Identifying how and to what extent the poor and most vulnerable in society are able to demand and access safe water as they define it is the practical realization of the human right to water. The explicit international recognition of the right to water and sanitation in 2010 is significant in that it obligates nations to recognize safe water for human consumption primarily as a social good, a significant point of contention after decades of global water politics. However, there remains a large gap between the international human right to water and on-the-ground determinants of water access and reliability. How can the right to water turn from being an abstract legal principle into policies and interventions that can be implemented and measured? This paper con- tributes to the considerable literature on the right to water and basic services delivery by assessing three critical mechanisms that inhibit the ability of the urban poor to exercise their right to water. Of particular concern in this paper is the prevalent role of small-scale providers and household co-production, the so-called non-state actors on whom much of the world's poor depend to provide water and other basic services. Drawing from the normative content of the rights framework and literature on rights-based approaches to devel- opment against evidence of how states are undertaking water sector reforms and implementing the right to water and sanitation, this paper argues for the need to reconsider the concept of third-party duty bearers. Governments have an explicit role in maintaining dual systems of sanctioned and unsanctioned urban spaces and forms of service delivery that result in inequitable access to water and sanitation in violation of human rights.

Between 1990 and 2004, Nigeria's urban population jumped to nearly half the national population, while access to improved sources of water in urban areas dropped by nearly 15 per cent during the same period. This paper presents preliminary results on the relationship between water supply, neighbourhood characteristics, and household strategies in response to dissatisfaction with water provision as reported by 389 respondents in 10 neighbourhoods in Lagos and Benin City, Nigeria between October 2007 and February 2008. In this paper, a conceptual model of consumer demand for water is used, based upon Hirschman's exit, voice and loyalty (EVL) framework. The model explicitly factors in the quality of water provision and variables at the household and neighbourhood levels that could affect perceptions about quality and the strategies that households use to cope with inadequate public services. Preliminary results show that reported household strategies to secure water are affected by community-level factors such as the range, cost, and quality of water supply alternatives, as well as neighbourhood composition. Furthermore, the percentage of urban migrants and households that live in rented flats in a neighbourhood seems to be associated with the use of exit strategies (as opposed to voice) in response to problems with their primary water supply.

AbstractThis article highlights how the governance of the water sector affects the strategies and tactics urban residents use to gain improved access to water for household consumption in cities with limited networked infrastructure. A framework of exit, voice and loyalty (EVL) is used to characterize the actions household decision makers take in neighborhoods across metropolitan areas. In Nigeria, Lagos and Benin City are rapidly growing metropolitan regions with urban water markets competing with a state‐run utility. Scholars have documented informality and hybridity between state and non‐state actors, but there is less understanding of variables associated with citizen behavior in urban water markets across different types of households and communities. This article places Nigeria in the context of African mobilization around water provision, using interviews, observation and findings from fieldwork, household interviews and surveys undertaken between 2008 and 2015 to show how access to water is shaped by the interplay between state and non‐state sources of water. This access is filtered through differently regulated service providers and the perceived authority of each actor involved in water delivery, which can lead to what I call structural silence. Findings show the need for a grounded understanding of factors influencing voice and participation in local governance.

Through them they have achieved many successes, challenged oppressive practices at a local and global level and have developed outstanding entrepreneurial activities. Yet Civil Service Organisation (CSO) research tends to ignore considerations of gender and the rich history of activist feminist organisations is rarely examined. This collection examines the nexus between the emancipation of women, and their role(s) in these organisations. Featuring contrasting studies from a wide range of contributors from different parts of the world, it covers emerging issues such as the role of social media in organising, the significance of religion in many cultural contexts, activism in Eastern Europe and the impact of environmental degradation on women's lives. Asking whether involvement in CSOs offers a potential source of emancipation for women or maintains the status quo, this anthology will also have an impact on policy and practice in relation to equal opportunities
