Recent negatively publicized police-citizen interactions in the media, followed by a subsequent de-policing of police in the United States, has been named the Ferguson Effect. The Ferguson Effect has been explored by prominent scholars in the criminal justice community; however, little is known about how police officers in small rural police agencies perceive the Ferguson Effect. The purpose of this qualitative phenomenological study was to explore the perceptions and lived experiences of police officers regarding the Ferguson Effect in small rural police agencies, as well as police officers' perceptions of their own organizational justice. Organizational justice theory was utilized as the theoretical lens for this study. Research questions focused on exploring police officers' perceptions, attitudes, and experiences of the Ferguson Effect phenomenon and willingness to partner with the community. Purposeful sampling was utilized and semi structured interviews were conducted of nine active sworn law enforcement personnel in southcentral Virginia. Data were analyzed through in vivo coding, pattern coding, and structural analysis utilizing NVivo 11 Pro. Themes included: (a) racial division, (b) rush to judgment, and (c) steadfast leadership. Findings indicated participants demanded clear and fair policies and procedures from leadership, increased effort of transparency in policing, feelings of racial tension, and the need to regain community trust post-Ferguson.

Kakali Bhattacharya (2017) effortlessly advances the pedagogical literature on qualitative research. As a scholar-practitioner of the field of criminal justice, a recent doctoral graduate, and a qualitative methodologist, reading this book allowed me to reflect on my strengths and weaknesses in conducting qualitative inquiry. This review presents the primary intent of the book, which is to be a supplemental text for an introductory qualitative research methods course. Bhattacharya (2017) offers a succinct and straightforward recipe to improve one's understanding of qualitative research methods, as well as provides best practices while doing so. This book is the perfect roadmap for the instructor who is asked to facilitate his or her first qualitative research methods course to follow or for a student to supplement their course text.

<i>The purpose of this transcendental phenomenological study was to explore how law enforcement officers in Los Angeles County described their lived experiences of engaging in discretionary enforcement behaviors when policing narcotics crimes. Rational choice theory was utilized as the theoretical lens for the study. Convenience sampling was used to recruit 15 active law enforcement officers in Los Angeles County. Data were collected through open-ended surveys, semi-structured interviews, and reflexive memos. The data were coded utilizing thematic analysis with the assistance of NVivo 12 Plus. Three primary themes were evident from the data: (1)&nbsp;positive reinforcement-motivators, (2) justifications for reduced narcotics enforcement, and (3) methods of reduced enforcement. Findings revealed law enforcement officers, much like offenders' criminal behaviors in rational choice theory, can be dissuaded from discretionary enforcement behaviors with adequate negative reinforcement. Implications of the study's findings, limitations, and recommendations for future research are discussed. </i>

We present new integral-field spectroscopy in the outskirts of two nearby, edge-on, late-type galaxies to search for the H alpha emission that is expected from the exposure of their hydrogen gas to the metagalactic ultraviolet background (UVB). Despite the sensitivity of the VIRUS-P spectrograph on the McDonald 2.7 m telescope to low surface brightness emission and the large field of view, we do not detect H alpha to 5 sigma upper limits of 6.4 x 10(-19) erg s(-1) cm(-2) arcsec(-2) in UGC 7321 and of 25 x 10(-19) erg s(-1) cm(-2) arcsec(-2) in UGC 1281 in each of the hundreds of independent spatial elements (fibers). We fit gas distribution models from overlapping 21 cm data of HI, extrapolate one scale length beyond the HI data, and estimate predicted H alpha surface brightness maps. We analyze three types of limits from the data with stacks formed from increasingly large spatial regions and compare to the model predictions: (1) single fibers, (2) convolution of the fiber grid with a Gaussian, circular kernel (10('') full width at half-maximum), and (3) the co-added spectra from a few hundred fibers over the brightest model regions. None of these methods produce a significant detection (>5 sigma) with the most stringent constraints on the Hi photoionization rate of Gamma(z = 0) < 1.7 x 10(-14) s(-1) in UGC 7321 and Gamma(z = 0) < 14 x 10(-14) s(-1) in UGC 1281. The UGC 7321 limit is below previous measurement limits and also below current theoretical models. Restricting the analysis to the fibers bound by the HI data leads to a comparable limit; the limit is Gamma(z = 0) < 2.3 x 10(-14) s(-1) in UGC 7321. OBJECTIVES: We evaluated the availability of workplace breastfeeding (BF) supports, and the associations between these supports and BF practices among formally employed mothers in Kenya – where many women work in horticulture farms and legislation requiring workplace BF supports is being implemented. We hypothesized that the availability of supports would be associated with a higher prevalence and greater odds of exclusive breastfeeding (EBF). METHODS: We conducted repeated cross-sectional surveys among formally employed mothers at 1–4 days, 6 weeks, 14 weeks, and 36 weeks (to estimate 24 weeks) postpartum at 3 health facilities in Naivasha from Sept. 2018 to Oct. 2019, 13 months after the 2017 Kenyan Health Act, which requires workplace BF support, was passed. We evaluated the associations of workplace BF supports with EBF practices using tests of proportions and adjusted logistic regression. RESULTS: Among formally employed mothers (n = 564), reported workplace supports included on-site housing (16.8%), on-site daycare (9.4%), and private lactation spaces (2.8%). Mothers who used workplace on-site childcare were more likely to practice EBF than mothers who used community- or home-based childcare at both 6 weeks (95.7% versus 82.4%, p = 0.030) and 14 weeks (60.6% versus 22.2%, p < 0.001; [aOR (95% CI) = 5.11 (2.3, 11.7)]. Likewise, mothers who visited daycares at or near workplaces were more likely to practice EBF (70.0%) compared to those who did not visit a daycare (34.7%, p = 0.005) at 14-weeks. Among all mothers, 84.6% with access to workplace private lactation spaces practiced EBF, compared to 55.6% without such spaces, p = 0.037. Mothers who live in on-site housing were twice as likely [aOR (95% CI) = 2.06 (1.25, 3.41)] to practice EBF compared to those without access to on-site housing. CONCLUSIONS: Formally employed mothers in Kenya who used on-site childcare, lived in on-site housing, and had access to private workplace lactation rooms are more likely to practice EBF than mothers who lack these ...
