The rapid growth in the past decade in transparency and accountability initiatives (TAIs) in the extractive industries sector reflects attempts to devise institutional mechanisms to make governments accountable for the extraction, allocation and use of revenues that, if well invested, could alleviate socio-economic inequalities among citizens. Understanding and measuring the impact and effectiveness of these initiatives is a matter of proposing and empirically validating a causal link between interventions and governance improvements. To do this requires improved data collection, reporting and analysis; a stronger focus on the allocation and use of government expenditures that come from natural-resource wealth; and a better understanding of importance of incentives and sanctions for ensuring effective impact.
Grasping, manipulation, and inspection by multirotor systems require soft landing without any bumps; hence, the one-shot landing subject is critical due to aerodynamics effects under a multirotor unmanned aerial vehicle (UAV). One of the tasks in the HYFLIERS project is landing on a rack of pipes for inspection, mainly measurement of the pipe thickness and corrosion. The rack of pipes generates an unknown disturbance caused by the induced airflow by the propellers during the landing phase. The modeling of this problem is developed for two cases, landing on the ground and rack of pipes. The ground effect modeling is straightforward; however, the rack of pipes imposes more uncertainty on the system modeling. The source of aerodynamics disturbance also could be either external wind or the one caused by the UAV's propellers near the pipes or ground. This work proposes a solution for the one-shot landing of a quadrotor considering the ground effect. First, the induced wind by the rotors near the ground is computed and then the reflection model of that near the ground is defined. Modeling of the quadrotor considering the wind in the environment is done. Next, the reflected wind by the ground is set in the wind model of the system. The uncertainty in the modeling exists due to interference of airflow under the UAV and behavior of that, so a robust nonlinear control is selected to control the system. The correction gain of the sliding mode controller was defined based on the steady-state thrust that plays the role of an upper bound of uncertainty. A simulation has been successfully done to present the advantages of the soft landing method considering the ground effect. Age Friendly Initiatives (AFIs) including the World Health Organization/AARP Age Friendly Communities at the city- and county-levels support aging-in-place efforts. These AFIs represent a promising strategy for U.S. communities to build community resilience to mitigate the effects of climate change. However, few AFIs have wholly incorporated the critical element of emergency or public health preparedness for climate change-related events into their activities. We report the role that local health departments (LHDs) and AFIs play in improving emergency and public health preparedness for older adults, and provide guidance to LHDs for improving their engagement with AFIs. Qualitative analyses of nearly 40 interviews conducted with AFI and LHD staff found AFIs and LHDs perceive the greatest needs of older adults to prepare for climate change-related events to be tailored information sharing, increasing awareness of the need to prepare, developing emergency plans, and communication between older adults with supporting community organizations. Multi-agency structural processes that incentivize engagement from AFI staff can most comprehensively prepare older adults for future climate change-related events. Coordinated services from the AFI and LHD can include city/county alert systems, training for community emergency response teams, provision of emergency preparedness supplies, and delivering educational programs. We report the structural, economic, political, and social barriers and facilitators to engagement between AFIs and LHDs to inform stronger and more efficient alignment to meet the needs of aging adults in the face of climate change. The implications of lessons learned from U.S. communities are applied to other AFIs around the world.
Organic goat production is poorly developed in Spain. Conventional dairy goat production systems located in Andalusian mountainous areas greatly depend on pasturing which implies that its transformation to organic model is not difficult. The objective of this paper is to evaluate the viability of organic dairy goat farms –as compared to conventional–, and to study the possibilities of transitioning from conventional to organic goat production. This study was carried out in 2006 in Sierra de Cádiz (Andalusia) with the autochthonous breed Payoya. To monitor technico-economic aspects of goat farms, FAO-CIHEAM method was implemented. Results indicate that organic farms are economically viable, due mainly to low costs of external feeds and income from European Union subsidies. For transitioning from conventional to organic dairy goat production a reduction of consumption of concentrates per animal and per year and/or cultivate grain on the farm are necessary. ; La production caprine biologique est encore peu développée en Espagne. Les systèmes caprins laitiers dans les zones de montagne de l'Andalousie disposent de grandes surfaces pour le pâturage, et, par conséquent, il est assez facile de transformer ces systèmes en systèmes biologiques. L'objectif de ce travail est d'évaluer la viabilité des systèmes caprins biologiques par rapport aux systèmes caprins conventionnels et d'étudier les possibilités de conversion des systèmes conventionnels en systèmes biologiques. L'étude a été réalisée en 2006 dans la Sierra de Cádiz (Andalousie) avec une race autochtone (Payoya). On a utilisé la méthodologie FAO-CIHEAM pour le suivi technico-économique des exploitations caprines. Les résultats montrent que les systèmes biologiques sont économiquement viables compte tenu surtout des moindres coûts alimentaires par rapport aux systèmes conventionnels et des aides de l'Union Européenne. Pour réussir la transformation des systèmes laitiers caprins conventionnels en systèmes biologiques, il faut réduire l'apport de concentrés et essayer de les produire dans l'exploitation. ; Junta Andalucía

The data were collected with the CMS detector at the CERN LHC and correspond to an integrated luminosity of 2.2 fb(-1). The observations are in agreement with standard model predictions. An upper limit at 95% confidence level on the product of the production cross section and branching fraction into tau lepton pairs is calculated as a function of the resonance mass. For the sequential standard model, the presence of Z' bosons decaying into tau lepton pairs is excluded for Z/ masses below 2.1 TeV, extending previous limits for this final state. For the topcolor-assisted technicolor model, which predicts Z' bosons that preferentially couple to third-generation fermions, Z' masses below 1.7 TeV are excluded, representing the most stringent limit to date.

