O V relatório do IPCC (2014), em seu capítulo referente à Mitigação reconhece a permanência da desigualdade entre os países na ocupação do espaço carbono. Reverter esta desigualdade é, evidentemente, importante. Mas o foco estratégico do G77+China não pode ser este. O mais importante é criar as condições para que os extraordinários avanços recentes na capacidade de geração de energia elétrica de fontes renováveis e descentralizadas cheguem de maneira massiva aos países em desenvolvimento. Fortalecer as economias fósseis e construir hidrelétricas nocivas a ecossistemas preciosos e frágeis é perenizar um caminho de acesso à energia que, globalmente, está sendo superado. Para a América Latina, persistir neste caminho significa aprofundar a reprimarização de suas economias distanciando-as ainda mais da sociedade do conhecimento. A bolha de carbono, a depreciação dos ativos das empresas convencionais de energia, juntamente com o avanço exponencial na capacidade de geração descentralizada das renováveis abrem condições inéditas para que a democratização do acesso à energia, o avanço das inovações técnicas e sociais e o respeito aos limites ecossistêmicos estejam organicamente integrados.
Decarbonization of the world economy involves two challenges. The first is to find new carbon-neutral sources of energy which can reduce the reliance on fossil fuels. Solar, wind, and geothermal energy are the main paths to this energy revolution in most developed and emerging countries. Brazil has a great advantage in this respect as already about half of its energy supply comes from biomass and hydroelectricity. However, economic decarbonization also concerns the use of energy. In this respect, Brazil lags behind. Although the carbon intensity of the Brazilian economy has decreased, its energy intensity is rising. This puts into question the efficiency and ultimately the competitiveness of the Brazilian industrial economy itself. This article analyzes data from the state of São Paulo, the most industrialized state of Brazil, to discuss ways of decarbonizing an emerging economy.
O sucesso brasileiro em reduzir as queimadas na Amazônia e o trunfo de sua matriz energética são importantes, mas nem de longe caracterizam uma dinâmica própria ao desenvolvimento sustentável. É verdade que o Brasil passou, nos últimos anos, por um processo expressivo de redução simultânea e inédita da pobreza e da desigualdade de renda. Os avanços nesta direção, entretanto, não se apóiam hoje em formas de crescimento econômico voltadas explicitamente a menor uso de energia e de materiais. O crescimento industrial brasileiro corre fortemente o risco de dissociar-se do que de mais avançado se faz hoje em termos internacionais.
Ricardo Abramovay — Rural loans and public policies in the Brazilian Sertâo. The policy of reinforcing family agriculture has changed the relationship of the Brazilian State to its rural milieu. 750 000 families have benefited from credit, while half of them had never had any access to finances before. The use of bank intermediation however constitutes a bottleneck that threatens the integrity of the policy itself. Banks are very selective, they tend to avoid the most poor of the rural population or limit their access to credit only. Local financing constitutes a means stimulating the economic initiatives of rural inhabitants, in particular in the Sertâo-semi-arid region of the Northwest.
Créé en 1994, le programme d'appui à l'agriculture familiale (Pronaf) est un exemple de politique publique destinée à promouvoir les capacités productives des agriculteurs familiaux. Il est composé de trois grands types d'intervention: l'amélioration des infrastructures rurales; l'appui au crédit pour l'agriculture familiale; et la formation des agriculteurs. Cet article tente de dresser un bilan de la politique de crédit du Pronaf. Cette politique a permis que des centaines de milliers de familles puissent avoir accès au crédit bancaire pour la première fois. Cependant, l'élargissement de la base sociale du programme vers les plus pauvres tend à relâcher les critères bancaires d'attribution des prêts et à rendre les agriculteurs dépendants de l'intervention de l'État.
