The article provides a background analysis in connection with the visit of the Minister of Foreign Affairs of Russia S.V.Lavrov to Angola, Namibia, Mozambique, Zimbabwe and Ethiopia in March 2018. The author comes to the conclusion that one of the vectors of the Russian foreign policy is slowly shifting towards the «Black continent». Sub-Saharan Africa (SSA) has become a zone approaching the status of emerging market economies, in particular the BRICS, in what refers to the pace of their development, the increase of their role and influence in the world economy and politics. The old-time views about Africa being a continent of total backwardness and extreme poverty no longer correspond to reality. Today the global centers of power recognize the exclusive economic importance of the Africa. In the present century the continent will be the most dynamically developing region of the world. The character and the economic growth in the developed states, as well as the procurement of raw materials, energy resources and human capital will largely depend on the African sources. Mr. S.V.Lavrov's visit reconfirmed Russia's growing interest in Africa. It will undoubtedly give a powerful impetus to the development of Russian-African relations. Almost all African officials showed friendly attitude towards our country, many of them condemned the US hegemonistic policy in the world and in the region. At the same time, Africans still perceive Russia as a positive alternative to the West, and now also to China. Voices are heard that it is a good time for Moscow to capitalize on the paramount respect and authority that Russia acquired through its actions in the Middle East. Africans hope that Russia is ready to provide financial and military assistance on the same preferential terms, as the Soviet Union did in its time. It is necessary to clearly define short and long term priorities in Africa, to seek new forms and mechanisms for interaction, and, most importantly, to develop a new state strategy on the African direction. ; Статья посвящена визиту министра иностранных дел России СВЛаврова в Анголу, Намибию, Мозамбик, Зимбабве и Эфиопию. Автор приходит к выводу, что один из векторов российской внешней политики медленно поворачивается в сторону Черного континента. Африканские страны к югу от Сахары (АЮС) стали зоной, которая по темпам развития, росту роли и влияния в мировой экономике и политике стремительно начала приближаться к «восходящим» странам с развивающейся рыночной экономикой, в частности БРИКС. В целом, визит С.В.Лаврова, продемонстрировавший растущий интерес РФ к Африке, безусловно, придаст мощный импульс развитию российско-африканских отношений

The changed economic and political situation in Russia since the 1990s brought about a qualitative transformation of Russian organised crime, particularly in organisational and behavioural patterns. In particular, a pronounced shift from violent crime towards economic crime is being observed. Criminals try to establish and exercise control over legitimate businesses via corrupt politicians, local authorities and/or law enforcement officials. A tendency towards the consolidation of criminal groups within given territories is also discernible, whilst there are signs of increased interregional integration among different criminal organisations.

Dieser Beitrag befasst sich mit einem regionalen Aspekt des Problems staatlichen Niedergangs. Die Konzentration liegt auf Afrika, weshalb nur in geringem Maße auf die so genannten Schurkenstaaten eingegangen wird. Nach einer kurzen Definition dessen, was die USA unter Schurkenstaaten verstehen, geht die Autorin der Frage nach, warum Staaten zusammenbrechen. Die Antwort der Autorin lautet: Weil sie nicht mehr in der Lage sind, jene Funktionen zu erfüllen, die sie als Staaten qualifizieren. Ein Staat ist hier definiert als eine autoritäre politische Institution, die das Herrschaftsrecht über ein anerkanntes Staatsgebiet hat. Im Anschluss daran werden die Symptome beschrieben, die bei einem staatlichen Zusammenbruch beobachtet werden können. Im nächsten Kapitel werden die Ursachen des Zusammenbruchs einiger afrikanischer Staaten dargestellt, wobei ein kurzer historischer Abriss vorangestellt wird. Abschließend wird die Frage diskutiert, was unternommen werden soll, um eine irgendwie geartete politische Ordnung wieder herzustellen. (ICD)

The article deals with the Legal English training of students within personality-oriented approach. It analyses personality-oriented education concepts and describes the experience of Mock Trial as a tool of foreign language communicative competence formation. The authors note such advantages of the Mock Trial technology in foreign language teaching as creating conditions for the immersion of students in practical activity for professional and language development. The article describes the steps of students' preparation of a case for a trial. Special attention is paid to the formation of phonetic skills of Legal English as a tool of increasing the communication efficiency. The conclusion about the effectiveness of Mock Trial for the development of students' communicative competence is made.

Abstract. Article is devoted to problems of structuring state created history taking into account variety social, political, forms, various speed of a political genesis. Problems of allocation of development stages of the political organizations (statehood) taking into account uncertainty of the general units of the analysis, terms and concepts of rather various paradigms of structuring and a periodization of history are considered. It is shown that the decisive force causing transformation of all other public sectors is growth, distribution and deduction of a dominant position of the most effective in the conditions of this period of a political regime.Key words: historical, typological analysis, potestarny structures, historicism, Kondratiyev's paradigm,political regime.

Introduction. In teaching foreign languages to Russian students there is a tendency of decreasing motivation in learning European languages because of changes in the geopolitical situation. The aim of the article is to analyze the dynamics of the changes in students'motivation to learn English at Petrozavodsk State University from 2019 to 2022. Theoretical analysis. A comparative analysis of Russian and foreign studies shows that low motivation to learn prevents students from achieving high results. The motivational sphere is influenced by such objective and subjective factors as profession, age, gender, learning environment, and university curriculum. Empirical analysis. The study revealed two different trends. If the future historians, political scientists, and social workers still show their interest in learning English for the purpose of self-education and self-realization, then among the students specializing in "Tourism" the decrease in motivation, caused by the reduction of opportunities to use English in their professional activities in the near future, was recorded. Conclusion. The authors conclude that the task of stimulating students' interest in learning European languages in Russian universities and the search for new non-standard methods of teaching foreign languages does not lose its relevance.

In the past two years, a certain number of world powers have announced the development or update of their African strategies, which is directly related both to the profound changes taking place in the world, and to the general recognition of the African region increased importance in the world economy and international relations. Due to Brexit and in light of the concept of Global Britain, London considers the development of strategies in order to explore alternative markets with the aim to compensate the loss of the state and private business revenues by activating the African vector of its policy. The article summarizes and analyzes the content of the UK strategic documents adopted in the last two years by various state bodies and departments in the African direction ‒ political, military, economic, etc. They are scrutinized from the angle of current Russian interests and strategies. The authors come to the conclusion that despite of the similarities of the official content of the African strategies of Russia and the UK, the possibilities of real UK-Russia cooperation in the region in the interests of its peoples or in their own national interests are low.
