Among the different factors that predict political participation, the characteristics of the local community are often described. The types and the intensity of political participation differ in urban and rural communities. The local community provides social and cultural resources for political participation and at the same time acts as a driver of political socialisation. The political attitudes of adolescents differ depending on the characteristics of the communities in which they live, i.e. the local context of their political socialisation. This paper describes the context of the political socialisation of adolescents in the German federal state of North Rhine-Westphalia (NRW) in terms of geographical differences in socioeconomic, sociostructural, and sociocultural characteristics. The approach uses public databases to construct indicators that describe administrative districts in terms of their degree of urbanisation, degree of aggregated individual wealth, and variety of opportunity. These indicators were merged with the NRW subset of the International Civic and Citizenship Education Study (ICCS 2016), which comprises N = 1451 students in N = 59 schools. Neither the degree of urbanisation nor the degree of aggregated individual wealth was suitable for explaining differences in the intended political behaviour of secondary school students in the 8th grade in NRW. However, the higher the variety of opportunity in a certain district, the less frequently students intend to participate in elections as adults. Also, the higher the measure, the more frequently students intend to participate in illegal protest activities. Apparently certain local environments mobilise intentions to participate in protest activities and suppress more conventional political activities.

Für demokratische Bildung und demokratische Schulentwicklung ist die Partizipation der Beteiligten zentral. In dem Beitrag werden unterschiedliche konzeptionelle Bezugspunkte der Schulentwicklung (Reformpädagogik, Demokratietheorie, Professionalisierung, Organisationsentwicklung, Verwaltungswissenschaft) und die darin implizierten Formen von Partizipation vorgestellt und ihre Implikationen herausgearbeitet. Es lassen sich Spannungsverhältnisse rekonstruieren, die sich (a) auf mögliche Begründungen für Lehrerpartizipation beziehen, (b) auf ihr Verhältnis zu Partizipationsansprüchen von Schülern und Schülerinnen, (c) auf innerkollegiale Kooperation und (d) auf das Zusammentreffen von Partizipationsansprüchen der Lehrpersonen einerseits und politischen Steuerungsinteressen andererseits. Die Spannungsverhältnisse werden auf der Basis quantitativer und qualitativer empirischer Ergebnissen aus der Evaluation des BLK-Programms 'Demokratie lernen und leben' erläutert. Es wird argumentiert, dass die transparente Bearbeitung dieser Spannungsverhältnisse auf der Ebene der Akteure, konstruktiv zu demokratischer Schulentwicklung beitragen kann. Approaches of school development refer to different basic concepts (progressive education, democracy theory, professionalization, organisational development, new public management). These approaches implicate different forms of participation and therefore different forms of teacher involvement. The article analyses four areas of conflict that emerge from these differences. They relate (a) to different reasons for teacher participation, (b) to the relationship between the claim of teachers and students to participation, (c) to the cooperation between teachers and (d) to the collision of teachers' claim to participate on the one hand and political interests to govern school development on the other hand. These four areas will be explicated on the basis of quantitative and qualitative research which is taken from the evaluation of the German pilot program 'learning and living democracy'. The article argues for the transparent handling of those areas of conflict within school. This may contribute to constructive democratic education and school development. (DIPF/Orig.)

Highlights Fostering national or European identities can be compatible with education for tolerance. Social relationships in school are important predictors of national and European identity. Formal learning opportunities are especially important for fostering a European identity. Purpose: The aim of this article is to analyse the concept of national and European identities through multidisciplinary lenses and to examine empirically how schools develop those identities in adolescents. Method: The study employs data from the International Civic and Citizenship Education Study 2016. Correlation and regression analyses are conducted with data from over 45,000 students from fourteen different national educational systems. Country-specific weighted statistical analyses are conducted. Findings: A combination of perspectives from the fields of psychology, political culture, and civic and citizenship education is useful to reflect upon the dimensions and desirability of overarching identities. Formal learning opportunities are shown to be particularly relevant for fostering a European identity. Positive relationships between students and teachers and between students statistically predict stronger identities. Practical implications: Good social relationships at school help to develop national and European identities. Moreover, the development of a European identity especially depends upon its explicit inclusion in the curriculum. Teachers should guide students to reflect on the meaning and content of tolerant and complex national and European identities.