The contributions of charged particles in different momentum ranges to the overall event p(T) balance are decomposed into short-range jet peaks and a long-range azimuthal asymmetry in charged-particle p(T). The results for PbPb collisions are compared to those in pp collisions using data collected in 2011 and 2013, at collision energy root s(NN) = 2.76 TeV with integrated luminosities of 166 mu b(-1) and 5.3 pb(-1), respectively, by the CMS experiment at the LHC. Measurements are presented as functions of PbPb collision centrality, charged-particle p(T), relative azimuth, and radial distance from the jet axis for balanced and unbalanced dijets.

Sloan Foundation ; Alexander von Humboldt Foundation ; Measurements of inclusive charged-hadron transverse-momentum and pseudorapidity distributions are presented for proton-proton collisions at root s = 0.9 and 2.36 TeV. The data were collected with the CMS detector during the LHC commissioning in December 2009. For non-single-diffractive interactions, the average charged-hadron transverse momentum is measured to be 0.46 +/- 0.01 (stat.) +/- 0.01 (syst.) GeV/c at 0.9 TeV and 0.50 +/- 0.01 (stat.) +/- 0.01 (syst.) GeV/c at 2.36 TeV, for pseudorapidities between -2.4 and +2.4. At these energies, the measured pseudorapidity densities in the central region, dN(ch)/d eta vertical bar(vertical bar eta vertical bar and pp collisions. The results at 2.36 TeV represent the highest-energy measurements at a particle collider to date.

In the data, the muons are removed from reconstructed mu mu events and replaced with simulated tau leptons with the same kinematic properties. In this way, a set of hybrid events is obtained that does not rely on simulation except for the decay of the tau leptons. The challenges in describing the underlying event or the production of associated jets in the simulation are avoided. The technique described in this paper was developed for CMS. Its validation and the inherent uncertainties are also discussed. The demonstration of the performance of the technique is based on a sample of proton-proton collisions collected by CMS in 2017 at root s = 13 TeV corresponding to an integrated luminosity of 41.5 fb(-1).

The search uses a data sample accumulated by the CMS experiment at the LHC in 2016, corresponding to an integrated luminosity of 35.9 fb(-1). The search is motivated by models based on gauge-mediated supersymmetry breaking, which predict the electroweak production of a pair of Higgsinos, each of which can decay via a cascade process to a Higgs boson and an undetected lightest supersymmetric particle. The observed event yields in the signal regions are consistent with the standard model background expectation obtained from control regions in data. Higgsinos in the mass range 230-770 GeV are excluded at 95% confidence level in the context of a simplified model for the production and decay of approximately degenerate Higgsinos.

Events with two leptons (e or mu) and at least four reconstructed jets, including at least two identified as b quark jets, in the final state are selected. In the full phase space, the measured ratio is 0.022 +/- 0.003 (stat) +/- 0.006 (syst), the cross section sigma(t (t) over bar b (b) over bar) bis 4.0 +/- 0.6 (stat)+/- 1.3 (syst) pb and sigma(t (t) over bar jj) is 184 +/- 6 (stat)+/- 33 (syst) pb. The analyses are based on a sample of proton-proton collisions at root s = 13 TeV, collected by the CMS experiment at the LHC, corresponding to an integrated luminosity of 35.9 fb(-1). Data and predictions from the standard model are in agreement within uncertainties. For the standard model HH hypothesis, the data exclude at 95% confidence level a product of the production cross section and branching fraction larger than 72 fb, corresponding to 79 times the standard model prediction. Constraints are placed on different scenarios considering anomalous couplings, which could affect the rate and kinematics of HH production. Upper limits at 95% confidence level are set on the production cross section of narrow-width spin-0 and spin-2 particles decaying to Higgs boson pairs, the latter produced with minimal gravity-like coupling.

The measurements are based on data samples collected by the CMS experiment at the LHC. The number of primary charged hadrons produced in non-single-diffractive proton-lead collisions is determined in the pseudorapidity range vertical bar eta(lab)vertical bar vertical bar(vertical bar eta cm vertical bar) < 0.5 are 17.1 +/- 0.01 (stat) +/- 0.59 (syst) and 20.10 +/- 0.01 (stat) +/- 0.5(syst) at root s(NN) = 5.02 and 8.16 TeV, respectively. The particle densities per participant nucleon are compared to similar measurements in proton-proton, proton-nucleus, and nucleus-nucleus collisions.