O trabalho traz uma análise dos processos favorecidos pelos incentivos e investimentos derivados do Programa Nacional de Produção e Uso de Biodiesel (PNPB) no Semiárido nordestino. Em função da importância da produção de mamona na região e da aposta do PNPB nesta oleaginosa como meio de inserção da agricultura familiar no mercado de biodiesel, o principal objetivo do estudo consistiu em compreender a estrutura e a dinâmica do mercado da mamona, as mudanças que até agora resultaram dos incentivos do PNPB, e os possíveis entraves aos processos condizentes com os objetivos sociais do programa. A análise demonstrou que as ações em curso não têm sido suficientes para alterar as estruturas sociais associadas à pobreza e à dependência dos agricultores pobres e que a dinâmica empresarial sinaliza importantes incertezas sobre a continuidade dos processos em curso. Sociologia econômicaSOCIAL STRUCTURES IN THE SEMI-ARID REGION AND THE BIODIESEL MARKET Yumi Kawamura Gonçalves Arilson Favareto Ricardo Abramovay This article provides an analysis of the processes favored by the incentives and investments derived from the National Program for the Production and Use of Biodiesel (PNPB) in the semi-arid region of northeastern Brazil. Due to the importance of castor bean crops in the region and to PNPB's wager on castor bean oil as an opportunity for family farmers to take part in the biodiesel market, the main goal of this study is to understand the structure and dynamics of the castor bean market, the changes that PNPB's incentives have brought about, and the possible obstacles to the processes consistent with the program's social goals. The analysis has shown that current actions have not been enough to alter the social structures linked to poverty and to poor farmers' dependence, and also that business dynamics mean significant uncertainties regarding the continuity of current processes. En raison de l'importance de la production de ricin dans la région et du pari du PNPB que cet oléagineux peut permettre l'inclusion de l'agriculture familiale dans le marché du biodiesel, l'objectif principal de cette étude est de comprendre la structure et la dynamique du marché du ricin, les changements apportés jusqu'à présent en fonction des encouragements du PNPB et les obstacles possibles aux processus liés aux objectifs sociaux du programme. L'analyse a démontré que les actions en cours n'ont pas suffi à modifier les structures sociales associées à la pauvreté et à la dépendance des agriculteurs pauvres et que la dynamique des entreprises fait preuve d'importantes incertitudes quant à la continuité des processus en cours. AbstractIn this paper we empirically investigate the dynamics of employment and industrial location across municipalities in the state of Sao Paulo, Brazil. Making use of a number of indicators we have illustrated that the state's urban system is becoming more complex and facing a number of considerable changes. In the main part of the paper spatial econometric models are estimated and our results provide preliminary evidence of the role played by geographical and economic factors on employment growth and industrial spatial reallocation. The analysis suggests that diversified economies within metropolitan areas and close to the state's capital are subject to relatively more intense dynamics. However, controlling for a range of variables, smaller towns have been growing and churning more rapidly than the large cities. We have also evidenced that the presence of universities and the participation of the private sector are important for this dynamism. We also find that employment growth is subject to local spatial externalities but industrial churning is not.Resumen. En este artículo se investigan empíricamente las dinámicas de empleo y localización industrial en municipios del estado de São Paulo, Brasil. Mediante el empleo de una serie de indicadores, hemos mostrado que el sistema urbano estatal está haciéndose cada vez más complejo y afronta una variedad de cambios considerables. En la parte principal del artículo se estiman modelos econométricos espaciales, cuyos resultados proporcionan pruebas preliminares del papel que juegan los factores geográficos y económicos en el crecimiento del empleo y la redistribución espacial de la industria. El análisis sugiere que las economías diversificadas dentro de las áreas metropolitanas cercanas a la capital estatal están sujetas a dinámicas más intensas en términos relativos. Sin embargo, al controlar una serie de variables, se observa que las ciudades más pequeñas han estado creciendo y mostrando una mayor fluctuación de industrias que las grandes ciudades. También hemos aportado pruebas de que la presencia de universidades y la participación del sector privado son importantes en este dinamismo. También hemos hallado que el crecimiento del empleo está sujeto a externalidades espaciales locales, pero que la fluctuación industrial no lo está.graphic
