This study describe the performace information public services and the quality of public service performace information in East Jawa. This qualitative research usede the IKM analysis and description methods. The results of this study showed that the public information services of government institutions in the three study sites were held in the two models. The first is the informationservices are made directly or face to face communication to relevant agencies with the authority as source of information. types of information service shows poor image by IKM 54.625. Good governance is the principle used in the management of government organizations as a way to improve the quality of development in the region. This research aims to analyze the index of good governance in Sidoarjo. This research is a descriptive-quantitative study that took 625 respondents who are residents of Sidoarjo as a sample. The data are collected through distributing questionnaires. The data collected is analyzed using good governance index analysis. The results showed that Good Governance Index of Sidoarjo in 2016 amounted to 65.35, it means that the implementation of good governance in Sidoarjo is good. The highest good governance principle index is the rule of law principle amounted to 66.83, while the lowest good governance principle index is the responsiveness principle amounted to 62.91. Local government policy in providing legal certainty and guarantee to the community in various fields (eg. service) is the indicator with the highest index, whereas the community knowledge about the mechanism and procedure of complaint submission to the local government is the indicator with the lowest index. The purpose of this study was to discuss the suitability of the industrial and trade road in Sidoarjo with the Decree of the Minister of Industry and Trade Number 50/1997 on Technical Standards of Industrial Zone and to analyze the industrial and trade road performance in Sidoarjo. This descriptive quantitative research involved 4 districts in Sidoarjo. The results showed that 62% of the industrial and trade road in Sidoarjo are not in accordance with the Decree of the Minister of Industry and Trade Number 50/1997 concerning the technical standards of the industrial area. It means that 62% of the industrial and trade road performance in Sidoarjo has a pavement that is less than 7 meters. The level of service at rush hours in the industrial and trade road performance that has not been appropriate have bad level of service(F), whereas industrial and trade road performance that has been appropriate has excellent (A) level of service. It shows that if the industrial and trade road performance is appropriate with the technical standards of the industrial area, the transportation can run well.

This study aims to describe 1) the role of government and public relations strategy in providing quality public information, 2) the quality of public information services, 3) the role and influence of public relations strategy on the quality of public information services in Sidoarjo. This explanatory study used a sample of 103 people with staff of Sidoarjo government as respondents. Analyzing technique used is multiple regressions. The results showed that public relations as an ex-officio of Records and Information Management Officer(PPID) have a role and a good strategy, amounting to 79.18% and 80.3%. The available and informed public information are not optimal, i.e. 1) regular information 35.8%; 2) immediate information 39.8%; 3) anytime information 39.6%, and 4) requested information of 41.3 %. The quality of information disseminated to the public is categorized as fairly good (65.5%). The role and strategy used by public relations as ex-officio PPID affect the quality of public information by 71%. The influence either simultaneously or partial, shows significant value. The results showed that in interpreting the freedom of the press it should not only be in the pattern of freedom of one of the pillars only but in interpreting the freedom must be in freedom for a freedom to fully guarantee community involvement so that communities can acquire and exercise their rights as citizens. The government also assures the people to exercise their rights. In the perspective of freedom, this two -pillar pattern of freedom from and freedom for is important in order to provide a framework governed by press freedom. Abstract-Three sub-districts of Minneapolis Sidoarjo regency, which are Sedati, Candi, and Jabon are not only had superior fishery products, but it also has a potential area to be a highly prospective marine ecotourism. This quantitative research aims to analyze the public relations mix of Sidoarjo Regency, empowerment, community participation, supply chain management and sustainable marine ecotourism development. The research data is conducted by distributing questionnaires towards 204 respondents; then, data collection will be coded and analyzed by utilizing multiple linear regression SPSS 20. The findings show that the development of sustainable marine ecotourism affected by several factors; public relations mix, the role of the regional government, empowerment, and community participation, which is 30,1%. The most influential factors are the role of government, empowerment, and community participation. Whereas, the public relations mix that is utilized by the government does not affect the development of sustainable marine ecotourism. The innovation of this research are, first, the role of government that is supported by community participation and empowerment can enhance sustainable marine ecotourism development. Second, the natural, human, budgetary and cultural resources are the primary capital in developing sustainable marine ecotourism. One measure of development implementation is the level of social welfare that can be measured objectively and subjectively. Subjectively, measuring the society welfare can be done through the level of lifes happiness. The purpose of this study to describe the happiness levels of society and the factors that influence happiness. Through 423 respondents as a sample, this explanative quantitative research was conducted in Sidoarjo Regency. The analysis technique used is multiple linier regression. The results show that the happiness level of Sidoarjo people in 2017 is 78.58. It is categorized happy. Factors affecting of the life happiness are health, safety, family harmony, use of leisure time, owned house and its assets, and affection. Contribution of influence of these six factors are 59,8%. The government must evaluate, formulate, and improve policies continuously related to improve of life happiness.
