of the Russian media in the process of public opinion-forming of Belarussians. This issue as well as the media and information policy of the authoritarian regime are of extreme importance, particularly in the context of the events in Ukraine when the Russian media became the key tool in the so-called hybrid war. ; W artykule przedstawiono kształt, strukturę i funkcję systemu medialnego na Białorusi, który w sposób faktyczny jest zależny od reżimu politycznego. Ввиду этого белорусские СМИ можно разделить на системные (действующие по заказу и в интересах властей) и внесистемные, которые создают и представляют альтернативную информацию. В тексте описаны техники контроля за функционированием государственных средств массовой информации, а также проанализирована репрессивная политика властей в отношении к независимым СМИ. Анализ белорусского медиарынка и информационно-коммуникационного пространства был бы неполным без оценки роли и места российских СМИ в процессе формирования общественного мнения белорусов. Эта тема, а также медиаполитика и информационная политика авторитарного режима, становятся важной и актуальной для Беларуси с точки зрения событий в Украине, когда российские СМИ стали основным инструментом в так называемой гибридной войне.

Introduction. The author analyzes the conceptual problems of historical and philosophical research of the measuring of the idea of the social contract, proves the importance of the idea of social contract for the constitution of a fair constitutional state and its further functioning as a community of citizens who are free to negotiate, coordinate their often conflicting interests concerning their social problems. Purpose. To analyze the peculiarities of historical and philosophical discourse of the idea of the social contract in the general methodological sense of critical reconstruction of significance of the principle of the social contract for modern and contemporary political philosophy aimed at the realizing of the problems of freedom, equality and legitimacy of social institutions. Methods. The comparison of different concepts of social contract foresaw the sage of the method of comparative analysis. On the purpose of sequential analysis of main components and principles of the social contract the genealogical, hermeneutic and comparative methods were used. Results. The realizing and reconstruction of basic concepts and principles genesis, limits and prospects of development of the idea of the social contract in the sense of its most significant, contemporary and new historical and philosophical measurements, allows to make a conclusion that in the idea of the social contract itself and its direction to other significant problems of modern political philosophy a number of extensive and extremely necessary for today concepts and principles was highlighted. Originality. A comprehensive analysis of modern European philosophical discourse of the social contract was conducted, which allowed clarifying not only European, but also universal, intercultural methodological sense as foundations of diverse forms of average algorithm of complex social contemporary practice. Conclusion. It is proved in the work that the idea of the social contract is closely connected with the problem of justification of human rights, which arising as a component of modern concepts of legitimacy, which indicates the organic link of the problems of the power and justice.

On 16 December 1975, Kang Sheng, a member of the CPC (Communist Party of China) Central Committe (CC), Adviser of the CC group on the Cultural Revolution, Deputy Chairman of the CPC CC and Deputy Chairman of the Standing Committee of the National People's Council, died in Peking. However, on 16 October 1980, he was posthumously expelled from the CPC by its CC. The article investigates Kang Sheng's role in the purges of the CPC and looks at his biography. (DÜI-Sen)
